HomeMy WebLinkAbout05-28-2014 Minutes CIT1'OF -��r � * CITY OF AUBURN �� TRANSPORTATION, TRANSIT `� AND TRAILS COMMITTEE ' � WASHINGTON May2a, 2o�a L GALL TO ORDER Chairman Thordarson called the meeting to order at 9:00 a.m. in Conference Room #2, located on the second floor of Auburn City Hall, One East Main Street, Auburn, Washington. Committee members present were: Richard LaBoyne, Terri Calnan, and Lonnie Tealer. Also present during the meeting were: Community Development and Public Works Director Kevin Snyder, Assistant Director of Engineering/City Engineer Ingrid Gaub, Transportafion Manager Pablo Para, Transportation Planner Joe Welsh, Traffic Engineer James Webb, Public Works Secretary Molly Hoisington, Public Works Office Assistant Michelle Thompson, and citizens Taylor Guzman and Elaine Spurgeon. II. CONSENT AGENDA A. APPROVAL OF MINUTES Committee approved the Transportation, Transit and Trails minutes for April 23, 2014. Minutes were approved by consensus. III. DISCUSSION AND INFORMATION A. TRANSPORTATION IMPROVEMENT PROGRAM (TIP) (Webb) Transportation Manager Para and Traffic Engineer Webb pressnted Draft 2015-2020 Transportation Improvement Program. Beginning with a brief overview of this six-year plan, Para explained that the TIP is updated annually and is a requirement of the Washington State Growth Management Act (GMA).,The Revised Code of Washington (RCW) require"s the TIP to be approved by the City Council and submitted to the state prior to July 1. The majority of the projects in the TIP have been on the list for some time, and completed items have been removed. Projects listed for the first two years will get transferred into the City Financial Plan and will be in the City's budget. Traffic Engineer Webb mentioned that the first three years are financially constrained and only monies we currently have may be used:The following three years are not subject to that restriction, so they are the bigger projects. Member Calnan shared the continued desire for Auburn to be a bicycle-friendly City. To this end, keeping bicycles off of Aubum Way should be a priority. Para informed the committee that the bike lanes on B Street will extend all the way north, providing a parallel alternative to Auburn Way. Webb shared information regarding a grant for extending the bike lane on Main Street from the Interurban Trail to West Valley Highway. Member LaBoyne asked about the number of projects related to retrofitting for ADA compliance. Transportation Manager Para stated that ADA requirements are a part of every infrastructure improvement that the City does. There are a few projects, such as sidewalk repair and pavement preservation, that are almost exclusively for ADA compliance. Any City project that is constructing new improvements in the right-of-way (ROW) is constructed to meet current ADA requirements. TranspoRation Transit and.Trails Committee- Mav 28. 2014 There was a brief discussion regarding signalization updates and associated Safe Routes to School upgrade projects. Member Tealer asked several questions related to the budget on the TIP Summary. Per Transportation Manager Para, the budget for item #1 (A St NW — Phase I) increased for 2016 due to a major wetland planting plan that will take place which is a mitigation requirement for 4he project. TIP Summary item #5 (M Street Underpass) is to repay a Public Works trust fund loan that the City took out fo�the original construction. Member LaBoyne asked about the impacUmitigation fees in relation to residential and commercial developments on a corridor and specifically related tb the prbject on 277`h. Para explained 4hat impacUmitigation fees are paid through the Citywide impact fees assessed at a flat rate per dwelling unit on residential, and on square footage combined with trip generation for commercial developments. The project on 277`h is fully funded with design ongoing as the ROW issues are being resolved in coordination with fhe City of Kenl and King County. A short discussion regarding the private Planned Unit Development designed for that location ensued. The developers are curren4ly waiEing for the market to improve before proceeding with the prbject. Chairman Thordarson asked about the ROW on the I Street extension. Transportation Manager Para stated that we do not have all of the ROW secured presently, but when the development occurs 4he developer will be dedica4ing and constructing it, Assistant Director of Engineering/City Engineer Gaub mentioned that the ROW outside of the proposed development has been secured. Traffic Engineer Webb outlined the BNSF 3`d Rail Expansion Roadway Improvements (ifem #33) in response to a question from Member LaBoyne..BNSF is pu4ting in a third rail line through the length of the City, which will require changes at three grade crossings. Chairman Thordarson requested an additional review of fhe TIB at the June committee meeting. Para informed the committee that the TIP is scheduled for vote 6y the City Council at the June 16`h Council meeting and will be adopted prior to fhe June 25`hTransportation, Transit and Trails Committee meeting. Sfaff will provide an adopted copy of the TIP to the Committee at the June meeting for their information. B. SEMI-TRUCK PARKING (Para) Transportation Planner Welsh presented information regarding the City's current code for semi- truck parking. Also provided were copies of the current Auburn Municipal Coiie section 10.36.190 Commercial Vehicles and Large Vehicles, and corresponding Commercial Vehicle Parking Map. This code originated because semi-truck drivers were parking in residential neighborhoods in front of homes. The co.de informs drivers where they can legally park within the City, and is for all trucks larger than standard pick-up t�ucks. These include large panel trucks or delivery trucks. Approved areas are signed for commercial truck parking to let drivers know those are the areas where they can park. People are still parking illegally on various arterials, and the Auburn Police DepaRment enforces 4he code on a regular basis. The public has not complained since this code was put into effect, therefore tFiere are no currerit plans tb change it. Page 2 Transportation. Transit, and Trails Committee Mav 28. 2014 There was a group discussion regarding possible private parking locations for the vehicles. TranspoRation Planner Welsh said that the environmental impact and property devaluation caused by parking the large trucks on private property are undesirable to business and property owners. C. OTHER DISCUSSION Member Calnan thanked staff for the portable electronic speed limit monitor located on 37`h 3treet. People are slowing down as a result. There was a shoR group discussion about additional electronic speed signs and red light cameras. IV.
