AUBURN WASHINGTON TUESDAY DECEMBER 4 1962
� Regular meeting of the City Council of the City of Auburn was
called to order by Mayor Shaughnessy at 8:04 p. m. in the Council
Chambers at the City Hall .
Councilmen present: Aaby, Lea, Kammeyer, Fitzsimmons, Sonnemann,
Knechtei , and Gaines.
Minutes of the previous meeting held November 20, 1962 were
! approved as mailed:
� BIDS_
Councilman Kammeyer reported on the decision of the Water.
Committee & Councilman Aaby in aaarding the bids on schedules
ii , III , IV. Councilman Kammeyer reported that W'.:,A; McCo�nachie
• was awarded the bid on schedule II for $73,091 .98 and F. H. Fieid
Const: was awarded the bid on scheduJe III for $55,383�38. He
said that Schedule IV had been tabled until a later date pending
receipt of new right-of-way figures.
,,: It was moved by Aaby and seconded by .Lea that Auburn Globe
News be awarded the bid for LegaJ Advertising for the year . l963
, at $2.00 per 100 words, first insertion, $ I .60 per 100 words,
subsequent insertions using S pt. type. Wordage to be computed
on basis 6 words per line. The following roll cail vote was
recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes;
Sonnemann, yes; Knechtel , yes; and Gaines, yes.

CORRESPONDENCE
PETITION TO RESTRICT DOGS
A petition signed by twelve property owners in the City of
� Auburn requested the Council take some action to restrict or
confine all the many dogs which are presently allowed to trespass
f�eely and cause malicious and offensive damage.
This petition was referred to the License Committee.
Mayor Shaughnessy said he personally would like to see
some definite and drastic action on that account.
PARKING PROBLEM ON EAST MAIN STREET
r1 4etter received from owners of Business Establishments on
East Main Street requested the Council establish two hour parking
on the. North side of Main Street between "E" and "F" Street.
This letter was referred to the Street Committee.
REVISION OF H.T. HUGHES ADDITION
A ►etter from Alex Sonnichsen requested the Councii consider
a revision of H. T, Hughes addition, and accept this revision
subject to the approval of the planning Commission.
This request was referred to the Planning Commission.
' REQUEST TO RENT CITY PROPERTY
A letter from Mrs. Marvin Linder requested the City Council
rent them a portion of City property located at 9th & "C" Street
for a Christmas Tree lot from December Sth to December 26th
i inclusive.
� Attorney Smythe said the City Council cannot legally lease
City property.
It was moved by Kammeyer and seconded by Aaby that in view
of' the legal technicality the request of Mrs. Marvin Linder be
denied.

APPLICATION FOR SIDE SEWER LICENSE :
G�ENN ROCKEY
An application foc Sade Sewer License was submitted to the Gouncil
by Glenn Rockey accompanied by a check in the amount of $25.00 for a
Side Sewer License and a Bond in the amount of $I ,000.00.
It was moved by Fitzsimmons and seconded by Aaby that the Council
approve the application for Side Sewer License as submitted by Glenn.

A progress estimated on L. I .D. # 142 was submitted by Tom Bolton
to the Council for approval . The amount due Glenn Rockey Const. Co. i.s

It was moved by Kammeyer and seconded by Knechtel that the progress
Estimate on L. I .D. #142 be accepted and the City Clerk be irs tructed to
pay Glenn Rockey Const. Co. the amount of $ 1918.79 as specified iir
progress report by Tom Bolton, VJater Superintendent. The following ro,ll

REQUEST TO PURCHASE CITY PROPERTY
A letter from Shaughnessy & Company, Inc. proposed the purchase
of properties adjacent to "B" Street Southeast and requested that tfie
City of Auburn arrive at a price at which unused property in that
� � 'location could be purchased. The property had been appraised at
, $628 .35 and cons i sted .of a 20 _x _I_50 _ft. str i p runn i ng a I ong the 50 '
area required for Street purposes. '
It was moved by -�aines and seconded by Kammeyer that the 20' -
x I50 ft. pice of property adjacent to "B" Street Southeast be
declared surplus.

