In order to be considered this year, applications must be received by 5:00 p.m., Friday, June 7, 2013. Amendments to the Auburn Comprehensive Plan have been considered annually since the 1995 GrouvEh Management Act (GMA) related amendments were adopted. There are two general types of amendments: 1) text amendments, which revise the Comprehensive Pian's written text; and 2) map amendments, which amend the land use designation for a specific parcel(s) on the City's Comprehensive Land Use Map No. 14.1. Per Chapter 14.22 (Comprehensive Plan) of the Aubum City Code, amendments to the Comprehensive Plan may be requested by: 1) an individual, organization, corporation, partnership or general or special purpose govemment other than the City for a spec�c property, provided that the property owner provides written consent for the amendment request; or 2) an individual, organization or general or special purpose government having suggested changes to the Gomprehensive Plan that are not spec�c to a piece of property. For the latter, this process is known as "docke6ng". An item may be submitted to the docket at any time during the calendar year and there is no fee for submitting an item to the docket The Planning and Development Director will annually review the docket with the City Council or appropriate Council committee to determine whether the dacket items will be forwarded to the City's Planning Commission for its consideration. The City Council or Council Committee may decline to consider any items from the docket. The City of Auburn Planning Commission will hold a public hearing(s) on all plan amendment applications in the fall of this year. Following the Planning Commission public hearing and recommendation, the City Council will consider the requested amendments. Final action by the Aubum City Council on amendment requests are typically made in the month of December. JUNE��a8+12 AT 5:00-P.M. What is the Comprehensive Plan Map? The Gity's comprehenside plan encompasses the goals, objectives, and policies intended to guide the City's future physical development. The comprehensive pian map appliesthe aforemerrtioned goals, objectives, and policies to the various areas of the City. Who may filea map amendment to the Comprehensive Plan? Individuals; organizations, partnerships, corporations, and public agencies are eligible to submit appiications for a corimprehensive plan map amendment. How often is the Comprehensive Plan Map amended? in accordance with sfate law,#he comprehensive plan is to be amended no more than once per annual cycle and no less than once every seven years. Exceptions to the annual cycle for amendment can be found under , Section C of Aubum City Code(ACCp 14.22.060. ` How else can the Comprehensive Plan Map be amended? Any non-site specfic comprehensiye plan amendmenY may be submitted, no fees attached, at any time to the Planning Director, who will maintain a list, cailed the Docket, suggesting changes to or identifying deficiencies within the comprehensive plan. Taking into consideration also, the assessment of 4he comprehensive plan (based on standards outlined in Section A of ACC 14.22.070), the Planning Director will annually donfer with City Council and/or the Planning and Development Committee of the City Council and decide whether or not to consider the proposed amendments for adoption. See ACC 14.22.060 for more information on Docketing. What is SEPA and.how does it apply to Comprehensive Ptan map amendments? Comprehensive plan map amendments may be subject to compliance, with the Washington State Envi�onmental Policy Act (SEPA)based on the p�esence of environmentally critical areas; projects that exceed specfic thresholds (e.g. grading, number of dwelling units, timber removal, size of 6uilding); projects that require licensing for air emissions or discharges to water, or other factors. WAC 197-11-800 provides the specific thresholds which determine whether SEPA is required. If subject to SEPA, an environmental checklist _ applicatipn must be"submitted with"4he.application. After the Notice of Application comment:period exp'ires,the Planning Director—who is the City's SEPA Responsible Official- issues a SEPA threshold determination (fD), o�other SEPA decision as provided in ACC 16.06, RCW 43.21 and WAC 197-11. The SEPA decision is final unless the TD is appealed or the City revises the TD based on further comments during the appeal period. �� QUESTIONS? Applications involving complex environmental issues, such as those requiring an f15, may need to be considered during the foliowing years amendment cycle. Why is a Rezone application required to be submitted concurrently with a Comprehensive Plan map amendment