MINUTES
I. CALL TO ORDER
Deputy Mayor Wagner called the special meeting to order at 11:00 a.m. in
the Council Conference Room Jocated atAubum City Hall. The purpose of
the meeting was to review Ordinance No. 6492 relating to the organization
of City administrative govemment and Council Committee meeting dates
and times and discuss the next steps for the Junior City Council.
A. Roll Call
Deputy Mayor Rich Wagner, Vice Chair Bip Peloza, and Member
Largo Wales were present.
Department Directors a.nd sta,ff members present included: City
Attomey Daniel B. Heid; Chief of Police Bob Lee, Innovation and
Technology Director Ron Tiedeman, Inferim Human Resources and
Risk Management Director Rob Roscoe, and City Clerk Danielle
Daskam.
B. Announcements
There was no announcement.
C. Agenda Modifications
There was no change to the agenda.
IL CONSENTAGENDA
There was no item under the Consent Agenda for consideration.
I I I. ACTION
A. Ordinance No. 6492 (Hursh)
An Ordinance of the City Council of the City of Aubum, Washington,
amending Sections 2.03.040 ant1:2.03.090 of the Aubum City Code
related to the organization of Cify adminisfrative govemment
CiryAttorney,Heid presented a revised Ordinance No. 6492 for
Committee discussion. Deputy Mayor Wagner spoke in favor of
amending Aubum City Code to provide the Mayor with the maximum
flexibility in managing administrative positions.

Ciry Attomey Heid also distributed copies ofi Municipal Research and
Services Center information relating to roles and responsibilities of fhe
Mayor and Council under the the Mayor-Council form of govemment,
including RCW 35A11.020, RCW 35A.12.020, RCW 35Al2.09U, and
RCW 35A.12.100.
Member Wales spoke in favor fo retaining Council's powers and
authority as provided by law.
Motion by Member Wales, second by Vice Chair Peloza to approve
Ordinance No. 6492 dated January 2, 2014, with an additional
paragraph D as follows: "The Mayor shall submit to the City Council
for review and approval an organizational chart showing the current
organizational relationships and proposed changes."
MOTION CARRIED UNANMOUSLY. 3-0
B. Council Committee Meetings Dates and Times (Wagner) I
Deputy Mayor Wagner ezplained the need to reschedule the regular
meetings of the Council Operations Committee meeting due to the
conflict in meeting date and time with the Finance Committee
meeting. Currently, both committees meet on the first Monday of the
month at 5:00 p.m.
Motion by Vice Chair Peloza, second by Member Wales to move the
regular meeting time ofithe Council Operations Committee tothe first
Monday of the monfh at 3:00 p.m.
MOTION CARRIED UNANIMOUSLY. 3-0
IV. DISCUSSION ITEMS
A. Next Steps for Junior City Council (Wagner)
Deputy Mayor Wagner led the discussion regarding the next steps for
the Junior City CounciL Member Wales suggested the City utilize the
services of the parliamentarian from Jurassic Parliament to provide
the Junior City Council with an introduction to parliamentary
procedure. All members agreed with the suggestion, and Deputy
Mayor Wagner will work with the Mayor's Office to coordinate a
training session on parliamentary procedure at the February,
2014, Junior City Council meeting.

The special meeting adjourned at 11:50 a.m.
