Gomprehensive Plan Mab Amendments
CPM#1 —(File No. CPA13-0003) Comprehensive Plan—Amend Map No. 14.1 foc a
City-initiated change in the designation of three parcels developed with single family
residences totaling 1:76 acres on the north side of Aubum WY S and east of Hemlock
ST SE (Parcel Nos.2815000020, 2815000010 & 2121059073) from "High Density
Residential"to "Light Commercial"forfuture rezoning to "C1, Light Commercial°. The
designations are being re-evaluated in light of the surrounding development, evolving
land use pattem, and City's planned widening of Aubum WY S.
CPM #2—(File No. CPA13-0001 & SEP13-0015) (Subject of a separate environmental
review) Comprehensive Plan—Amend Comprehensive Plan Map No. 14.1 for a request
by Wesley Homes Lea Hill , LLC to change the designation of existing developed site
and two recently acquired adjacent parcels located south of SE 320th ST; between
108th and 110th AVE SE for a Gomprehensive Plan amendment and rezone of
approximately 18.65 acres (18.08 acres existing& 0.5 acres proposed). The Applicant
seeks to change designations of their contiguous parcels from 'Sfng�e Family
Residential"to "Public and Quasi-Public" to facllitate subsequent rezoning of the three
parcels to I, Institutional"to accommodate future expansion of existing elder care facility.
CPM #3 — (File No. CPA13-0002 & SEP13-0019) (Subject of a separate environmental
review) Comprehensive Plan —Amend Comprehensive Plan Map'No. 14.1 for a request
by two adjacent property owners; Fonpee LLGand Edwin Stanberry of property located
at the northwest comerof 37th ST NW and W Valley HWY for a Comprehensive Plan
amendment and rezone of approximately 2.10 acres for future potential development.
The Applicants seekto change designations of their contiguous parcels from 'Heavy
Commercial 'to 'Light Industrial' to facilitate subsequent rezoning of the parcels to M1,
Light Industrial and to eliminate split designations of each parcel and to accommodate
future devetopment.
Included with this letter are the environmental documents (completed environmental checklist
application and Determination of Non-Sign'rficance)for the city-initiated amendments (except
those related to school distnct capital facilities plans which underwent previous separate
environmental review by the school distric4s. The environmental documents for privately
initiated comprehensive plan amendment are also included.

A public hearing with the City's Planning Commission is tentatively scheduled for October 22,
2013. City Council Action is anticipated in December.

Year 2013 Comprehensive Plan Amendment Applications Being Accepted
The public is encouraged to submit applications to amend the Cityof Aubum Comprehensive Plan for
consideration during the 2013 annual amendment cycle. In order to be considered this year,
applications must be received by 5:00 p.m., Friday,June 7,2013.
Amendments to the Auburn Comprehensive Plan have been considered annually since 1he 1995 GMA
related amendments were adopted. There are 4wo general types of amendments: 1) text amendments,
which revise the Comprehensive Plan's written text; and 2) map amendments, which amend the land use
designation for a specificparcel(s)on 4he Citys Comprehensive Land Use Map No 14.1.
Per Chapter 14.22 (Comprehensive Plan) of the Auburn City Code, amendments to the Comprehensive
Pian may be requested by: 1) an individual, organization, corporation, partnership or general or special
purpose government other than the City for a specific property, provided that She property owner provides
written consent for the amendmenG request; or 2) an individual, organization or generel or special purpose
govemment having:suggested changes to the Comprehensive Plan that are not specific to apiece of
property. For thelatter, this process is known as "docketing°. An item may be submitted to the docket at:
any time during the calendar year and there is no fee for submitting an item to the docket. The Planning
and Development Di�ector will annually review the docket with the City Council or appropriate Council
committee to determine whether the docket items will be forwarded to the City's Planning Gommission for
its consideration. The City Council or CounciC Committee may deciine to consider any items from the
docket.

in the fall of this year. Following the Planning Commission public hearing and recommendation, the Gity
