CALL TO ORDER CITY OF AUBURN TRANSPORTATION, TRANSIT AND TRAILS COMMITTEE February 26, 2014 MINUTES Chairman Roger Thordarson called the meeting to order at 9:00 a.m. in Conference Room #2, located on the second floor of Auburn City Hall, One East Main Street, Auburn, Washington. Committee members present were: Vice Chair Nick Perius, Jim Fletcher, Lonnie Tealer, Michael Pratum, Richard LaBoyne and Terri Calnan. Also present during the meeting were: Community Development & Public Works Director Kevin Snyder, Assistant Director of Engineering /City Engineer Ingrid Gaub, Office Assistant Molly Hoisington, Storm Drainage Engineer Tim Carlaw, Transportation Planner Joe Welsh, Traffic Engineer James Webb, Emergency Preparedness Manager Sarah Miller, Deputy Chief (VRFA) Mike Gerber, Executive Director State Government Affairs (BNSF) Johan Hellman, Regional Director of Public Affairs (BNSF) Courtney Wallace and Manager of Hazardous Materials (BNSF) Justin Piper. II. CONSENT AGENDA A. APPROVAL OF MINUTES It was moved by Chairman Thordarson, seconded by Committee that the Committee approve the Transportation, Transit and Trails Committee minutes for January 22, 2014. Motion carried. III. DISCUSSION AND INFORMATION A. BNSF OIL AND COAL TRAIN SAFETY (BNSF Staff) Transportation Planner Joe Welsh introduced the guest speakers from BNSF: Johan Hellman from Government Affairs, Justin Piper from Hazmat /Hazardous Materials and Courtney Wallace from Public Affairs. Chairman Thordarson stated there have been a lot of reports in the media about what the railroad is doing to protect the areas from the oil and the possibility of a spill /explosion and asked what outreach is being done to the local first responders. Courtney responded stating that last week in particular the railroad industry and BNSF have proactively worked with Secretary Fox with the US Federal DOT to implement several new voluntary measures. One thing that the company is evaluating is purchasing their own tank cars as they currently do not own the tank cars, they are owned by the shippers. Request for proposals have been submitted and are expected back mid March. In addition, there will be more frequent track inspections and further reduced speeds when it comes to the unit trains. The speed limit overall was 50 MPH and will be further reduced to 40 MPH and typically in urban areas the trains go even slower than that. Justin responded to question asked by Member Fletcher that the biggest difference between the old railcars versus the new style is the shell thickness. The old cars are non jacketed tank cars with the shell in the cars only about a half inch thick. The new car would increase the shell thickness and add a thermal protective material over the shell. This improves the crash worthiness by about 80% compared to the existing car. Thermal protection will help protect those cars in the event that there is a fire of some sort.
