/ WASHINGTON MINUTES
I. CALL TO ORDER
Chair Peloza called the meeting to order at 3:30 p.m. in Conference Room
3 of City Hall, 25 West Main Street, Auburn, WA.
A. Roll Call
Members present: Ghair Bill Peloza, Vice Chair Wayne Osborne and
Member Claude DaCorsi.
Staff present: Chief of Police Bob Lee, Parks, Arts & Recreation
Director Daryl Faber, Emergency Preparedness M.anager Sarah Miller
and Police Secretary/Scribe Terry Mendoza. Others present:
Auburn Reporter representative Robert Whale.

Vice Chair Osborne moved to accept the Minutes as presented.
Member DaCorsi seconded. Chair Peloza concurred.
MOTION PASSED: 3-0
III. ACTION
A. Resolution No. 5077 (Miller)
Emergency Preparedness Manager Sarah Miller briefed the
Committee on Resolution No. 5077 which is a replacement for the
Regional Disaster Plan. The Regional Plan was the inter-county
mutual aid agreement. It is now called the King County Regional
Coordination Framework (RCF) for Disasters and Planned Events.
The agreement provides for mutual aid between governmental and
non-governmental entities within King County and allows for cost
recovery during disasters. Since the City of Auburn is the s.ignatory,
all areas within the City including areas that fall within Pierce County,
are covered under this plan. There is no cost to the City to be a part

of this financial agreement. If we request mutual aid from another
entity we pay the bill; if another entiry requests aid from us, they pay
the bill. Additionally, the 60-day requirement is a 'good faith' effort that
all participating entities_will get their bilis submitted and paid in a
timely manner. This will also assist in receiving FEMA
reimbursement. Committee discussion followed.
Vice Chair Osborne moved to forward Resolution No. 5077 to full
Council for consideration. Member DaCorsi seconded. Chair Peloza
concurred.

IV. DISCUSSION ITEMS
A. Fireworks Update (Lee)
Chief of Police Bob Lee provided an update on the Police
DepartmenYs fireworks plan/policies for 2014. Chief Lee and
Assistant Chief Bill Pierson met with Mike Jerry of the Muckleshoot
Tribe and were introduced to Sharon Laclair, new Fireworks
Commissioner. The fireworks emphasis will remain basically the
same as in 2013. Based on the volume of calls received in the past
few yea.rs, staffing will begin o.n June 23 and continue to build up to
July4. To our benefit fhe 4th falls on a Friday this year and this is the
PD's overlap day. There will be approximately sixty (60) officers
scheduled to work across all shifts. In the 2013 "After Action
Fireworks'` report; three hot spots were idenfified in the City. As such,
some staff are being redeployed to provide a more focused
enforcement in these more active areas. The time frame for fireworks
sales remains the same. Discharging will be Sunday through
Thursday until 10:00 p.m.; Friday and Saturday until midnight.
Discharging on the 4th of July is until 2:00 a.m. There will be a vendor
show on Saturciay, June 14, along with a Casino Show later in the
month. As such, the event info will be put on a reader board at the
bottom of the hill leading up to the Casino to warn res.idents.

B. 2013 AIFM Report (Faber)
Parks, Arts and Recreation Director Daryl Faber provided fhe 2013
report on the Auburn International Farmers Market. Director Faber
reported fhat each year we continue to grow, become more organized,
and provide more successful programs. The number of vendors,
visitors and sales continue to rise. Revenue increased by 13.0% over
2012 figures. The market went 16 weeks last year and came in
numbe� 2 in a state competition of favorite markets. King County
Conservation District participated in the market three times last year
and supplied $15,000.00 in funding to assist in our 2013 marketing

campaign. There were 18 non-profit groups and 65 different vendors
in our booths. Joanne Macnab, Farmers Market Manager, was invited
to speak to new market managers at the Washington State Farmers
Market Association Conference. Committee discussion followed.
C. Project Matrix
The following changes were identified for the Project Matrix:
Item 24P: Review date updated to 7/28/14.
Item 29P: Review date updated to 8/11/14.
Item 31 P: Review date updated to 8/11/14.
V. ADJOURNMENT
The meeting was adjourned at 4:11 p.m. The next regular meeting of the
Municipal Services Committee is seheduled for Monday, June 23, 2014 in
Conference Room 3 of Cify Hall, 25 West Main Street, Auburn, WA.
