A letter received from Eric C. Herbert asked the Council to

PETITION FOR ANNEXATION
NORTHEAST AUBURN
A petition signed by seventeen property oarners requested the
ouncil to annex an area bounded by Main Street on the South,
reen R.iver on the East, Ist Street on the North and "T" Street on
the West.
It was moved by Kammeyer and seconded by Fitzsimmons that the
ity Clerk call for a .ipublic hearing to be held on June 19, 1962
t 8:00 p, m. regarding the petition for annexation of the above
escribed area.

PETITION TO REZONE G. E. ODEGARD
A petition received from G. E. Odegard requested the rezoning '
f property . located at the corner of 25th and "M" Street Southeast
rom R-2 to Special Property use for an apartment buiFding.
This petition was referred to the Planning Commission
Ralph Sleeman submitted to the Council a set of pians for a
hirty-two unit apartment building which would be siinilar to the.
ifty unity apartment building being planned. These plans were
ttached to the petition.
Schuler reported that the Odegard property had enough acreage
o accommodate the fifty unit apartment building,

PETJTION TO REZONE GLENDORA MILIER
A petition received from Glendora Milier requested the rezonin
of property located at 1416 Harvey Road from R-2 to R-3, and signe
by six' property owners lying within a 200 foot radius of the prope ty
stating that they had no objections to the proposed zoning.
This petition was referred to the Planning Commission.
PETITION TO REZONE E. L. DRAKE
A petition received from E. L. Drake requested the rezoning of
' property located at 212 North Division from R-4 to C- I , and signed
by seven property owners lying within a 200 foot r.adius of the
prope�ty stating that they had no objections to the proposed zonin .

HOUSING AND HOME FINANCE AGENCY
A letter received from L. R. Durkee of the Housing and Home �
Finance .Agency approved an advance in the amount of $20,000 to
', cover the cost of preliminary planning for the proposed constructi n
of impro4ements and extension of sani �aey sewer system.
It was moved by Kammeyer and seconded by Gaines that the Mayor
and City Clerk be authorized to sign the contract with the Housing
and Home Finance Agency, with the, foFlowing roll call vbte being

RICHARD E, WOLFF PROGRESS REPORT
�.The City Clerk presented the progress report of Richard E. WoJ f
for engineering services rendered to June 4, 1962, on the seweracje
improvement program of the City of Auburn.
It was moved by Kammeyer, seconded by Fitzsimmons, that the.
Council approve the progress payment to Richard E. Wolff in the am unt
of $17,000. for engineering services on the pr6pbsed sewerage
program, payment to be made from the 1962 �'Jater-Sewer txtension
Fund, with McLean and Co. , Inc. Purchasing the warrant for the
full amount in accordance with their offer of May 14, 1962, with
the following roll call vote being recorded: Aaby, yes; Lea,
yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Knechtel ,
yes; and Gaines, yes.

Great American Insurance Company regardi`ng the reporting of this
Public Institutionai Froperty Form which will become .effective
May 7; 1962 giving the City a much lower rate. He said that it
was necessary that some department_ of the City fill in the self-

It was moved by Lea and seconded by Fitzsimmons that the City
Clerk call for sealed bids for seal coating Pike Str'eet; S.E. from
Main Street to Second Street, S.E. ; "N° Street, N.E, from second
Street, N.E, to Sixth Street, N .E. ' Park Avenue from "C" Street,
N.E, to the City Park entrance, bids to be opened 4:00 p. m.

TRAFFIC CONTROL �IGHT
4th & "C" STREEf
Councilman Lea reported to the Council that a traffic control
light was needed at 4th and "C" Street Northeast, as this was a
busy intersection where several accidents have previously occurred.
He recommended that City Engineer, Clinton Cote' write a letter to
the State asking for assistance in the installation of this light.

� HALF-ROAD CONSTRUCTION
Councilman Lea reported that the Street Committee .with Gaines
and Aaby had met. in regard to the request of Hugh G. Goldsmith to•
approve plans for the haif-raod construction of Hemlock Street in
Forest Viila # I .
Councilman Lea said that the Committee had agreed .to the requ st
of Hugh G. Goldsmith.. The asphalt paving specifications to be subject
to the approval of the Street Department and the Ci"ty Engineer.

George Blinn, Street Superintendent, reported that he had
accepted delivery on the dump truck and it met all specifications
as bid. .

OFF-STREET PARKING
George Schuler, Planning Director, reported that the petition
for off.-street parking was in the hands of the comrnittee now, and
should be on the street very shortly for signatures.

Hugh Darby, Police Chief, reported that Harold L. Hoff had
passed the Civil Service Examination for Patrolman. He will replac
officer Malesis on the Auburn Police Force.

FALSE ARREST INSURANCE
Councilman Fitzsimmons stated that he felt the City should
•furnish the Police Department with false arrest insurance
This matter was referred to the Police Gommittee.
LIABILITY INSURANCE FOR CHI'EF DARBY
Councilman Fitzsimmons stated that Chief Darby is held liable
' ' for any injury to a prisoner, and therefore his name should be
p(aced on our liability insurance.
It was moved by Fitzsimmons and seconded by Kammeyer that the
City C1erk notify our insurance company to have Chief Darby's name ,,
placed on our liability policy.

Attorney Smythe reported that it will be at least a month
before the Supreme Court hands down its decision on the case
