Regular meeting of the City Council of the City of Auburn, held at ,
8 :00 p. m, in the Council Chambers at the City Hall .
The meeting was called to order by Mayor Shaughnessy. ,
Councilmen present: Aaby, Lea, Kammeyer, Fitzsimmons, Sonnemann,
Knechtel , and Gaines.
The Mayor stated the minutes of the previous meeting had been
mailed to the Councilmen and the City Clerk read a portion missing i,n '
the mailed copies.
The minutes of the previous meeting held November 6, 1962 we're than
approved. _

It was moved by Kammeyer and seconded by Aaby that the City Glerk
be instructed to return bid bonds & certified checks to all but the
three lowest bidders in Schedules II , III & IV of Sewer Extension,• �' .

member be appointed to act with the Water Sewer Committee, and that the
committee be given power to act on bids received on schedules II , III ,

Mayor Shaughnessy appointed Councilman Aaby to serve with the
Water Sewer Committee, to act on the bids received November 20, 1962,
for Schedules II , Iil , and IV .
CORRESPONQENCE
REQUEST FOR FREE CONTROLLED PARKING
A letter received from the Auburn Chamber of Commerce requested the .
Council permit free controlled parking during the Christmas shopping ,.
season from December 3rd to the 22nd.
It was moved by 6aines and seconded by Knechtel that this request
be turned over to the Street Committee with power to act, and that an
additional member be appointed to the committee.

PETITION TO REZONE
A petition from Helen Trichia requested the rezoning of property
located at 3440 Enumclaw Highway from R-2 to R-4. The petition was
signed by four property owners lying within a 200 foot radius of the
property.
This petition was turned over to the Planning Commission.
DEPARTMENT OF HEALTH
A letter from Bernard Bucove, M.D. , D. P.H: State Director of Health,
acknowledged receipt of the plans on the Water �ystem improvements, IZth
St. S.E, and F St. S.E. ; Sherman Acres. The letter stated that these
plans had been reviewed and, in accordance with Chapter 54 of the codified
Rules and regulations of the State Board of Health and the State '
Department of Health, were approved.
. McLEAN 8. COMPANY, INC.
The City Clerk read a letter from McLean & Company, Inc. of Tacoma,
Washington, . in which they agreed to buyr$75,000. City of Auburn 'warrants
of the 1962 Water-Sewer Extension Fund to provide •funds for inter_im
' contract payments pending the sale of bonds to finance the sewer extension
system. . � '
It was moved by Kammeyer and seconded by Knechtel that the City. of'
Auburn accept the offer of McLean & Co. , Inc. dated November 7, 1962, to .
purchase not to exceed $75,000. of City of Auburn interest bearing . warrants
of the 1962 Water-Sewer Extension Fund, purchase to be at face value with
interest at 4� percent and subject to the conditions set forth in their -
offer, with the following roll call vote being recorded: Aaby, yes; Lea,
yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Knechtel yes; and

A letter from Alex Sonnichsen requested the Councii 's approval

PLAT OF HUGHES AODITION
The report of the Pla�ning Commission was read recommending the
acceptance of the plat of Hughes Addition to the City of Auburn
described as that portion of the Northwest � of Section 17-21 -5,
described as follows: Beginning at a point 1026.0 feet East of
the Southwest corner of said Northwest �d; thence North 0°24'7"
West 528.0 feet; thence North 89°34 '33" East a distance of 466.0
`feet; thence South 0°24 '47" East 530 . 16 feet to the South line of

The report of the Planning Commission was read recommending
the acceptance of the preliminary plat of Forest Ridge Addition
to Auburn described as that portion of the Northwest '� of Section
29-21 -5, lying South of the Auburn-Enumclaw Highway.
It was moved by Kammeyer and seconded by Knechtel that the
Council concur aith the recommendation of the Planning Commission.

The report of the Planning Commission was read recommending
the denial of the request of George Kitcheli to rezone because
the commercial zoning would surround a residential lot and the
Planning Commission recommends that Mr. Kitchell resubmit the
- request asking for the rezoning of the entire two lots.

PETITION FOR L. I .D. ON 17th ST. S.E.
A petition signed by nine property owners requested the Council
create a Local Improvement District for the purpose of constructing
Cast Iron Water Mains and Fire Hydrants on 17th Street, Southeast
between F St. S.E. . and s point 1009 feet West of F Street, Sou.theast.
A letter from George Schuler, Planning Director, certified that
the petition for water mains contained 88.8'�0 of the front footage
of property, benefitted. '
It was moved by Kammeyer and seconded by Fitzsimmons that� the
petition be accepted and the City Attorney be instructed' to d�aw up
the necessary Ordinance to create an L. I .D. for the purpose of
constructing Cast Iron Water Mains and Fire Hydrants on 17th Street,
Southeast between F Street, Southeast and a point 1009 feet West
of F Street, Southeast.