� property be sold to Shaughnessy & Company, Inc. for �628.35, and the
City Attorney be instructed to draw up the necessary Ordinance on

CLAIM FOR DAMAGES
Claim for Damages in amount of $6.00 was submitted to the Council
by Bill G, Orock for damage to left front tire was read.
This claim was referred to the Street Committee.
ACCIDENT REPORT
An accident report was read stating that a Police Car driven by
Hugh R. Darby, Police Chief and a 1956 Ford Sedan driven by Edward � �
Robertson were involved in a rear end collision damaging the patrol
car in the amount of $200.00. .
PROGRESS REPORT
R. L. MOSS CONSTRUCTION C0 .
A progress report submitted to the Council by Clinton W. Cote' ,
City Engineer showed the balance due R. L. Moss ConstruFtion Co. at
this time less retained percentage as $2117.52 .
It was moved by Lea and seconded by Kammeyer that the City Clerk
be instructed to pay R. L. Moss Gonstruction Co. $2117. 52 from the
Arterial Street Fund, as certified by Clinton Cote' , City Engineer.

L. I .D. #141 was read.
SALE OF DAMAGED DOG WARDEN CAR
Two bids were received for the purchase of the damaged Plymouth
sedan formerly used as the Dog Warden Car, and they are as follows:

EARL DECKER $30.00
It was moved by Gaines and seconded by Sonnemann that the
bid be awarded to Earl Decker, foFmer pog Warden for the City of
Auburn, for the amount of $30.00. The following roll call vote
was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons,
yes; Sonnemann, yes; Knechtel , yes; and Gaines, yes.

AUDIENCE
Reverend Hossler, representative of the Auburn Ministerial
Ass 'n requested a City Ordinance be established governing church
signs to permit the erection of a more suitable and appealing direc-
tionat sign within the city limits of Auburn. The change requested
would make the size of the signs 18" by 24" instead of 6" by 32",:
It was moved by Gaines and seconded by Lea that the Gity
Attorney be instructed to draw up the necessary Ordinance governing
church signs in the City of Auburn. With the foliowing roll call
vote being recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, .

Doctor George Nichelsen asked the Council when action would
be taken on the request for the establishment of an L. I .D. on . "F"
Street Northeast.
He was informed that the Ordinance for the establishment of
an L. I .D, on "F" Street Northeast would be brought before the
Council for action later on in the meeting.
Arthur Eaton told the Counci � that , he had stated the facts
against the proposed L. I .D. on ^F" Street Northeast to establish �%
the difference between need and desire.

Attorney Smythe stated he had sev.eral easements and deeds
' to the city for filing including: A Right-of-way Easement from
Virgii and Ann Swanson and Clarence and Myra H. Swanson for a trunk
• sewer line; a quit claim deed from Virgil and Ann Swanson and
Clarence and Myra Swanson for land for street purposes; two quit ,
claim deeds from Herman and Emma Goudy. for land for Street purposes
and a quit claim deed from Otisl E. Love, Jr. and Opal A. Love for
for land for street purposes.
It was moved by Kammeyer and seconded by Sonnemann that the
City Attorney be instructed to record the deeds and easements.

parking be established on the North side of East Pdain Street between

MOTION LOST
it was moved by Kammeyer and seconded by Gaines that this request '
be referred to the Street Committee and an additionai member appointed
by the Mayor, and the committee be given power to act.

Mayor. Shaughnessy appointed Councilman Gaines to the Street Committee
giving the committee power to act.
It was moved by Lea and `seconded by Aaby that the City Cbuncil write
/ a letter to our school board and other school boards in the surrounding
rarea giving our support to the establishment of a J'unior College in
this area.

It was moved by Sonnemann and seconded by Lea that the City:•Attorney
draw up the necessary ,Ordinance changing the meeting nights of the Councii
from the Ist and 3rd Tuesdays to the Ist and 3rd Mondays of the month.
