An application for appeal must be postmarked within fourteen (14) calendar days of the penalty's effective date, comply with the requirements in ACC 15.07.130, and be accompanied by the stated fee. The appeal period may be extended for good cause. Effective Date: The Initial Penalty is effective five (5) calendar days after the date of postmark if mailed, or immediately+if served in person. The Recurring Penalty accrues each day and automatically becomes effective without further notice. Lien: If unpaid after fourteen (14) calendar days of becoming effective, each penalty (plus any collections costs) shall be a lien against the property.
