AUBURN WASHINGTON TUESDAY JUNE 19 1962
Regular meeting of the City Council of the City of Auburn,
held at 8:00 P. M, in the Council Chambers at the City Hall . I
The meeting was called to order by Mayor Shaughnessy. �
Councilmen present: Aaby, Kammeyer, Fitzsimmons, Sonnemann,
Knechtel , and Gaines.
Councilman absent: Lea.
Minutes of the previous meeting held June 5, 1962 were approve '
as mailed.
BIDS ON L. I .D. �140 8 SEAL COATING
Sealed bids for work on L. I .D. #140 and seal coating on Pike
St. S,E, from Main St. to 2nd St. S.E. ; N St. N.E. from 2nd St.
N.E. to 6th St. N.E. ; Park Avenue from C St. N.E. to the City
Park entrance were received and opened at 4 p. m. June 19, 1962
in the Couneil Chambers. The bids were read as folloas.

It was moved by Sonnemann and seconded by Aaby that R. L. Moss '
be awarded the bid on L. I .D. �140, fo� grading, curb & Paving on
R, J, and Second Sts. , with the following roll call vote being
recorded: Aaby, yes; Kammeye�, yes;' Fitzsimmons, yes; Sonnemann,
yes; Knechtel ; yes; and Gaines, yes.

It aas moved by Sonnemann and seconded by Fitzsimmons that
Heisserman Construction be aaa�ded the bid on seal coating the
above mentioned �streets, with the following �oll call vote being
�eco�ded: Aaby, yes; Fitzsimmons, yes; Sonnemann, yes; Knechtel ,
yes; and Gaines, yes.
Councilman Kammeyer was excused from voting as he is an employ e
of this companq.

PUBLIC HEARIN� ON ANNEXATION
The Mayor announced that the Public Hearing was open regarding
petitfon fo� annexation of an area bounded by Main Street on the
South, Green River on the East, Ist Street on the North and °T"
Street on the West.
It was moved by 6aines and seconded by Knechtet that the Counc I
accept the proposed annezation petition as circulated and the Mayor '
be instructed to call a hearing of the Boerd of RQview.

GENERAL SERVICES ADMINSTRATION SALE
OF LAND
A letter received from Harold E. Swim, Acting Regional
Administrato�. of General Se�vice Administration, informed the City
that it was now in possession of Parcel No. 5 as of May 23, 1962,
which is a parcel of land 3.62 acres in size and currently utilized
as a st�eet by the City of Auburn.

ETHEL M. GARRISON
A. letter received from Ethel M. Garrison requested a petition
be draarn for a L. I .D, fo� wate� mains and fire hyd�ants on 29th
St. S.E, between "R" St. S.E, and a point approximately 660 ft.
West..of "M" St. S.E.
It was moved by Kammeyer and seconded by Sonnemann that the
Council authorize the Engineering Department to assist in drawing
' up the necessary petition for circulation.

REQUEST FOR "SIDE WALK" SALE
AUBURN CHAMBER OF COMMERCE
A lette� received from Waldo Carison, Seereta�y Aubu�n Chambe
of Commerce, requested permission to hold a ^side-walk° sale June
28, 29, and 30th as suggested by the leaders of the Wally Byam
Caravan Club.
It was moved by Aaby and seconded by Fitzsimmons that the
Council eoncur with the request of the Auburn Chamber of Commerce
for a °side-walk° sale on the above mentioned dates.

SPECIAL PROPERTY USE REQUEST
A lette� received from Mallard K. Kolm requested the Council
advise him as to correct proceedure in obtaining a pe�mit to
build an In-Law addition to his home which is now zo�ed as a one-
tamily dwelling.
' This matter was referred to the Building Inspector.
PETITION TO ELIMINATE NOISE CAUSED
BY MODEL AIRPLANES
A petition signed by eleven property owners residing in the
vicinity of the Cascade Jr. High, requested theCouncil tak steps
to eltminate the noise caused by model airplanes befng flown on
the school property.
Harry Leopold, president of the model airplane club, requeste
permission to use the City's property where the Wally Byam Caravan
Club is now holding their convention for this pu�pose.
Clarance Hawley stated he would like the council to take acti n
to stop all persons from flying model airplanes on the sehool
prope�ty.
George Woods a member of the model airplane club said that th y
would no longer use this school property fo� thefr flying if they
were given permission to use the Water Departments property as
above" mentioned, but that they had no jurisdiction over individual
pe�sons flying on the school property.
' The request of Harry Leopold to use property owned by the
Auburn Wate� Depa�tment was referred to the Water Committee.
City Attorney Smythe stated that if the petitfoners wanted
to take further action on this matter they eould sign a formal
complaint at the Police Department.
PLANNING COMMISSION
S. B. HAUGE PETITION TO REZONE
The recommendation of the Planning Commission to approve the
petition of S. B. Hauge to rezone from R-2 Residentfal to C- I
Light Commercial the following described property: The east 2/5 !
of the west } of the SW4 of the SW} of the SW} of Section 21 -21 -5 '
less the north 30' for road was read.