applicatlon? Amendments, by nature, change the land use designation of a specific parcel(s) of land on the Comprehensive. Plari Map. The City's Zoning Code serves as the primary implementation instrument of the land use designations outlined in the Comprehensive Plan Map. As such,zoning designations must also be altered upon approval of a Comprehensnre Plan map amendment in order to mairrtain consistency between the zoning of the affected parcels and its designated land use per Comprehensive Plan Map. If more than one zoning designation may be implemented for Comprehensive Plan map designation, the application must specify what zone designation is desired. How long before I am notifled if my application is complete? At the time you submit an appiication, you must submR all of the written and graphic information listed in this _. application under"Comprehensive Map Amendment Application Submittal Checklist°: WRhin 28 calendar days of receiving your application, City staff wiA determine if the application is compiete based on the attached checklist. If your applic�tion is complete you will be not�ed in writing by City staff. If your application is not complete, you will receive a letter from Gity staff detailing required information to make your application complete. How long before I know the Comprehensive Plan map amendment has been approved or denied7 Current Gity code requires that all land use decisions be made within 120 days from the date, of a complete application su6mittal, uniess an applicant agrees to extend the processing of his/her application longer than 120 days. The proposed change wlll further and be conslstent with the goals and objectives of the comprehensive ptan and the plan will remaln internally consistent Resoonse• The Wesley Homes Lea Hill faciiity located at 32049 109th Place SE, received Hearing Examiner and City Council approval for a change in zone from LHR1 to LHR2 and a Conditional Use Permit and Height Variance in Nodember,2004. This decision allowed for the construction of the current facility on the original 18.36 acres. What is now proposed is to change the Iand use designation for the existing 18.38 acres and the additional 2 adjoining parcels consisting of 25,000 SF (previously not included in the 2004 action) to be changed from their current residential designation to a more appropriate public orquasi public designation as described on pages 148 thru 14-9.of the City of Au6urn Comprehensive Plan as amended in 2011. Concurrent with the request is a site specificrezone for ttie existing 18:38 acres and the additional 2 parcels from R-7 and R-5 respectively, to I (Institutional)which recognizes "nursing homes" as a permitted activity. Approval of both actions by the City Council will allow the applicant to proceed with 1he proposed ' additfon of a 36 bed skilled nursing facility with appropriate support facilities for the more "in need" residents; thereby allowing Wesley Homes Lea Hill Senior Living facility to provide for a full wntinuum of services for seniors under their care. The City of Aubum Comprehensive Plan Goal7 "Residentiai DevelopmenY' encourages a renge of housing to provide housfng needs forall members of the community. The existing facility and the proposed new 36 bed skill nursing facility wiil provide for an appropriate mix of services to serve the needs of seniors, consistent with Objective 7.1, and Policies, LU-17. Furthermore, the proposed addition of these parcels to the aiready deveioped senior living site, as noted in Policy LU-28 is an area that abuts a major arterial and does not conflictbetween fhe development of the arterial and single family uses. Also, consistent with LU-117, the Plan encourages well designed infill and redevelopment. projects to fully utilize previous investment in existing infrastructure in moderate derislty residential designated areas o,f'the City. Slnce that time, the City has completed an update to the City's Comprehenside Plan and Zoning Map (Amended in 2011). The existing Senior factlity is currently zoned R-7 and the subject two parcels are zoned R-5 as designated on the attached City Comprehensive Plan Map and City Zoning Map for the subject areas. in addition Wesley Homes Lea H(II, 1LC purchased the two parcels, (see attached Auditor reports for parcel 172105-9253 and 172105-9109), allowing them to proceed with the subJect concurrent request for .a Comprehensive Plan Map Amendment and Rezone request The applicant seeks a change in the Compreliensive Plan Map for the entire property owned by Westey Homes Lea Hill, LLC from "residential" to "public/quasi-public" and a concurrent rezone request from R-7 and R-5, respectively, to °I° (Institutfonal).
