Regular meeting of the City Council of the City of Auburn,
held at 8:00 p.m. in the Council Chambers at the City Hall .
?he meeting was called to •order by Mayor Shaughnessy.
Couneilmen present: Aaby, Lea, Kammeyer, Fitzsimmons, Sonnem nn,
Knechtel , and Gaines. �
Minutes of the previous meet3ng held June 19, 1962 were appro ed
as mailed.
CORRESPONDENCE '
VACATE PORTION OF .ALLEY
A letter received from .Elliott, Schneider & 'Smythe accompanie
aith a petition requested the Council cali for a public hearing on
the petition to vacate a portion of alley south of Eighth Street
Southeast and extending, through the property owned by Valley Suppl
Cooperafive.
It� aas moved by Kammeyer and seconded by Fitzsimmons that the
City Attorney be instructed to draw up the necessary resolution
calling for a publie hearing on the vacating of said alley.

ELECTION EXPENSE
A letter received from Edward J. Logan, Superintendent of
Elections, and registration, notified the Council of the: City's
pro-rated share of the February 13th and March 13th election cost
ahich totaled $2,729.42.

ABOUT BUS PARKING '
A letter received from Hawkins, Ingalls & BonJorni in bebalf
of Mrs. Lorraine Gofocth oaner of Midge's Beauty Shop requested th
council make. a study of the `parking problem caused by the bus
terminal located. next" door .to this beauty shop.
This` matter was referred to the Street Committee.
SLAU�HTER PRECINCT BURIAL GROUNDS
A Ietter received from Clarence Shoff, President of the White
Ri.ver Valley, Historical S,ociety, stated their gratification of
the Councils acceptance of and guarantee for perpetual care of
Slaughter Precinct Burial �rounds, and offered the use of possi6le
funds. and labor should they be needed in the preservation of this
si.te. ,
THE PIONEERS DAUGHTERS OF SLAUGHTER
A letter received from Dorothy B. Reed, acting Vice President
of the Pioneers Daughters of Slaughter, expressed their appreC7ati n
for the Gouncils recent action in taking over the old pioneer .
cemetery; and requested permission to place a stone in . the cemeter
bea�ing .a bronie plaque in memory of the early settlers who are
buried there. ''
It was moved by Gaines and seconded by Kammeyer. that the Coun il
approve the request of the Pioneers Daughters of Slaughter and all w
tHem to p(ace .the marker as described in the Cemetery.

A 4ote of thanks was given to George Freemire� Park Superinte dent,
for the fine job he did in cleaning up the pioneer cemetery.
FHA RENT CONTRACT .
The Farmers Home Administration submitted to the Council the
maintenance in- lieu-of-rent contract for their office.

It was moved by Kammeyer and seconded by Aaby that the Mayor.
and City G1erk be authorized to sign .this agreement with the
Farmers Home Administration for the rent of. office at $60.00 per
month payable monthly.

MARY A. THORBERG RETIREMENT
A letter received from Statewide City Employees Retirement
System notified the Council that Mary A . Thorberg would attain
retirement age October I , 1962 and would be retired unless the
City Council vote to extend her retirement dete.
' . It was moved by Gaines and seconded by Sonnemann that the
Council extend the retirement date of Mary A. Thorberg, Library Em Ioye
for a period of one year.

PRELIMINARY PLAT OF SHERMAN ACRES '
A letter received from Sleavin .& Associates requested the
Counc.ils consideration and approval of the preliminary plat of
Sherman Acres.
This matter was referred to the Planning Commission.
IRA & HELEN GREGG PETITION TO REZONE
� A petiti'on received from Ira � Helen Gregg requested the
rezoning of property located at 1107 4th Northeast from R-2 to R-4.
The petition was signed by seven property owners lying within a
200 foot radius of this property stating that they have no objecti n
to the proposed zoning.
It was moved by Gaines and seconded by Kammeyer that thi's
peEition to .rezone be referred to the Planning Commission.

PLANTIN� OF SHRUBS IN TRAFFIC ISLAND
A letter received from Sidney Walsh, Landscape Enginee� of th
, Washington State Highway Commission Department of Highways,
informed the Council that the planting of shrubs in the traffic
islands was completed June. l4,. 1962 with the exception of the
Kwanzan cherries which cannot be planted until early Fa;ll, It
stated that these plantings were: noa ready for maintenance by the
City of Auburn as outlined in Section 11 of the agreement.