concur with the recommendation of the Planning Commission to approv

The recommendation of the Planning Commission So epprove the

concur with the recommendations of the Planning Commission to accep

OXFORD APARTMENTS
OVERNIGHT LODGING DURING FAIR
The Planninq Commission's report stated they had found the
Oxford Apartments to be in biolation of the Zoning Code of the City '
of Auburn by using such apertments for transient housing. Notice
was therefore sent informing them of this fact, and giving them a
ten day pe�iod f�om June 18, 1962 to conform with Zoning Ordinance
1428.
The Planning Commission recommended that the City Council refe
this matte� to the Boa�d of Adjustments at a Public Hearing July 2, 1962
on a request for a temporary use permit du�ing the Worid's Fair.
It was moved by Aaby and seconded by Kammeyer that the Council
concur with the �eeommendation ot the Planning Commission.

JAMES CUGINI COMPLAINT ABOUT
GREYHOUND BUS OOMPANY PARKING
A letter received from James Cugini , apartment owne� at 225
C Street Southeast, �equested the Council take some action to
p�event the bloeking of d�iveways and monopolizing pe�king space
by the G�eyhound Bus Gompany.
James Cugini stated that in addition to the parking problem
the bus depot did not have proper rest room facilities and therefo e
' constituted a sanitation hazard. "
Mayor Shaughnessy stated-that in addition to the parking
problem the bus depot did not� have proper rest room facilities and
therefore constituted a sanitation hazard.
Maycr Shaughnessy stated that he would have the Police Depart
ment cheek into the parking problem and would notify the Greyhound
Bus Company of this complaint. He also said that the City Health
Officer would look into the sanitation problem at the depot.
RAY DEKAY REQUEST FOR CROSSWALK
A letter received f�om Ray DeKay requested the Council plac�
a crosswalk at the city parking lot facing B Street No�theast st
the alley.
7hi�s matter was referred to the Street Committee.
' PARKING GARARGE SUGGESTION
A letter received from a citizen of Auburn sugqested that e
parking ga�age be built on B Street rather than parking lots.
' . RICHARD SILVEY REQUEST FOR ROAD
SURFACING
Richard Silvey inquired how to proceed to get Dogwood Street
in the Forest Villa area paved. He stated that the st�est had bee
graded but that this was the extent of the work done. He also
requested a dead end sign and a speed zone sign to be placed on th s
st�eet.
City Engineer Cote' said that a petition fo� a L. I .D. was bei g
prepared for circulation for the improvement of this street.
The matter of the street signs aas reterred to the Street
Comm i ttee'.
Richard Silvey also asked what action would be necessary to
get a dog leash law in the City of Auburn.
Mayor Shaughnessy stated that if a petition with the request
and signed by a number of citizens were presented to the Council ,
the measure could be placed on the ballot for the Fall eleetion.

Couneilman Sonnemann reported for the St�eet Committee stattn
that a No Parking sign had been placed in front of Bothelis as
requested at the last Council meeting.

WATER COMMITTEE
No Report
LIGHT COMMITTEE
Councilman Gaines reported that the request of D.C. Mon�oe for �
a Street Light between 621 and 625 R Street No�theast was denied
as the�e were -I-Fghts at both ends of the area.
POLICE COMMITTEE '
Councilman Sonnemann stated that the Police Department ras in
need of a new radar unit as the old one was worn out and the money
for same would have to be app�opriated by an emergency o�dinance.
He also said the committee had investigated and recommended the
City take out False Arrest Insurance.
Ch:tef Dar6'y ��equested the Council consider coverage for any
inju�ies involvecl, which would cost the City an additional 25°�.
It ras moved by Sonnemann and seconded by Kammeyer that the
City Attorney be instructed to draw up the necessary emergency
ordinance to app�opriate money for the fel5e Arrest InsuPance
including injury cove�age. MOTION CARRIED
PARK BOARD REQUESTS
A lette� received f�om William A. Raven, Cheirman - Park Board
requested the Council submit to the voters a proposition for a bon
issue in whieh $17,500 witl be needed fo� the purchase of the
river property� and $70,000 for the Park Site at the old Aubu�n
Te�race.
Ken Schoenfeld, Chai �man of the Building Committee Library ,
Board, stated that the Libra�y boa�d• members wer.e not in favor o�f
both the park bond issue and the �Library Bond issue being on the s me ��
ballot, as they fett the Library bond issue aould be defeated as
this was the Fargest of the two.
li was moved by Aaby and seconded by Knechtel that the City
Attorney be instructed to draw up the necessary emergency ordinanc
to appropriate $850.00 to have preliminary plans prepared by an
a�chitect for the new lib�ary building.

Bill Raven brought up the fact that the option on the Porte�
property was due, and some action should be taken to make payment.
City Enginee� Cote' stated that the City should not enter into
any agreement with Porter until a legal description of the�propert
can be procu�ed.
Mayor Shaughnessy stated that a meeting of Council members e+it
the Pa�k Board and Library Board would be called for June 27, 1962
at 7:30 in the Council Chambers.
