AUBURN WASHINGTON TUESDAY AUGUST .i7 196 Regular meeting of the City Council of the City of Auburn, hel at 8:00 p. m. in the Council Chambers at the City, Hall . � The meeting was called to order by Mayor Shaughnessy. Councilmen present: Aaby, Kammeyer, Fitzsimmons, Sonnemann, Knechtel , and Gaines. Councilman absent : Lea _ Minutes of. ;the previous meeting held July 17, 1962 were approved as meiled: � PUBLIC HEARING - The. Mayor announced the �public hearing, on the vacation of a _ portion of an alley which � lies immediately south of Eighth Street Southea"st, and extends through the property owned by Valley Supply Cooperafive, open. Lyle Schneider, representative of Valley Supply Cooperative, reported to the Counci1 that this. portion of alley has never been opened and has never. been used as an alley. Ne also stated none of the property owners. abutting the opened portion of the alley object to closing this particular portion with the exception of A16ert Carison. Robert Stead representative of Albert Carlson stated he 'felt that the vacation of this portion of the alley would cause fire and sanitation problems. Ken Calkins, Fire Chief, reported to the Council that fire , fi9hti.ng was always done . from the street where the hydrants are Iocated: Norman Johnson, Manager of Johnson Disposal , reported to the council that the vacation of this alley would in no way hinder his operations. George Schuler, Planning Director, said that the vacation of , a portion of this alley would in no way affect tftQ:� development of the area. Tom Bolton, Water Superintendent, told the cou�cil thet an easement for utility purposes would be necessary, as the city .has a sewer line running down this alley. • It was moved by Kammeyer, and seconded by Sonnemann that "th�e public .hearing on the vacation of a portion of an alley which Iies immediately south of Eighth Street Southeast and extends through th property owned by Valley Supply Cooperative be declared closed. � MOTION CARRIED It was moved by Aaby and seconded by Knechtel that the vacatio of a portion of alley which extends through the property owned by Valley Supply Cooperative south of, Eighth Street Southeast be " cj�anted .with city retaining utility easement, with the following roll call vote being recorded: Aaby, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Knechtel , yes; and Gaines, yes. CORRESPONDENCE PETITION FOR ADEQUATE WATER � HI CREST DRIVE A petition signed by ten property owners in the area of Hi Cre t Drive asked to have the Water Committee of the City Council investi ate ways to correct the inadequate water supply in the area. This matter was . referred to the .Water Committee.. A .meeting wa set at 8:00 p. m. Thursday, August 9, 1962. for .water committee and property owners to discuss the problem. Fitts, King County Propert Agent, officially confirmed the request for space in the Auburn Cit Hall for a Justice of the Peace Court Room. Bettes� Map;le Valley Co*Ord ouncil , .ucged the council to concur with the request for the acquisition of e new park site and swimming beach at Shadow Lake. I.t was moved by Aaby and seconded by Kammeyer that the City rite the County Commissioners in support of the� proposed new park ite nd swimming beach at Shadow iake. - MOTION CARRIED . JOB 'S DAUGHTERS REQUEST FOR PAPER BOX A letter from Marilyn Stinebaugh, Recorder of Job's Daughte s, equested permission to put . a paper box in the city parking lot th'a as recent;ly occupied by a box of the Auburn Senior High School . MOTION CARRIED HEALTH OFFICER REPORT, JULY ' A report for July from Health Officer, Naomi Pettengi'Il , as read. WATER SYSTEM EXTENSION WADKIN 'S SECOND ADDITION ON M S�REET S.E.' A letter from Bernard Bucove, M.C. , D.P.H. , State Director f ealth, approvi`ng the water system extension in Wadkin' s Second ddition on M St. Southeast, was read. FEDERAL GRANT APPLICATION FOR SEWAGE TREATMENT WORKS CONSTRUCTION A Istter from James P. Behlke, Senior Engineer Washington ' tate Poilution Control Commission, was read, notifying the Counci'I hat he Auburn sewage treatment project had qualified for a grant. �- ALTERATIONS TO POLICE DEPARTMENT A copy of a letter to Celhoun Constnuctio� Company from rchie fry iisting items to be taken care of and made correct before ugust l5, 1962 in the Police Department, was read. Massey, requested the formation of an L. I .D, for construction of water mains, fire hydrants, etc. to serve the property abutting M Street S.E, between 29th St. S.E. and 33rd St. S.E. , S.E. 33rd 8t. • between M St. S.E, and the East line of Kelley Manor, 0 St. S.E. between 33rd St.S.E, and 37th St. It was moved by Kammeyer and seconded by Sonnemann that the ' city attorney be; instructed to draw up the necessary ordinance for the original water main route as shown on the map submitted with the petition. It was moved by Gaines and seconded by Knechtel that the City Attorney be instructed to record the deeds from Dario and . Josephine Cugini for streets in Forest Villa Hddition and the deed from the General Services Ndministration for Streets in the former Huburn General Dept. MOTION CARRIED PROGRESS REPORT CITY ENGINEER R, J AND 2nd STREET S.E. Progress report from the City Engineer on the work on R; J , and 2nd Street S.E, under the contract of R. L. Moss Construction Co. , showed $16,309.75 less 10°Jo retainage or $14,678.77 due at this time. This amount is to be paid as follows: L. I .D. #140 $11 ,411 .5 ; Arterial Street Fund $1 ,881 .00; Street Improvement Fund $ 1 .386.22. It was moved by Sonnemann and seconded by Fitzsimmons that the Council approve the Engineer 's estimete of claims for R. L. AUDIENCE REQUEST TO HAVE DITCH FILLED AT 2ND ST. BE7WEEN A ST. & DIVISION ' Lewis Hitchcock reported to _the Council that a ditch had been dug on 2nd St. between A St. & Di+vision St. and then refilied. He stated that they had not refilled this di.tch to the level of the street and therefore caused a traffic hazard. This ;matter was refe�red to Clinton Cote' , City Engineer, to contact the contractor about -keeping this ditch filled up to street levei . REQUEST FOR STOP SIGNS ON Ist ST. , 2nd ST. , & 3rd ST. AT DIVISION Lewis Hitchcock asked the Council to consider the instailation of stop signs at Ist St. 2nd St. & 3rd St. where they cross Division St. He stated that many accidents oocur at these. intersections.
