AN ORDINANCE, relating to the regulation of the oonstruo- tion of buildings within the corporate limits of the City of Auburn, and amending Article:; of Seotion I, Artio1e :; of Seotion V, Artio1e 10 of Seotion V, Artio1e 2 of Seotion VI, and Article 3 of Seotion VII, of Ordinanoe No. 467 of the Ordinances of the City of Auburn. THE CITY COUNCIL OF THE CITY OF AUBURN DO ORDAIN A$ FOLLOWS: SECTION 1. That Article :; of Section I of Ordinarioe No. 467 of the ordinances of the City of Auburn, passed and approved Maroh 13, 1923, (commonly known as "Auburn's Building Ordinance") be and the same hereby'is amended so that as amended the same shall read as follows: "Section I, Article 3. permits. It shall be un- lawful for any person, persons or oorporation to proceed with the erection, alteration, enlargement, or removal of any building, or any part thereof, unlesS application for a permit shall have been made by the owner or his authorized agent and a permit therefor issued by the building inspector. An application for a permit shall be submitted to the building inspector on the form supplied by him and shall be acoompanied by two (2) sets of plans and specifications setting forth the extent and oharacter of the work in all its principal parts. Upon approval of plans and speoifi- cations, one set so marked will be returned to the appli- oant, and must be kept at the building site, and shall be acoessib1e at all times to the building inspeotor. No change in salle is to be made without notifioation to and approval by the building inspector. The applioation shall state: (1) size and location of lot; (2) classification of the buildingj (3) the occupaMY or use to which it is to be put; (4) the live loads for which the floors are designed; (6) the CQllt of the completed building or alteration; (6) the fee to be paid for the permitj (7) any other information re~uired by the building inspector. When the estimated cost of erecting, altering or repairing any building does not exceed one thousamd dollars (11,000.00) the person applying for a permit may file wIth the building inspector in lieu of plans and specifi- oat ions re~uired above, a statement in writing setting forth what repairs, alterations or improvements are oontemplated, and describing the general charaoter, nature and extent of the same. A permit issued hereunder shall be valid only for the number of days stated therein and in no case for a longer period than one (1) year from the date of issuance." ,. .- '. SECTION 2. That Artio1e 3 of Seotion V of said Ordinanoe No. 467 be and the same hereby is amended so that as amended the same shall read as follows: "Seotion V, Artiole 3. Foundation Walls: All founda- tion walls and piers shall be oonstruoted of stone, brick or oonorete. They shall be of sufficient size and strength to bear the weight of the construotion with its super- imposed load and shall extend through loam or top soil to the solid bottom. ffoundation walls shall rest on piling where so required by the building inspector. Every building ereoted without oe11ar or basement shall have, in the external walls below the first floor level, not less than four (4) ventilators e~ua1 in total area to one-tenth (1/10) of one per oent (l~) of the ground area of the building and so p1aoed as to insure oross o~rrents of air,and no floor joist shall be less than eighteen (18) inohes above the ground, and shall have an eighteen-inoh by twenty-four-inoh door oonstructed in the wall below the first floor level." SECTION 3. That Artio1e 10 of Seotion V of said Ordinance No. 467 be and the same is hereby amended so t hat as amended the same shall read as follows: "Seotion V, Article 10. Fire SttrPing. All stud walls and partitions in all bui1dings-Eerea er erected, shall be firestopped at the floor level, and at a point midway between floor line and oeiling when more than eight (8') feet six (6") inohes in height. All spaoes between joists aDd rafters, where they rest on d~vision walls or partitions, shall be firsstopped in a manner to oompletely cut off oommunioation by fire through concealed spaces. All suoh fire-stops shall be of the salIB materi a1 as joists, rafters and studdings. ~~re stops of mortar or other inoombusti~le material shall be placed around all pipes, ducts, eto., where they pass through floors, oeilings, plates or firestops. rurring against masonry walls shall be rirestopped as required for bearing partitions, with the additional provision that the oraoks between the wood fires tops and the wall shall be stopped with mortar, as shall also b~ny oraoks between the studs and wall along the line of the fire-stops." SECTION 4. That Artio1e 2 of Seotion VI of said Ordinanoe No. 467 be and the same hereby is amended so that as amended the same shall read as follows: "Seotion VI, Artio1e 2. Stairwa~s: All sta:lrways shall have a rise of not over eight { J inohes to a step and not less than nine (9) inohe~ treads. The width of stairways required herein shall be taken to mean the clear distance between hand rails or newels and wall. Stairways having a width of 3'6" or more shall have hand rails on both sides. All stairways over three risers high shall have hand rails. . No run of stairs shall have more than 20 risers between consecutive landings. No winders shall be permitted in stairways of any building except dwellings and buildings appurtenant thereto. " .., D',~ .,..... -" ,... .....-. .... . '. Except in dwellings all stairways shall have at least 7 feet of clear head room measured perpendicularly from the nosing of treads. Except in dwellings, the underside or soffet of all stairways not contained in stair enclosures shall be plastered. In all dwelling stairways there shall be at least six (6) feet two (2) inches of clear head room measured perpen- dicularly from t he nos ings. " SECTION 5. ~hat Article 30f Section VII of said Ordinance No. 467 be and the same hereby is amended so that as amended the same shall read as follows: "Section VII, Article 3. Garages: A garage.in or attached to a residence shall be separated therefrom by dry one-inch matched lumber not wider than six (6) inches, free from holes, loose knots, solid knots larger than one (1) inch in diameter or other flaws affecting its resistance to the transmission of fire, which shall be placed on the garage side of the separation. Shiplap covered with lath and plaster, shiplap covered wi th two (2) layers of one-fourth (t) inch plasterboard with joints staggered, or shiplap covered with plasterboard and three-eighths (3/8) inch plywood, breaking joints with the plasterboard, may be used in lieu of the one (1) inch matched ~~~Ar specified above. A garage~'" is ad jacent to a residenc e but not attaohed thereto, and which has sheathed wall, shall be considered a~parate building so far as the requirements of this section are concerned. Any openings conneoting a garage to a residence or part thereof, shall be equipped with fixed fire windows or doors constructed of two thioknesses of dry one-inch (1") matched lumber of the wove specified quality placed at right angles and solidly nailed together, or the equivalent, which, under usual conditions is a panel door having stiles and rqils not thinner than one and three-eights (1 3/8l inch, with the garage side of door covered by either sheet metal or one-fourth (tl inoh plywood after solidly filling all panels on the garage side with wood or plasterboard. Such doors shall be automatic or self-closing, and if arranged to slide rather than swing, shall lap the :jambs not less than four (4) inches."
