The meeting was called to order by Mayor Shaughnessy. �
Councilmen Present: Aaby, Lee, Kammeyer, Fitzsimmons, Sonnem nn,
Knechtel and Gaines. -
CORRECTION �
The Mayor steted the, minutes of the_,previqus meeting had besn
mailed to the Councilmen." �
Councilmen Gaines pointed out that the Blythe Co. metter had
6een . �eferred to the Finance Committee with Dick Kammeyer setting , .'
in witH them, and this had been ommi'ted firom the minutes.
In regard to reeommendation of the Planning Committee regardi g
Oxford:,Apartments, the recommendatio� was for a Resolution granting
a special exception insteacl of a permit.
The minutes of the previous meeting held July 3, 1962, were
approved as corrected.

AUBURN PUBLIC LIBRARY
A letter from the Library Board stated they had no objections
to the inclusion of a park bond issue on the same ballot as that of �
the proposed bond issue for a nem fibrary.
� HEALTH OFFICER REPORT, JUNE
• A report for June, 1962 from the Health Officer, Dr. Naomi
Pettengill , was read. '
POLICE COURT REPORT
The report for May and June, 1962, was received from the Poli e
Judge;. Zane B. . Johnson. The totel turned ,into. the City,Treasurer f r
the `two month period was $I6,643.75.
SOUTHDALE N0. 2 PLAT
The preliminary piat for Southdale No. 2 was received from
Alex Sonnichsen.
It wes moved by Aaby and seconded by Kammeyer that the plat b
turned over to the Planning Commission.

HUGHES ADDITION PLAT
The p�eliminary plat for Hughes Addition was received from
Alex Sonnichsen.
It was moved by Aaby and seconded by Kammeyer that the plat b
turned o"ver to the Planning Commission.

PETITION TO RE-ZONE
A petition from H. B, ShinR and Pauline Shinn to rezone their
property at 302 B St. N.E. f�om -4 to C- 1 was read.
The Planning Director stated that all but three of the proper y
owners, who signed the petition stating no objection to the rezonin , .
were aithin 200 feet of the property to be rezoned.
� `It was moved by Kammeyer and seconded by Lee that the matter e
referred to the Planning Commission.

L. I .D. PETITION - WATER MAIN
A petition was received from the property ownecs on 29th .St. .E.

establishment of an I. I .D, for 6 inch water mains and fire hydrant .
The petit,ion' was signed by 55. 14'� of the affected property owners.
It, was moved by Kammeyer and seconded by Sonnemann that the
C.i.ty Attorney. draw up the necessary Ordinance to form the L. I .D.

PLANNING DIRECTOR REPORT
A report from the Planning Commission stated they had held Pu lic
' Hearings July 12th, 1962 on the following petitions:
The Commission recommended the approval of the petition of
E. :L.: D�ake to rezone f�om R-4 to C= 1 with Special' prope�ty Use as,
per plans .filed with Building Department on lots 12 and J3; Replat
P_or Block I; Ballard's Park Addit'i.on to Slaughter.
It aas moved by Sonnemann and seconded by Kammeyer that the .
Council accept the recommendation of the Planning Commission end
the City Attorney be instructed to draw up the necessary ordi`nance.

The Commissiorr recommended the denial of Glendora Miller peti ion
to rezone #rom R-2 to R-3 on lot 8 Block 2, Flood's First Addition.
It was moved by Fitzsimmons and seconded by Kammeyer that the
Council concure with the Planning Commission recommendations.

The Commission recommended that the petition of G.E. Odegard
to cezone from R-2 SpeaFaloPrmp§rfy�Usekfo� a fifty unit apartmerit
house as shown on plans fi.led on the E 274.04' as measured along t e S
Line of the S� of SE� of SW� less S 30' for street, Section 19-21 - ,
be held in abeyance until further study can be made.
, It was moved by Aaby and seconded by Lea that the Council con ur
with the- Planning Commission. � �

The Commission recommended the request of Robert Kline, Jr. 't
replat lots 20, 19, and 21 of Aaby's First Addition to Auburn, -
be deferred until the next Planning Commission meeting.

It was moved by Lea and seconded by Knechtel that the recommen ation
of the Street Committee be accepted.
MOTION CARRIED
Councilman Lea reported for the Street Committee recommending
that two hour parking zone si9ns be substituted for the bus loading
signs on the south side of the Bus Depot on C St. S.E.
It was moved by Lea and seconded by Sonnemann that the
recommendation of the Street Committee be accepted.

WATER COMMITTEE '
Councilman Kammeyer reported for the Water Committee saying
they had met with McLean & Co. in regard to their a�reement with th
City to act as Financial Consultants on the sale of proposed Water-
Sewer Utility Bonds. The new contract extended the expiration date
tao years.
It was moved by Kammeyer and seconded by Lea that the Mayor an
City Clerk be authorized to sign the Agreement with McLean and Co. , Inc.
The motion passed with the following roll call vote being recorded:
Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, ye ;
Knechtel , yes; and Gaines, yes.

RESOLUTION 102 & 103
' The Mayor reported on the grass situation mentioned in
Resolution No. 102 and 103 saying the parties involved have been
notified by registered letter.
It was moved by Kammeyer and seconded by Knechtel that action
on Resolution No. 103 be tabled until the next regular council
meeting.
MOTION CARRIE
The Mayor asked Mr. Botting if he contemplated any other
improvements on his lot at East Main � M Street Northeast.
Mr. Botting said he had a fire permit and would burn tlie grass
as soon as it dried out.
It was moved-by Aaby and seconded by Kammeyer that action on
Resolution No. 102 be postponed until the next regular council
meeting. �

OLD BUSINESS
HOWARD BOWEN CASE
The City Attorney said he had received an opinion from the
� Assn. of Washington Cities and Statewide Retirement System on the
matter of the pension for Howard Bowen stating that Mr. Bowen had . n
rights under the 1961 act as the acc'ident happened prior to that
time.
It was moved by Knechtel and seconded by Aaby that the ,Council
direct the City Attorney. to write a letter to Mr. Boaen's Attorney
telling him of the city's position as stated by the Assn. of"Washin ton
Cities and Statewide Retirement, and that it is mandatory thaL the
money paid him by the city be returned to the city as per the -
agreement.

The City Attorney reported on the case of Gill & Riveeside vs. '
the City and Ulery, saying tfie judgement Was made in favor of the C ty.

The Mayor. said Me. Jones had called him to look over the
parking and street si.tuation on Second �treet N.E. .which butts into '
the• high school grounds. : ,

Gouncitman Gaines said' he. felt the city should not accept a pl :t
that does not have the curb end gutter and street surfacing in.

the city could force a' large� sub-divider to put in improvements and ',

the regulations and rules should be the same� for all..
