HomeMy WebLinkAbout5016 RESOLUTION NO. 5 01 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AMENDING THE CITY OF AUBURN FEE SCHEDULE TO ADJUST FOR 2014 FEES WHEREAS, in connection with the municipal functions and operations of the City of Aubum, the City provides various services, a number of which e�ail fees; and WHEREAS, the City Council provided for the adoption of a Fee Schedule with the passage of Ordinance 5707; and WHEREAS, in the course of reviewing City fees, and in keeping with the philosophy of setting City fees in amounts reflective of actual costs, and in further keeping with the intent to make City fees and charges consistently accessible, it is appropriate to review and amend the fees and charges for City applications and activities for which fees are charged to adjust for changes to be effective January 2014. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, HEREBY RESOLVES as follows: Section 1. The City of Aubum Fee Schedule is hereby amended as seY forth in the attached "Exhibit A" and Section 2. The Mayor is authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 3. That this Resolution shall take effect and be in full force upon passage and signatures hereon and on ,lanuary 1, 2014. Fees: Pertnit fees shall be assessed in accordance with this section. Fees specified shall be adjusted for inflation each year based upon the Seattle Consumer Price Index. Fees shall be rounded down to nearest whole dollar. Appeal Fees: The fee for appeals of codes adopted pursuant to ACC Chapter 15 shall be $110.00 plus total hearing examiner costs. Plan Review Fees: When submitted documents are required by Section 106.3 of the Construction Administrative Code, a plan review fee shall be paid at the time of submitting the submittal documents for plan review. Said plan review fee shall be 65 percent of the building permit fee as shown in Table 1-A. The plan review fees specified in this section are separate fees from the permit fees and in addition to permit fees. Temporary CeRificate of Occupancy Fees: There shall be a fee equal to ten percent of the building permit fee for issuance of a temporary certificate of occupancy. 5. RENTAL NOUSING BUSINESS LICENSE FEES (Per Reso/ution No. 4601, Ordinance No. 5882, Reso/ution No. 4272, Reso/ution IVo. 4424 antl Ordinance 6477): (1) The fee for a Iicense to operate rerrtal housing businesses in the City, as defined in Chapter 5.22 of the Aubum City Code (ACC) shall be based on the total number of units as follows: (a) One to four dwelling units: $53.00 per year, (b) Five to 24 dwelling units: $106.00 per year; (c) Twenty-five or more dwelling units: $212.00 per year. (d) Communal residence: $150.00 per year (2) The fee for a license to operate rental housing businesses in the city shall be for the license year from January 1 to December 31, and each applicant must pay the full fee for the current license year or any portion thereof during which the applicant has engaged in the operation of reMal housing businesses. (3) The rental housing business license fee required by this chapter is in lieu af; and not in addition to, the general business license fee required by Chapters 5.05 and 5.10 of the Aubum City Code (ACC); provided, however, that any person required to obtain a rental housing business license must also obtain a general business license, at no cost, pursuant.to Chapters 5.05 and 5.10 of the Aubum City Code (ACC). (4) Notwithstanding the provisions of sub-section (1) of this section, the fee for operating rental housing facilities for any single individual, partnership, corporation or entity shall not exceed $424.00 per license period. For the 2010 calendar year only, rental housing business license renewals shall be valid for the period July 1, 2010 to December 31, 2010 subject to the payment of one-half of the specified fee. .For the 2011 calendar year and subsequent calendar years, rentaf hous'ing business license renewals shall be for the period January 1 through December 31. For the purposes hereof, each tie-down consists of the structuresffacilities necessary to accommodate one (1) regular sized light aircraft. Furthermore, the hangar doors to which the security surcharge applies includes ali hangars located at the Aubum Municipal Airport, including those hangar§ buift on land owned by the City but leasedto private parties, and those hangars ovmed in a condominium type ownership. The above lease and security surcharge amounts are subject to applicable leasehold taxes, which shall be paid by the tenant. The total charges, including the above lease rates plus lease hold tax and surcharge shall be reflected in monthly biiling rates. Tenants shall be given notice as required by Ordinance or lease agreements. The Airport Lease rates shall be effective January 1, 2A432014. Payments.. Payments are due on the first of each month, past due as of the 5"' and late as, of- the 15`". Payments not received by the 15"' incu� a $10.00 late fee. Payments not receivecl after 30 days from the due date incur an additional $25.00 delinquency fee. Automatie gate electronic cards.
