Resolution No. 5073, setting a public hearing to consider the vacafion

right-of-way yac.ation site and was supportiye of the vacation and
setting the public hearing.

Emergency Preparedness Manager Sarah Miller provided background
informati_on on Resolution No: 5077; a Resolution au#horizing ffie City
of Auburn to adopt the King Counry Regional Framework for Disasters

the Mayor to execute the necessary agreements to support the '

Assistant.Direeto�Tate p�ovided an.update on Communal Hous'ing
and Ord'inance No.'6477. Staff discussed the Conditional Use Permits
(CUPs) that haye been_ti�ougfit`forwaFd.based on the implementation.
of'th"e.Ordinance. Two .CUPS were broughf forward to the City's
Hearing Examiner for a P-ublic. Hearing on May 28, 2014 and_tlje
Hearing Ezaminer will render his decision shortly. Chair Holman
provided_responses to an email�from audience member Russ
Campbell rega�ding room sizes and the CUP process.

with families. we stated as a teacher he loves his students, he:has

students. He stated that he agrees that a moratorium should be
enacted to protect the neighbors.
A discussion was held regarding the protocol and obligations required
by other colleges to maintain studenUchild housing and safety while
attending school in a foreign country.
Shao Zia Zhu, 12720 SE 318th Way, Auburn
Ms. Zhu stated she and her husband are the applicants of the CUPs
that went before the Hearing Examiner. She thanked the City for 4he
new regulations and explained that they live in the neighborhood near
their rentals and have a good relationship with their neighbors. They
love their neighbors and have received positive feedback from
them. They started their student rentals 8 years ago under the former
guidelines of the City. As required, and in order to honor the City's
regulations they applied for the CUPs, they did not desire to cause
dissention over their applications.
Ms. Zhu stated they care about their neighborhood, the students and
rentals. Each Friday they #ake the students shopping, and to handle
issues she keeps her cell phone on 24 hours a day. If the students
violate their strict rules they are swiftly dealt with so that the
relationship with the neighbors is respectful. Some may encourage the
students to not falk with the neighbors, it is their practice to teach the
students to know the neighbors and they are eager to do so. As
owners, they desire to be a good example for communal housing
landlords and show them how to run a successful business. The rental
units are safe, clean, and well taken care of. They are closely
monitored and issues are taken care of quickly. Regardless of the
number of permitted tenants, some homes will fail because they are
not cared for.
Gary Kiefer, 12720 SE 318th Way, Auburn
Mr. Keifer stated that some rentals are not being maintained with the
same safety standards and quality we provide as landlords. It has
been their intent to comply with the City's regulations; it would have
been much easier to have a renfal with four or less tenants, requiring
less of the landlord. He stated that they have been "grilled heavily" at
the Hearing Examiner meeting yet still feels following the rules is the
right thing to do. Mr. Keifer stated that they have been renting for
years and love their students.
Mayor Backus explained, as the Chair of the Committee at the time
the regulations were developed, the goal of the regulations were to
provide an understanding and standard for maintaining the care of the
rentsl homes, while setting standard expectations for how
international and domestic students should behave as part of the

schedule a monfhly meeting for Aubum and GRCC teams #o enhance
tlieir partnersliip; the fi�st thing will be to discuss studenf hou§ing:

E. Director's Report (Tate)
Assistant Director tate exPlained that City staff, Police, an„d Fire st_aff
met "with fhe Aubu�n Advenfist Academyrepresen#atives to discuss
campus addressing lasf week. The parties are close to formulating a
urnfied concept ofireadd�essing the entire campus. Ulf'imately th:e
change of address requesf will go through the Gity's process, bemg
reviewed by this Gommittee befo�e going forward to City Couneil.
Last Tuesday cqncrete:;truc.ks were positioned,on Main. Street�to 6egin.
pouring part of the frst floor platform of the Trek Apartments. Tfiey
