Washington, amending Sections 2.03.040 and 2.03.090 of the
Aubum City Code related to the organization of City administrative
govemment
ORDINANCE NO. 6 4 92
AN ORDINANCE OF THE CITY COUNGL OF THE
CITY OF AUBURN, WASHINGTOIV, AMENDING
SECTIONS 2.03.040, AND 2.03.090 OF THE AUBURN
CITY CODE RELATED TO THE ORGANIZATION OF
CITY ADMINISTRATIVE GOVERNMENT
WHEREAS, the City of Auburn has functioned very well with its organizational
structure and its capable and qualified employees; and
WHEREAS, with the election ofi a new Mayor and the individual prerogatives of
the new Mayor's administration, it is understandabie and reasonable that changes
would be made that befter suit that administration; and
WHEREAS, in connection with the commencement of the new Mayoral
administration, it is appropriate that changes.affecting the administration be reflected in
the City Code, yet preserving the responsibilities and prerogatives of the City Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN as follows:
Section 1. Amendment to Gifir-Code. That Section 2.03.040 of the Aubum
City Code be and the same hereby is amended to read as follows:
2.03.040 Appointment of appointive officers.
A. The �e�Mavor shall appoint, and .at his/hec pleasure may
remove, all si�y—Citv appointive officers, subject to the provisions of any
applicable law, rule or regulation pertaining to civil service,. state law or city
ordinances. This appointive authority applies to acting, interim and permanent
appointive office . : of those deoartments and
divisions listed in Title 2 of the City Code

BB. The Mavor shall also have the authoritv to make ��

C. It is provided, however-, that appointment or termination of the si#�
Citv a�Eerfley-�Attornev shall 6e subject to confirmation by a majority ofi the
members of the si#�-Cf�t r sedasi�Council. It is further provided that termination of
the Police Chief shall be subiect to anv apolicable statutes or rules reaardinq
termination of a oolice chief for cause.
D. The Mavor shall submit to the Citv Council for review an
orqanizational chart showing cu�rent orQanizational reoortinq relationships and

Section 2. Amendment to Citv Code. That Section 2.03.090 of the Auburn
City Code be and the same hereby is amended to read asfollows:
2.03.090 Departmental coordination duties.
A. The �aa�rec-Mavor shall be responsible. for the coordination of the
activities of the various si�Citv deya#�eatsDepartments, beards-Boards and
se�issieas-Commissions to eliminate waste and duplication of efforts, prevent
the depar#�aewt�Departments from working at cross purposes, avoid conflicts in
authority, and promote effective liaison between all agencies thffi work for the

B. In furtherance of the coordination duties set forth in.this Section the
Mavor is authorized to chanqe the reoorting reauirements of and amona the
various appointed officers. includina moving said officers to different deoartments
oc divisions. Provided. that the Mavor shall not chanae the re�ortinq
reguirements of a000inted offcers in the Offce of the Citv Attornev Citv Clerk or
of commissioned officers of the Police Department
C. If the chanqe in reoortin4 requirements chanqes the oowers or
duties of a Citv Department.as set forth in this Code and as soecified in state
statute, the Mavor shall bnnq an amendment to the aqplicable Code sections

before. the Cfir Council for review and aooroval as soon as oracticable (1957
code § 7.03.100.)
Section 3. Imalementa4ion. The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry out the directions of this
legislation.
Section 4. Severabilitv. The provisions of this ordinance are declared
to be separate and severabie. The invalidity of any clause, sentence, paragraph,
subdivision, section or portion of this ordinance, or the invalidity of the application
thereof to any person or circumstance shall not affect the validity of the remainder of
this ordinance, or the validity of its application to other persons or circumstances.
Section 5. Effective date. This Ordinance shall take effect and be in force
five days from and after its passage, approval and publication as provided by law.
