Regular meeting of the City Council of the City of Auburn,
held at 8 :00 P.M. in the Council Chambers at the City Hall .
The meeting was called to order by Mayor Shaughnessy.
Councilmen Present: Aaby, Lea, Kammeyer, Fitzsimmons,
� Sonnemann, Knechtel , and Gaines .
Minutes of the previous meeting held May I , 1962 were approved
as mailed.
CORRESPONDENCE
GENERAL SERVICES ADMINSTRATION
' SALE OF LAND
A letter received from the ;Ge�neral Services Administration
- offered for sale 3.62 acres to the City of Auburn for $ I .00 . This
is surplus property of the former Auburn General Depot currently
util. ized as a street . by the City of Auburn.
It was moved by Gaines and seconded by Kammeyer that the City
Attorney draw up the necessary Reso'lution for the purchase of
this , property by the 18th of May.

FINAL PAYMENT TO
CALHOUN �ONSTRUCTION COMPANY .
A letter received from Archie Fry, Architect, recommended the
City make final payment on jail facility contract to Calhoun
Construction Company of Kent Washington.
It ouas moved by Sonnemann and seconded by Kammeyer that the
Council accept the recommendations of Archie Fry to make the final
payment to Calhoun Construction Company.

SECOND STREET SOUTHEAST
, A petition to create a L. I .D. to widen, pave, and install new
concrete curb and gutters on Second Street, Southeast from "A'.'
Street, Southeast to "C° Street, Southeast, was read.
A letter received from City Engineer, Clinton W. Cote' ,
stated that this petition contained the signatures of 75 . 6yo of the
pnoperty owners abutting this street.
It was moved by �ea and seconded by Fitzsimmons that the Counc I
accept the petition for the improvement of Second Street Southeast

Attorney be instructed. to include the L. I .D. for the improvement

A petition to create a .L. I .D, for the construction of concrete
curb and gutter on "R" Street, Southeast from Howard Road to 29th
Street, Southeast, was read.
It was moved by Lea and seconded by Kammeyer that the Council
accept the petition for the improvement of "R" Street Southeast by
' L. I..D.

PETITION TO REZONE AUBURN SCHOOL PROPE TY
A petition from the Board of Directors Auburn Public Schools
was read requesting a rezoning from R-2 to P-J on property located
at 3500 �numclaw Highway. The petition was signed by six property
owners Fying within a 200 foot radius of the property, stating that
hey had no objection to the rezoning.
This petition was referred to the Planning Commission.

A petition from W, J . Beierlein was read., requesting a
� rezoning from R-2 to C�- I on property located on the Enumclaw �
� Highway across from the new Auburn Public School . The petition was
'� signed by four property owners lying within a 200 foot radius of th
� property, stating that they had no objection to the rezoning.
Thi.s petition was referred to the Planning Commission.
HUGH G. GOLDSMITH AND ASSOCIATES
HALF-ROAD CONSTRUCTION
A letter from Hugh G. Goldsmith and Associates requested the
ouncil autliorize the C`ity Engineer to approve plans for the, half-
road construction of Hemlock Street in Forest Villa # I . �
After discussion it was moved by Kammeyer and seconded by
Knechtel that this matter be referred to the Street Committee and
aines and Aaby with power to act.

A letter from Hugh G. Goldsmith request approval of a
preliminary plat of Forest Villa �r5.
This matter was referred to the Planning Commission.
REQUEST FOR ANNEXATION
A request for a petition for annexation of an area bounded
�y Main Street on the South, Green River on the East, 2nd Street on
the North and "T" Street on the West was submitted to the Council
by Bryan W. Sargeant, H . T. H�ghes, Edward Williams, and F. H. �

It. was moved by Kammeyer and seconded by Sonnemann that the .
ouncil authorize the property owners to circulate a petition for '
annexation includi,ng the provision to accept their share of the
outstanding bonded indebtness of the City of Auburn.

