The meeting was called to order by Mayor Shaughnessy. � Councilmen present: Aeby, Lea, Kammeyer, Fitzsimmons, Sonnemarin, Knechtel , and Gaines. Minutes of the preyious meeting held October 16, 1962 were approved as maiied. BIDS FOR 6ARBAGE� DISPOSAL SERVICE The City Clerk reported bids opened at 4 p, m. , November 6," 1962, ' for supplying the city with garbage disposat service. One bid for garbage disposal service was received by the Council and was as follows: JOHNSONS DISPOSAL SERVICE I can emptied once per week .60 per .month - 2 cans emptied once per week 1 .00' per month Percentage of city 's charges on all other accounts includ- ing commercial 90 pe�cent Bid was accompanied by a bid bond in the amount of $500.00 � It was moved by Aaby and seconded by Kammeyer that the bid fbr supplying the city with a garbage disposal serviee be awarded to Johnsons Disposal Service, with the following roll call vote being recordeds. Aab.y, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; ., Sonnemann, yes; Knechtel , yes; and Gaines, yes. MOTION CARRIED CORRESPONDENCE PETITION FOR L. I .D. ON °F" ST. N.E. ' A petition signed by six property owners was received by the Council requesting the formation of an L. I .D. for the following improvements on "F" Street, Northeast, South of 8th Street, Northeast; � Asphaltic Concrete paving to a width of thirty-four � 34' ) feet and Standard Curb and Gutter and necessary drainage facilities. Clinton Cote' , City Engineer, reported that this petition had 64.7°� of the effected or benefitted owners in favor of the proposed l.. I .D. , PETITION FOR L. I .D. ON "F° ST. N.E. A petition signed by Arthur and Laura Eaton was received by the Council requesting the formation of an L. I .D, for the following improvements on the same area, on "F° Street, Northeast, South of 8th Street, Northeast: . Grading and Graveling to a width "of thirty- four ( 34 ' ) feet: Eaten requested that the Councii forgo any deeision on either L. I .D. for two weeks. He said by that time he would be able to . present his arguments to the Council . Doctor �eorge Nichelsen reported that he had been approached in regard to change in surfacing, and was still in agceement ,with ' the petition signed by him and presented to the Council . � Clinton Cote' , City Engineer, reported that grading and graveling would not be much better than the surface on "F" Street at the present time. Tom Bolton, Water Superintendent, said that the water supply for the area will have to be improved as it will not be adequate within a few years, and that it was probable new mains might be laid down this street in the near future. ' 323 _,_ _ . Page 2559. AUBURN, WASHINGTON TUESDAY NOVEMBER 6, 1962 Councilman Sonnemann asked if the water line could be put in behind the curb if the street improvements were made at this time. Tom Bolton, Water Superintendent, said that you can put the water line in behind the curb, however, it makes the y.ob more difficult. It was moved by Gaines and seconded by Lea that we accep,t the petition to create an L. I .D, for the co�struction of , Asphaltic Concrete paving to a width of thirty-four (34' ) feet and Standard Curb and Gutter and necessary drainage facilities, on °F" Street, Northeast, South of 8th Street, Northeast, and that the City Attorney be instructed to draw up the necessary Orc1 i nance. MOTION CARRIED Arthur Eaton protested they had not had a chance to present their side of the problem to the Council . • � Councilman Gaines told Eaton that he couid present his argument to the Councii� at the next Council meeting before the Ordinance to create this L. I .D, on "F" Street Northeast was passed. PETITION FOR STREET U GHTS . . , : . - A petition signed by ten property owners ovas received by the Cou.ncil requesting the instatlation of street lights beyond R Street on East Main Street, and the corner of T Street and Main Street. This petition was referred to the Light Committee. REPORT OF TRAFFIC HAZARDS 1 A letter from C. A. Cunningham called attention to traffic hezards in vicinities of 12th and 21st Southeast between the � �Enumclew Highway and A Street: ' - - . l'h.is letter was referred to the Street Committee. � ' FRANK LIVENGOOD RETIREMENT A letter from the Auburn Public Library Board Stated that they would like to continue the services of Frank Livengood for the com:fid�g year of 1963, as Library custodian. They requested that the Council request Statewide City Employee's Retirement System to extend his term of service for that time. � - . : It was moved by Gaines and seconded by Fitzsimmons that the Council accept the recommendation of the Library Board, and �that: Statewide City Employee's Retirement System be notified of this derision. MOTION CARRIED SPEED RESTRICTI�NS AS AUTHORIZED BY THE WASHINGTON .STATE HIGHWAY COMMISSION • A letter received from the Washington State Highaay Commission , authorized speed restrictions. on certain sections of Primary State Highway 5 in the City of Auburn in accordance with Ordinance No. 1556. TREE. FELL ON FENCE A claim filed with the City Clerk by Donald A. Rottle listed damages to fence and lawn after a tree belonging to the City fell on his property. This request was referred to the Street Committee. 4-LANIWG OF' PRIMARY STATE HIGHWAY N0. 