It aas moved by Gaines and seconded by Knechtel that the City Clerk
be authorized to transfer from the_ Parking Meter Fund to the Street fund
four thousand dollars to meet requirements 1962 budget.

AUDIENCE
RADIO SYSTEMS, INC.
H. D. � Hardisty, Sales Manager of Radio Systems, Inc. offered to
discuss radio frequencies and, equipment available to the City. when they
install their Mobil Radio Communications system. -
Mayor Shaughnessy informed Mr. Hardisty that the City funds would '
be used on a matching basis in conjunction with Civil Defense, needs
and that, approval of the Seattle King County Civi.l Defense was necessary
before the city wouid be in a position to proceed with the purchase of
mobile .r.adio equipment.

Counrilman Gaines reported that he was receiving many
requests for street lights, amd they would be taken care of after
the fi �st of the year as their was no money left in hi's budget

Counciiman Sonnemann reported that the Police Committee and
Chief Darby had met with the architect in regard to the doors .
in the Police Department becoming inoperative, and it had been
decided, to grind off a raised area on the floor. Also; the
Architect has agreed to ascertain the amount of settling that has
taken place on the building amd measure any future settl'ement if
it occurs.
WATER SUPERINTENDENT
Tom Bolton, Water Superintendent, reported that he had
received a large order of pipe recently and would be laying
, pipe on 29th Street Southeast next week .

Arthur and Laura Eaton read letters they had written to the Council
stating that they felt the construction of curb and gutters with asphalt
pa�ping was not necessary on the dead end street of F Northeast, South
of Sth Street Northeast.
Doctor George Nichelsen stated he felt there is a definite need
for concrete curb and gutters with asphalt paving. He said that in
order to develop the property further for housing that would be eli,gible
for F. H. A , Ioans the improvements should be made.
George Blinn, Street Superintendent, said that it was much more
difficult to drain streets without curb & gutters. ,
Councilman Ted Lea referred the Counail to the November 6, 1962
Council minutes in which Tom Bolton, Water Superintendent, reported on
the difficulties invoived in placing a water main down street after it
is surfaced with asphait and felt this possibility should be considered.
It was moved by Gaines and secondecJ by Knechtel that Ordinance No.
1570 be introduced.

OLD BUSINESS
Attorney Smythe reported he had received the Supreme Court
rul 'ing dismissing the appeal of the City of Auburn in the case of �
Mulkey vs the City of Auburn and that the opinion was confined !
to the question of whether or not the presence of the chief
, examiner was a mandatory requirement. The dourt refused to rule
on any other issues.
. NEW BUSINESS
Attorney Smythe reported that he had a construction and
right-of-way easement from Vern Jones and it is the final agreement on
the outfall line.
It was moved by Kammeyer and seconded by Aaby that the City
Clerk and Mayor be authorized to sign the easement with Vern Jones
and that payment be made as specified in the . easement, with the
following roli call vote being recorded: Aaby, yes; Lea, yes;
Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Knechtel , yes;
and Gaines, yes.

Councilman Gaines reported that the surfacing on 17th Street
was already in need of repair.
George Schuler, Planning Directror, said that it was the
intersection of 17th and H Street that was in need of repair;
and that this intersection was not included on the L. I .D.
Councilman Lea said he felt that the specifications had been
' fol_lowed in regard to the L. I .D. on this street and that •the
surfacing was going bad, because of the time of year in which the
work was done.
Councilman Gaines inquired as to the policy of the city in
regard to time off within the first year of empioyment.
Mayor Shaughnessy stated that if permission for time off wa_s
not :granted to the employee, he should not be paid for the time
taken.
Councilman Gaines asked as to the progress of the Central
Business District Plan.
George Schuler, Planning Director, said that a meeting was
scheduled for November 2.6, 1962, and the percentage of signatures
on the petition for the Central Business District Plan would
again be ascertained.
Councilman Gaines stated that a storm sewer in the Forest
Filla Addition was found to be incomplete, after a rain storm
had flooded the area necessitating tearing up a new street.
George Schuler, Planning Director, reported that a break was
' left in the storm sewer line in one spot as a catch basin was to
be installed there. He said, however, a change had been made in
the plans placing the catch basin in a different location and
apparently the break had not been filled in.
Mayor Shaughnessy said the contractors should not have covered
th-is area of pipe without first connecting the line and having it
inspected. He said he felt the developers of Forest Villa should
re.imburse the city for the work done on this line to correct the
error.
:.:L'ouis Hitchcock said that although the stop signs had been
installed on Division Street the curb had not been painted behind
the stop sign to lim.it parking' for a certain distance and• that
he felt the poles should be painted up to the signs. Consequently
many drivers did not see the s�op signs.