PLANNING COMMISSION
- REQUEST OF E. L. DRAKE TO REZONE
The recommendation of the Planning Commission to disapprove
the-request of E. L. Drake to rezone from R-4 to C-3 Lots 12 and
13, Block ' I , Replat Portion of Ballard's Park Add,ition to Slaughter
was read. The Plannino Commission recommended tHe disapproval of
this request as it did not correspond to City's Comprehensive Plan
and instead recommended that the property be zoned C- I with a
pec'i'al Property Use in accordance with the petitioner's request.
Attorney Smythe stated he felt in order to change the zoning
•f this property a new petition would have to be circulated.
It was moved by Kammeyer and seconded by Gaines that the .
ouncil reject the recommendation of the planning commission and
request a recirculation of petition to correspond with the
recommendation of the Planning Commission for a Special Property us

REQUEST TO REZONE
The recommendation of the Planning Commission to approve th'e
request of the Auburn School District #408 to rezone from R--2 to

of Slaughter, was read.
It was .moved by Aaby and seconded by Lea that the Council
concur with the recommendation of the Planning Commission to approv
he rezoning of the above described property. from R-2 to P- I .

The recommendation of the Planning Commission to approve the
request of Henry Lyons to rezone from R-3 to R-4 Lots 13, 14, and
15, Block 2, Railroad Second Addition to Auburn, wes read.
It was moved by Kamme,yer and seconded by Aaby that the .Council
concur with the recommendation of the Planning Commission to approv
the rezoning of the above described property from R-3::to R-4.

The recommendation of the Planning Commission to approve the

Council concur with the recommendation of the Planning Commission
to approve the rezoning of the above described property from -

PRELIMINARY PLAT
The recommendation of the Planning Commission to approve the
request of George Kitchell to accept the Preliminary Plat of
Ki`tchell Addition to Auburn, was read.
It was moved by Aaby and seconded by Kammeyer that the Counc.il
� - concur with the recommendation of the Planning Commission to accept
the Prelininary Plat of Kitchell Addition to Auburn.

INTEREST BEARING WARRANTS
1 A I'etter from McLean & Company, Inc. offered to buy up to
$.150,000 interest bearing warrants at 100% face value with interest
at the rate of 44%.
It was moved by Kammeyer and seconded by Fitzsimmons: that '"the
Councii 'accept the offer of McLean & Company, Inc. for the purchase
of the warrants as outlined in the letter from McLean & Company,
lnc. , and authorize the City Clerk to issue an interest bearing
warrant drawn on the 1962 5ewer Extension Fund in the sum of �
$ 133,000 for purchase of Massey Property, with the foiJowing roll
call vote being recorded: Aaby', yes; Lea, yes; Kammeyer, yes;
Fitzsimmons, yes; Sonnemann, yes; Knechtel , yes; and Gaines, yes.

sign be p1aced on 37th Street on the East side of the tracks and
a warning sign on the West side of the tracks.

Counciiman Lea reported that the request of the Elks Club nad
been discussed and the Engineering Department was authorized to go
ahead with the project.
Councilman Lea reported that the request �for road signs to be
placed in advance of tHe historical monuments was granted by the
Highway Department and were in piace at this time.

Mayor Shaughnessy. reported that Police Chief Darby ,had - ,
informed him that his force was proceeding with the ,jaywalking
ickets. He stated that in order for the Police Department to
coritinue with this enforcement City officials and employees should
abide by the same rules. . He also reported that some city officials
and employees were not parking correctly and requested they comply
with the regulations. Mayor Shaughnessy said that he would n�ify ,
each department of this request.
ACTUA'RIAL Sl1RVEY
Mayor Shaughnessy informed the Council that the pension fund
of the Fire Department was in need of an acturial survey preliminar _
to r,'seting up the 1963 budget.

"Mr: Ballard"served the City -of Aubur� as City Clerk for
any years," Mayor Shaughnessy recalled. "The land on which the: �, � '

Engineer Cote ' outlined the project to be done by the draftsma .

SPECIFICATIONS
Engineer Cote' reported that at the Public 'rJorks Association
eetin"g a new set of road specifications were adopted, and Auburn
will receive" forty ' books of these specifications. Engineer Cote'
stated that he will request the Council accept this book as the

Attorney smythe asked the Council to postpone taking action on

CLAIM AGAINST CITY OF AUBURN
Attorney Smythe reported that a claim had been filed against t e
ity of Auburn by Giid and Riverside for funds due them by Ulery
rothers. Smythe said the City had no funds due Ulery as the City '
ontract provided instead for payment from Ulery for the timber.

Councilman Gaines asked George Schuler, Planning Director, whe
