Regular meeting of the City Council of the City of Auburn,
held at 8:06 p. m. in the Council Chambe�s at the City Hall .
The meeting aas called to order by Mayor Shaugfinessy.
Councilmen preseot: Aaby, Lea, Kammeyer, Fitasimmons,
Sonnemann, Knechtel , and 6aines
The Mayor stated the minutes of the previous meeting had been
mailed to the Councilmen.

cail for bids for the construction of wate� lines had been omitted.
' BIDS FOR THE CONSTRUCTION OF WATER LI ES
It aas moved by Kammeyer and seconded by Gaines that the City
Clerk be inst�ucted to call for bids for the construction of water
lines located in several different locatfons within the city limits,
the city to furnish all pipe, valves, tees, fittings and hyd�ants;
specifications to be available in the City Clerk's office and bids
to be �eceived by 4:00 p. m. , October 2, 1962.

asked that the City Cle�k. be inst�ucted to :call fo�. bids on the
const�uction of a Concrete Block -building on. the Cemetery site.

& C Street Northrest had been completed.

Const. Co. be awarded the bid on wate� line construction fo� $9,438 25,
and the City Clerk be instructed to return bid bonds and certified
cheeks to the unsuccesfut bidders, with the following roll call vot being

Mayor Shaughnessy appointed Councilman Aaby to work with the
Water Sewer Committee giA�ing them pou+er to act.

Cierk be instructed to retu�n bid bonds & certified checks to all
but the three lowest bidders on sewe� outfall line.

POLICE COMMITTEE
It was moved by Sonnemann and seconded by Knechtel that the
City Clerk be inst�ucted to call for bids on two Police Patrol cars,
bids to be received by the City Clerk on or before 4 p, m. Tuesday,
October 16, 1962.

WATER SUPERINTENDENT
Tom Bolton Water Superintendent, reported that he had orde�ed
an additional 850 feet of pipe on the bid for cast i�on pipe from
Pacific States since they would need this pipe to extend the aater
main to the new location of the Catholic Church, and the price
wes exceptioneily good.

be a no host dinner at the Elks Club at 5:00 p. m. aith the persons
who had pu�chased the p�operty from General Service Administration.
CHIEF DARBY
Chief Darby reported that his department had checked & found n
unusual noise f�om the jute box at Tubby's Drive In since the last
Council Meeting.
Chief Darby reported that he would like to attend a Juvenile
Officers Convention in Yakima.

Darby be given permission to attend the Juvenile Office�s Conventio
in Yakima.

Attorney Smythe reported that the Sbate hesn 't yet given
� app�ovat on Ordinance No. 1556 whiah desi gnates speed limits on
certain specified streets in the City of Auburn. Atto�ney Smythe
stated that kthis ordinance shoutd be held in abeyance until the
State makes its decision.

Attorney Smythe reported that he had recetved a �ight-of-way
easement f�om Schooi Oistrict No. 408, a right-of-way easement from
Marie M. Branngtn, a quit claim deed from Myron W. Massey and a righ -of
way easement from Claude Dale Brannan, Caddie Mae Cornmell , Leonar
Lee Brann�pn and Fred Lawrance Brannp�n t
It was moved by Gaines and seconded by Kammeyer that the City
Attorney be inst�ucted to �ecord the three easements and the quit
claim deed.
PURCHASING COMMITtEE
' Councilman Aaby �eported that smali prin� was being used on th
City's� legal publications, instead of the S point speeified in the
bid.
It was moved by Gaines and seconded by Aaby that the City Atto ney
be instructed to write a letter to Auburn Globe News instructing th m
to use 8 point type as specified in the bid.

Councilman Sonnemann reported that they had not received an
ansver from the Highway Commission on the speed limits and Chief
Darby stated they had not received an answer, becuase the Highway
� . Commission had not yet held their meeting.
Sonnemann. asked if any correspondence had been received
' from' Calhoun Construction on the repair work to be done in the
Jail , Police Building.
� ' Chief Darby reported that Pfieffer Glass Company had been �
in to change the lights. He reported that nothing had been
done to repair the door, and the wiring.

Gity Attorney be instructed to arite a letter to the bonding
company of Calhoun Construction enciosing in this letter a list
made by the Chief of Police or the Architect of things still
needed to be done on the Jail Facility.

Councilman Sonnemann asked if Councilman Aaby had heard
anything on the lower rate of.._insurence.

Councilman Aaby reported that he had not heard anything
more, but would contact Jack Sprenger Insurance'Agent .on this
matter. --

Atto�ney Smythe reported that he had received a letter �
from Statewide City Employee's Retirement System informing the
City that the Board of Trustees had approved crediting the
City's account with $1 ,731 .56, money which had been paid
Hoaard 0, Boren in error.
Attorney Smythe reported that half the taxes ae�e still
' due on property purchased from My�on W. Massey and Margaret
E. Massey for the Sewer Treatment Facility. He said that the
City vrent ahead and paid these taxes to stop the inte�est that
�ras being cha�ged, but that Myron Massey should reimburse the
City . for this amount and he had written requesting this be
paid:

Elisabeth Heritage, City Clerk, requested permission to
attend the. Washington State Finance Offiee�s 'meeting at
Aberdeen in Octobe�. '
It aas moved by Gaines and seeonded by Knechtel that the
City Clerk be given permission to attend the Washington State
Finance Officers meeting at Aberdeen in October.

Ch`ief Darby reported that he had been contacted by the
Mayors of Algona & Pacific �equesting the City of Auburn to
• house prisoners on a cost basis. Chief Darby said that we '
were charging Algona � Pacific $3.00 a day for prisoners being
Field in the Aubu�n jail for trial . Chief Da�by recommended
not keeping the prisoners in the Auburn �:ail after trial as
� he is personally responsible for them.
It was moved by Aaby and seconded by Knechtel that the
City of Auburn negotiate a one year contract, in accordance
with the wishes of the Chief of Police and the City Attorney,
with Algona & Pacific fo� the housing of Prisoners before
trial , contract to be presented to the Council for conside�ation
at their next regular meeting.
