Welcome and Introductions _ Deputy Mayor Backus called the Council Operations Committee meeting to order at 5`07 p.m., in the Council Chambers at Aubum Ciry Hall, 25 West Main Street'in Aubum. B. Roll Call Members 'in attendance incl,uded Chair Backus, Vice Ghair Rich Wagner and Member Bill Peloza. Also in attendance were City Attorney Daniel B. Heid, Deputy City Clerk Shawn Campbell, Tyler Cushing, Mauricio Martinez=ToRes, Sydney Campbell, Mary Reil, Dal#on Hands and Olivia Thomas. C. Announcements There was no announcement. D. Agenda Modifications There was no change to the agenda. II. CONSENT AGENDA III. DISCUSSION ITEMS A. Overview of Junior City Council Committee Chair Backus, Vice Chair Wagner and Member Peloza introduced themselves to the City of Aubum Junior City Council candidates. Each member of fhe CounciF Operafions Committee explained what City, regional and national committees they attend. Each candidate briefly introduced themselves and explained why they would like to be on the Junior City Council. The Committee explained to the candidatesthe Council wants to hear opinions from the members of the Junior City Council on all areas of the City not only those involving youth. ` Candidate Hands asked how many people make up the Junior•City Council. Chair Backus explained 4he Committee is made up of nine Page 1 of 3 members. Currently eight members have been selected and two altemates. The Committee wou.ld like to have one representative from each school in the future but currently some schools are not represented. During the initial pro.cess four Junior City Councilmembers will be appointed to a one year term and the other five will be appointed to two year terms. Hereafter all terms will be for two years. Chair Backus explained the Junior City Council will meet as a full Council once a month. At fhe first meeting they will select a Junior City Council Chair and Vice Ghaic. They will also decide if they would like to have subcommittees. A representative from the Junior City Council will reporE the full Council at least once a month. B. Policy & Procedures for Junior City Council Chair Backus reviewed the roles and responsibilities ofthe Junior Ciry Council per Ordinance No. 6441. She explained the Deputy Mayor will be the Council liaison. The Junior City Council will leam the proper rules and proceduresfor the Junior City Council and the rules goveming them by the Open Public Meetings Act. The Junior City Council will review items, vote on those items and then make recommendations to the full Council. Candidate Campbell inquired regarding any additional responsibilities of the Junior City Council Chair. Chair Backus explained the Chair would run the meeting, encourage comments from all members, and help the committee woFk together as a whole. Candidate Thomas asked if the Chair rotates or if if is for a whole year. Chair Backus explained the position is set for one year. Candidate Hands asked whenterms expire. Chair'Backus said the terms expire in August each year. Candidate Campbell asked ifia person could apply for additional terms. Chair Backus stated there will not be term limits. Vice Chair Wagner explained the Junior City Council Meeting agenda will be se4 by City staff for tFie first few meetings then the Junior City Councilmembers will be responsible for setting their own agenda. C. Set Meeting Schedule for Junior City Council The candidates spoke about times and days of the week that would work best to hold the Junior Ciry Council meetings. The Junior City Council mkeetings will be held the third Monday of every month from 5:00 p.m.to 6:00 p.m. The first official Junior City Council meeting will be December 16, 2013 at 5:00 p.m. IV.
