Mayor• Shaughnessy at 8:00 p. m. in the Council Chambers at the City Hall . Councilmen present: Aaby, Lea, Kammeyer, Fitzsimmons; Sonneinann, Knechtel , and Gaines. ' Minutes of the previous meeting heid August 21 , 1962 were approved as mailed. BIDS ON L. I .D. # 141 The City Clerk reported bids opened at 4 p, m. , September 4, ' 1961, for concrete curb & gutters, grading, surfacing & paving as provided in L. I .D. 141 were as follows. R. L. MOSS & COMPANY $21 ,578.80 ' Corrected Total $22, 178 .80 - VALLEY CEMENT FINISHING COMPANY $20,703.00 , AIl bids were accompanied by �a 5% bid bond. It was moved by Lea and seconded by Sonnemann that Valley Cement Finiehing Company be awarded the contract on L. I .D. 141 ; with the following roll call vote being recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Knechtel , yes; and Gaines, yes. MOTION CARRIED � GORRESPONDENCE PETITION TO ABATE NOISE TUBBY 'S DRIVE- IN A petition signed by four property owners living on East Main Street requested the Council abate the noise from jute box 1 located at Tubby ' s Drive- In, 957 East Main Street. � Ronaid Vernor, representat'ive Tubby 's Drive- In, said their establishment closed at 10 :00 p. ' m. ' every night.. Gordon Polley, of 940 East Main Street, stated that on at least two recent occasions the. Dribe- In had been kept open until 11 :05 & ' I1 :45 p. m. He said that he had requested the owners to _ turn down the jute box on several occasions, and they had done so, - but later it was often turned up. � This matter was referred, to the License Committee. C�MPLAINT AGAINST SAP DRIPPIN� TREE A letter received from Mr. Mrs. Robert J . Anderson complained atiout a neighbor 'S 50 to 60 foot Basswood tree located approximately 10 feet from their driveway at 1414 f2th Street N,E. They stated the tree drips sap so heavily that they are unable to use their driveway in the summer months and sap gets on the car, house, windows, bicycles, etc. They requested prompt Council actioa: This matter was referred to the Street Committee. ' REQUEST FOR SCHOOL BUS SERVICE A letter received from Roderick W. Stewart requested the Council consider their request to have roads improved so they could get School Bus Service on 29th Street Northwest. They state that the School Bus would travel partly on County roads & partly on City of Auburn roads. This matter was referred to the Street Committee. � REQUEST FOR STREET LIGHTS � A letter received from E. L. Henderson requested the installation of street lights at the intersections of Dogwood & 22 d Street Southeast, and PSH �r5 ( Enumclaw Highway) and Dogwood Street This matter was refecred to the Iight committee. Lange, Building Inspector, listed II prope�ty having tall grass or other vegetation growing :on, or over he sidewalk in such a manner to be a nuisance or menace to the public. WASHINGTON STATE HIGHWAY COMMISSIO ACKNOWLEDGE RECEIPT OF LETTER A letter received from P. J. McKay, District Engineer Washington State Highway Commission, acknowledged receipt of the letter sent t them requesting "That "C" Street S,E . and. the. Enumclaw. Highway betw en the Northern Pacific Railway and Howard Road, be improved in the sa e manner as the Auburn Avenue Project. " The letter ;stated that this request woulcJ be given due consideration in future highway planning PROGRESS REPORT OF C. COTE ' , CITY NGINEER Progress report of C. . L. moss, with the following roll call vote being recorded: Aaby yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Knechtel, yes; and Gaines, yes. MOTION CARRIED � AUDIENCE ' Elmer Hossler, _pastor of the Neighborhood Church of God located a 3rd & M Street Northeast, inquired why their church was being charg d Commerical rates for Water-Sewer & Garbage. Tom Bolton, Water Superintendent, said this had been a practice o the city for many years and was set forth in the Auburn City Code. Mr. Bolton sug9ested they could reduce their bill , by installation of a separate water meter for sprinkling purposes only. Rev. Hossler also asked the Councii why. the church was not contac ed before the curb was put in along "L" Street Northeast as they would have preferred a driveway opening in the curb along their property. George Schuler, Planning Director, informed Mr. Hossler that noti es had been sent to all property owners abutting the street before the work was started, as this work was ' done on an . L. I .D. Rev. Hossler also stated that they had been contacted recently ab ut owing ,an assessment on the "L" Street work . . He said that this was he first time they had been contacted and he was told that interest wo Id be charged on the assessment as it should have been paid two years go. It was suggested by the council that maybe the ot�ier notices had een � sent to the peopie from whom the church was purchasing the property Elmer Hossler was referred to Tom Bolton, Water Superintendent, f r further consultation .