5 A letter from the Washington State Highway Commission acknowledged ' receipt of a letter from the Auburn City Council regarding the request for the. 4. - �laning of Primary State Highway No. 5 from Harvey Road northerty. ,The Washington State Highway Commission assured the Gouncil that they were giving their request due consideration. PROGRESS REPORT ON L. I .D. # 141 A progress report submitted to the Council for their approval by Clinton Cote' , City Engineer, on the contraet with Valley Cement Finishing Company for the improvement of Dogwood Street L. MOTION CARRIED PROGRESS REPORT ON OUTFALL LINE SCHEDULE N0. I A progress report submitted to the Council by Richard E. Wolff, Consulting Engineer, on the contract with Frank Coluccio Construction Co. was read. Total payment due for the month of October, 1962, is 1 $28,508. 12. ' It was moved by Kammeyer and seconded by Knechtel that the p�ogress report on the Outfall Line Schedule No. 1 be approved by the Council and payment be made in the amount of $28,508. 12 to Frank Coluccio Construction Co. as soon as the agreement with McLean and Company, Inc. for purchase of warrants is completed, with the following roll call vote being recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Knechtel , yes; and Gaines, yes. MOTION CARRIED COMPREHENSIVE SEWERAGE PROJECT OUTFALL RELOCATION - A letter from the Washington State Poliution Control Commission approved the plans and specifications for the subject revisions to the plans in accordance with the Rules and Regulations of the Poliution Control Commission. � DEPARTMENT OF HEALTH INSPECTION OF THE AUBURN WATER SYSTEM A letter from the Department of Health confirmi �g the inspection, of the Auburn water system on October 10, 1962, listed items which needed to be constructed and suggested that a long range planning ' program be instigated. AND "M" STREET • A letter from Bernard Bucove, State Director of Health, acknowiedged receipt of plans on the City of Auburn water Mains- Improvements, 29th Street Southeast and "M" Street, and stated in accordance with Chapter .54 of the codified Rules and Regulations of the State Board of Health and The State Department of Healtli plans were approved. ' PLANNING COMMISSION CHANGES Mayor Shaughnessy announced the resignation of Fred Towner from the Planning Commission. He also reported to the Council v that he had appointed Charles Hough and Mark Hedman as members of the Pianning Commission. It was moved by Kammeyer and seconded by Sonnemann that the appointment of Charles Hough and Mark Hedman as members of the Planning Commission be approved. - MOTION CARRIED AUDIENCE No Report ,�' , � - COMMITTEE REPORTS PURCHASING It was moved by Aaby and seconded by Lea that the City Clerk be instructed to call for bids on legal publications for the City during the year 1963, bids to be received in the City Clerk 's office on or before 4 p: m. S. 300 fuel oil during the year 1963 on a firm bid ' basis. AIl bids to be in writing, addressed to the Mayor and City Council , and the Council reserves the right to reJeet any and all bids. LI�HT COMMITTEE I�o 'Report � POLICE COMMITTEE No Report , WATER SUPERINTENDEMT Tom Bolton, Water Superintendent, reported a break in their 24° line October 26, 1962, necessitating a replacement 16 feet long. The break was. reported at 7 a, m. and work was completed by 3:00 on the same afternoon. � �• CITY ENGINEER No Report - PLANNING DIRECTOR . No Report ' CHIEF OF POIICE ' Chief Darby reported that the Auburn Police Department Building is settling again. The doors which had been repaired are again becoming inoperative. � Atto�ney Smythe reported on a letter he received from Calhouh_ Construction Company, contractor for the Auburn Police Department Building, in ahich they said they were not responsible for any settiing ' the buiJding might have done. They said that thei � work was done in accordance with the architect's specifiCations set up in the contract between them and the city. Mayor Shaughnessy referred this matter to the Police Committee_ for furthe� investigation. DISPOSAL PLANT OPERATOR Tom Cox, . Disposal Plant Operator, reported that he was unable to attend the Pollution Control Convention. He said, however, that he will represent the City of Auburn to the best of his ability at the National Pollution Control Convention when it is held in Seattie next year. , � �19 . ' Smythe reported that he had the contract for jail prisoner ezchange between the City of Pacific and the City of Auburn ready. Smythe reported on a letter he had received from Auburn Globe-News which stated that 8 point type on Iegal publications for the City of Auburn would Hereafter be used, as stated in the specifications "dn �"the contract. Smythe stated he had received a letter from the Supreme Court iri regard to the case of Mulkey vs City of Auburn stating that the "Judgement is Affirmed." A further report would be made at the next Council 'meeting.. NEW BUSINESS Mayor Shaughnessy said that it had been suggested Aubu�n change 'its Council Meeting to Monday nights in conformance with othe� cities in the area. ( After some discussion on this matter, it was decided to posp'one any �� - decision on this matter until a later date. Councilman Knechtel asked Clinton Cote' and George Schuler if ' anything more had been done in regard to widening Howard Road. George Schuler, Planning Director, reported that Richard Wolff, Consulting Engineer hed completed plans, for putting in a sewer [ine ' down that street in the near future.