- Elisabeth Heritage Ci.ty Clerk, stated the minutes of the
Board of Review on heac�ng for annexation of property bounded by
Main Street on the South, Green River on the East, Ist Street on
tli'e North and "T^ Street on the West, had IDeen filed witFi
recommendation that the City Counc.il approve this annexation.
TRANSFER ORDER N0. 488 -
Transfer Order No. 488 authorizing the transfer from the
' Street Fund to the Arterial Street Fund the sum of thirteen
thousand dollars for 25°b matching funds as provided in the 1962
_ Budget, was submitted to the Council for approval .

approve Trensfer Order No. 488, with the following roll call vote

street with Primary State Highway No. 5; thence northerly to the
northeast corner of the northwest quarter of the southeast quarter
of Section 20, Township 21 North, Range S E.W.M.
It was moved by Kammeyer and seconded by Lea that the City
Attorney be instructed to draw up the necessary ordinance f.or the
formation of this L. I .D.

AUDIENCE
Bob Sims of Blythe and Co. , and investment banking business, ,�
presented a proposal to act in capacity of finaneial consultant if
the city decides to sell their proposed sewer bonds on a competitiv
bidding basis. Mr. Sims stated this would give the city an opportu ity
to receive the greatest number of bids and receive lowest possible
bid price. His proposal included preparing a prospectus with
necessary information and distribution of same to between 100 and
125 firms throughout the United States at a fee for City of $1 ,000. 0
the city to assume cost of printing and mailing up to a maximum
ot $200.00
WELCOME NEWCOMER PROGRAM
Elbert H. Baker presented the Council with a plan for a welco e
newcomer greeting service. Baker requested that the Mayor and City
Council express their welcome to newcomers of the City through a
letter, which would be added to the booklet presented to these
people at no cost to the city.
It aas moved by Aaby and seconded by Knechtel that the City
comply with the request to express the Mayors and City Councils
welcome to ne�comers to the city through this medium.

Councilman Lea reported for the Street Committee stating that
the "Dead End' sign had been placed on Dogwood Street as requested t
the last council meeting.

WATER SUPERINTENDENT
Tom Bolton, Water Superintendent, reported that the Cottonwoo •
logging at the head works had been completed. `
He also reported that they were replacing the water line ah�ic
runs down the alley between "A" Street and Division Street, and mos
of this work had been completed, and now it would also be necessary
to replace the line from Auburn Avenue to Division Street.

George Schuler, Planning Director, reported that a public
hearing had been held by the Board of Adjustments on the request of
Eric C. Herbert owner of the Oxford Apartments for a special permit

Office mill be giving out notices on grass. ' '
WAIVER OF CITY OF AUBURN
Attorney Smythe recommended the City of Auburn waiver all nig t,
title and �interest to property described as item No. 5 in favor of ime
Oif Company. • - -
It was ,moved by Kammeyer and seconded by Knechtel that the Ma or
be authorized to sign the waiver as recommended by Attorney Smythe.
• � ' QUIT CLAIM DEED BURKE PROPER'fY
Attorney Smythe recommended the issuance of a quit claim deed
for the Burke Property. This property was foreclosed in 1941 for
delinquent water charges, but the people paid this off in 1944, hotr ver,
the City has never deeded ttiis property back to these people. Ther fore,
a quit. claim deed will be necessary to clear the title.
It was moved by Aaby and seconded by Sonnemann that the Mayor
end City C1erk be authori.zed to sign the quit ciaim deed.
` SIDEWALK REPAIR
Councilman Gaines asked the Engineering Department if any act on
had been taken on the sideaalk repair program. '
" Mayor Shaughnessy informed the Council that the Engineering
Department had been in a quandary as to how to proceed on this repa r,
as .the bids received last year were far to high. TFiey are now in t e
proce.ss of trying to locate a competant person to do the work.

Attorney Smythe said tFiere. is still nothing definite and he i
awaiting the report from the Supreme Court.
GILL & RIVERSIDE CASE
Attorney Smythe said this case was in regard to some loan of
equipment to Ulery who is doing logging for the Water Oepartment. e
said" that' he had noted it for a summary judgement in favor of the c ty,
