~~ ORDIN~~CE: Declaring a public emergency to exist
requiring the expenditure during the year 1942 from the Current
Expense Fund of the City of Auburn, of moneys not provided for in the
budget for the year 1942, for the purpose of assisting(t~ pay-
ing the costs and expenses of civilian defense work in and for
The City of Auburn; and Directing that emergency warrants for that
purpose be drawn on the Current Expense Fund of the City of

THE CITY C01J1TCIL OF THE CITY OF AUBURN DO ORDAlli AS FOLLOVIS:
Section 1. That the following are facts: ~hen the budget
of the City of Auburn for the year 1942 was prepared and adopted
the(Uni ted States of America was not in a state of war with any
foreign government. Now a state of war exists between tbe United
States of Anerica and the Governments of Japan, Germany, Italy,
etc. (The proximity of the City of Auburn and its environs to the
Pacific Ocean is such that attempts may be made by enemy govern-
ments to bomb, shoot, kill and wound the inhabitants of this oity
and to burn and destroy property within its borders. Se1f-preeer-
vation demands that this city make substantial efforts during the
year 1942, as civilian defense precautions, to proteot itself and
its inhabitants, so far as possible, from injuries and danage
resulting from such hostile attempts. Such oivi1ian defense pre-
cautionary efforts will require the expenditure by the City of
AUburn as a parti.a1 contribution toward paying tl::'e OCE ts and
expense~ of such efforts during the year 1942, of an estimated

seotion 2. That by reason of the facts stated in Section 1
of this Ordinance a public emergency nOli exists requiring the
expenditure during the year f942, from the current expense fund of
the City of Auburn, of moneys not provided for in the budget for
the year 1942, for the purpose of assisting ~n~ paying the oosts
and expenses of civilian defense work in and for thE said city,of

That such emergency coWd not have been reasonablY forseen at t e
time of making the budget of estimated expenditures from the
Current Expense Fund of the City of Auburn for the year 1942,
which budget was adopted by the city Council in October, 1941;
and that the estimated amount of eX:fBnditures required to meet
such emergency is the sun. of e /2.JfO y
Section 3. That emergency warrants be drawn on the Current
Expense Fund of tl::'e City of Auburn for a sum or sums not amounting
in the aggregate to more than :~ liSt:) ~ for the purpose of
assisting in paying the costs ana expenses of the civilian defense
work heretofore referred to in this Ordinance.
