Both policies were updated to reset the goals that the County uses in shaping policy for greenhouse gas reduction. Per adopted policy, these amendments become effective when ratified by ordinance or resolution by at least 30% of the city and county governments that represent 70% of the population of King County. The amended policies have the effect of changing the greenhouse gas reduction target for 2050 from 50% below 1990 levels to 80% below 2007 levels. These are aspirational targets that do not dictate to city's how to achieve these goals, how to monitor progress, penalties for failure to achieve the identified levels, or the level of reduction required from jurisdiction to jurisdiction. Instead, the policy is intended to define a countywide goal whereby all jurisdictions are likely to contribute in different ways through varying methods. The policy amendment also requires that the County assess and report progress towards these goals. The County is carrying the burden of assessing and reporting, however City's would provide inputs into this process in order to better understand countywide progress. The City of Auburn has the option of making a clear statement that endorses the amendments through resolution, to take no action which equates to consent, or to take action to disapprove the amendments. Action must occur by April 3, 2015. Staff is recommending that City Council provide a statement of support by adopting Resolution 5138. RES.A AUBURN * MORE THAN YOU IMAGINED Page 2 of 9 Reviewed by Council Committees: Other: Legal, and Planning Councilmember: Staff: Snyder Meeting Date: March 30, 2015 Item Number: RES.A RES.A AUBURN * MORE THAN YOU IMAGINED Page 3 of 9 RESOLUTION NO. 5 1 3 8 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, RATIFYING AMENDMENTS TO THE 2014 KING COUNTY COUNTYWIDE POLICIES REGARDING GREENHOUSE GAS EMISSIONS WHEREAS, King County Countywide Planning Policies (CPPs) were adopted by the King County Council in December, 2012 and subsequently ratified by King County city governments; and WHEREAS, the CPPs establish a process for amending the CPPs wherein amendments must be adopted by the Metropolitan King County Council and ratified, within 90 days of adoption by the Metropolitan King County Council, by at least 30% of city and county governments representing at least 70% of the population of King County; and WHEREAS, the Growth Management Planning Council (GMPC) was established as a collaborative forum for city and county governments within King County to develop and amend CPPs; and WHEREAS, on July 23, 2014, the GMPC adopted Motion 14 -5 recommending that CPP EN -17 be amended and a new CPP EN -18A be added addressing greenhouse gas emissions; and WHEREAS, on December 24, 2014, the Metropolitan King County Council adopted Ordinance 17952 adopting the above referenced amendments to the CPPs and ratifying the amendments on behalf of the population of unincorporated King County; and WHEREAS, the City of Auburn has taken proactive measures to reduce greenhouse gas emissions by developing a community wide greenhouse gas inventory, incorporating sustainable and energy efficient approaches to city capital development projects, adopting the International Green Construction Code, embracing and implementing low impact development practices, immediately implementing the Washington State Building Code Council's expedited solar panel permitting standard, conducting ongoing energy efficiency analyses of city facilities that are then used to make building and business practice investments, and numerous other actions that help reduce greenhouse gas contributions; and Resolution No. 5138 March 24, 2015 Page 1 RES.A Page 4of9 WHEREAS, while the City of Auburn generally supports the aspirational goals outlined in King County Ordinance 17952 and the City is supportive of collaborative efforts to achieve these goals, the City also maintains its autonomy in developing local programs, plans and implementation strategies designed to fulfill those objectives. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES as follows: Section 1. Ratification of Amendments to King County Countywide Planning Policies. The City Council of the City of Auburn, Washington, hereby ratifies King County Ordinance 17952 approving amendments of the King County Countywide Planning Policies amending CPP EN -17 and adding a new CPP EN -18A, a copy of which Ordinance 17952 is attached hereto, marked as Exhibit "A" and incoproprated herein by reference. Section 2. Implementation. That the Mayor is hereby authorized to take necessary steps and actions to implement the legislative intent of this Resolution. Section 3. Effective Date. Growth Management Planning Council Motion 14 -5 recommends that King 6 County Countywide Planning Policy EN -17 be amended to define countywide 7 greenhouse gas reduction targets and that EN -18A be added to establish greenhouse gas 8 measurement and reporting commitments. 9 B. WHEREAS, Countywide Planning Policy EN -17 calls for the establishment of a countywide greenhouse gas reduction target that meets or exceeds the statewide reduction requirement; and WHEREAS, Countywide Planning Policy EN -18 calls for the establishment of a greenhouse gas emissions inventory and measurement framework; and WHEREAS, increasing air temperatures, ocean acidification, rising sea levels, decreasing snow pack, and changing river flows are examples of climate change impacts that are already occurring; and WHEREAS, jurisdictions will choose from a menu of strategies and actions to implement within their own boundaries to reduce greenhouse gas emissions that collectively will result in significant countywide emissions reduction; and WHEREAS, the proposed greenhouse gas reduction targets are ambitious but achievable; and WHEREAS, King County government has agreed to accept responsibility for implementing and maintaining a countywide greenhouse gas inventory and measurement framework. NOW THEREFORE BE IT RESOLVED that the Growth Management Planning Council of King County hereby recommends that King County Countywide Planning Policy EN -17 be amended and that new policy EN -18A be added, as follows: 17952 EN -17 ((Establish a countywide)) Reduce countywide sources of greenhouse gas (( )) emissions, compared to a 2007 baseline, by 25% by 2020, 50% by 2030, and 80% by 2050. Page 8 of 9 41 42 43 44 45 46 47 48 49 50 51 52 53 54 RES.A 17952 Assuming 1% annual population growth, these targets translate to per capita emissions of approximately 8.5 metric tons of carbon dioxide equivalent (MTCO2e) by 2020, 5 MTCO2e by 2030, and 1.5 MTCO2e by 2050. EN 18A King County shall assess and report countywide greenhouse gas emissions associated with resident, business, and other local government buildings, on road vehicles and solid waste at least every two years. King County shall also update its comprehensive greenhouse gas emissions inventory that quantifies all direct local sources of greenhouse gas emissions as well as emissions associated with local consumption at least every five years.
