CALL TO ORDER
Member Trout called the meeting to order at 5:00 p.m. in Annex
Conference Room 1 located on the second floor of the City Hall Annex at
1 East Main Street in Auburn.
A. Roll Call
Vice Chair John Holman and Member Yolanda Trout were present.
Chair Largo Wales was excused.
Officials and staff members present included: City Attorney Daniel
B. Heid, Finance Director Shelley Coleman, Community
Development and Public Works Director Kevin Snyder, Assistant
Director of Engineering and City Engineer Ingrid Gaub, Parks Arts
and Recreation Director Daryl Faber, Innovation and Technology
Customer Support Manager Reba Stowe and Deputy City Clerk
Shawn Campbell.

C. Agenda Modifications
There was no change to the agenda.
II. CONSENT AGENDA
A. December 1, 2014 Minutes
Vice Chair Holman moved and Member Trout seconded to approve
the minutes as distributed.
MOTION CARRIED UNANIMOUSLY. 2 -0
B. Claims Vouchers (Coleman)
Claims voucher numbers 431473 through 431660 in the amount of
$1,337,790.75 and two wire transfers in the amount of $2452.21 and
dated December 15, 2014.
Vice Chair Holman moved and Member Trout seconded to
approve the claims vouchers and payroll vouchers.

C. Payroll Vouchers (Coleman)
Payroll check numbers 535200 through 535233 in the amount of
$859,460.56, electronic deposit transmissions in the amount of
$1,303,856.97 for a grand total of $2,163,317.53 for the period
covering November 27, 2014 to December 10, 2014.
See claims vouchers above for approval of payroll vouchers.
III. ORDINANCES
A. Ordinance No. 6546 (Heid)
An Ordinance of the City Council of the City of Auburn, Washington,
amending Sections 13.36.040, 13.36.230, 20.04.020, 20.04.120,
20.06.020, 20.06.100, 20.06.130 and 20.06.180 of the Auburn City
Code relating to the City of Auburn Fee Schedule
City Attorney Heid introduced Ordinance No. 6546
Member Trout asked if the fee schedule is updated annually. City
Attorney Heid explained it is typically updated once a year, but could
be more frequently if needed.
Vice Chair Holman moved and Member Trout seconded to forward
Ordinance No. 6546 to the full Council for consideration.

B. Ordinance No. 6547 (Heid)
An Ordinance of the City Council of the City of Auburn, Washington,
amending Chapter 3.68 of the Auburn City Code relating to Parks
and Recreation fees
City Attorney Heid introduced Ordinance No. 6547.
Director Faber explained this allows for more flexibility in the cost of
programing.
Vice Chair Holman moved and Member Trout seconded to forward
Ordinance No. 6547 to the full Council for consideration.

IV. RESOLUTIONS
A. Resolution No. 5114 (Heid)
A Resolution of the City Council of the City of Auburn, Washington,
amending the City of Auburn Fee Schedule to adjust fees for 2015

City Attorney Heid introduced Resolution No. 5114.
Vice Chair Holman stated the Council agreed the fee's charge to the
citizens should be actual costs. Some of the increases are
substantial, he requested an explanation for citizens. Director
Snyder explained the City's goal is cost recovery for fees, some
items cost more then the current fees but the City is working on cost
of service studies.
Vice Chair Holman moved and Member Trout seconded to
forward Resolution No. 5114 to the full Council for consideration.
DISCUSSION ITEMS
A. Ordinance No. 6545 (Gaub)
An Ordinance of the City Council o
amending Chapter 3.12 of the City
f the City of Auburn, Washington,
Code relating to public contracts
Assistant Director of Engineering / City Engineer Gaub introduced
Ordinance No. 6545. She explained this ordinance cleans up and
clarifies some language already in the Auburn City Code.
B. Resolution No. 5115 (Held)
A Resolution of the City Council of the City of Auburn, Washington,
amending the City Council Rules of Procedure as adopted by
Ordinance No. 5802 and amended by Resolution Nos. 4282, 4429,
4467, 4615, 4686, 4740, 4813, 4909, 5105 and 5112
City Attorney Heid introduced Resolution No. 5115. He explained
this modifies the Council Rules and Procedure to allow the Mayor to
rearrange the agenda.
C. Auburn Area Chamber of Commerce Services Agreement Update
Cathy Wagner and Nancy Wyatt from the Auburn Area Chamber of
Commerce spoke to Committee about the accomplishments of the
Chamber. Vice Chair Holman asked what Ms. Wyatt was most proud
of in the last year. She explained the Chamber provides information
packets to prospective businesses and residents that showcase the
City of Auburn. Vice Chair Holman asked what the Chambers goals
are for 2015. Ms. Wyatt stated the Chamber intends to work on
retention of businesses and helping small businesses grow and stay
in Auburn.
