except as expressly modified by this supplement.
The changes to the agreement are described as follows:

Section IV, TIME FOR BEGINNING.AND COMPLETION, is amended to change the number of calendar

A STREET SE CORRIDOR STUDY
SCOPE OF WORK
PROJECT DESCRIPTION
In 2005,the City of Auburn studied the potential for constructing an underpass/tunnel of the BNSF
tracks and A Street SE to enhance the pedestrian and bicycle connections between Skinner Road N
and the east side of A Street SE.The project provided alternative construction options and a design
report on a potential crossing location. The project was not advanced due to, In part, the recent
BNSF plans to construct a third rail track.
There are two goals of the A Street SE Corridor Study.The first goal Is to analyze traffic conditions
and to Identify vehicle, non-motorized, and access management corridor improvements. The
second goal is to analyze potential alternatives for a non-motorized crossing of the BNSF and A
Street SE corridors. The products of this study Include a transportation analysis with a preliminary
(10%) channellzation plan of the corridor and an evaluation of the crossing strategies leading to
the selection of a preferred alternative. The study area of this project is focused along A Street SE
between 41st Street SE'and the White River bridge.
KPG DELIVERABLES
Deliverables prepared by the Consultant are identified at the end of each task.
ASSUMPTIONS
The following assumptions are identified for this project to ensure that the City and Consultant
have a clear understanding of roles and responsibilities for the project:
• The City will provide copies or links to past documents, studies, plans and reports that
need to be considered in the analysis.These will include the plans and visions of the city
and adjacent jurisdictions that will affect the development of the A Street SE corridor.
• The City will provide a Synchro traffic operations model and signal timing plans for
intersections in the study area. The analysis will include the following two intersections
and up to three other driveways along A Street SE:
o A Street SE/41st Street SE will
o C Street-Skinner Rd/Ellingson Road
• The analysis will analyze traffic operation for 2030 as the assumed year of
Implementation.This will provide a understanding of the future operating conditions with
the buildout of the corridor. The Consultant will prepare a report documenting 2030
traffic conditions and recommended Improvements to the A Street SE corridor. A
separate analysis will provide a planning-level comparative analysis of BNSF crossing

strategies as Identified by the project team.
r The Consultant will design a preliminary channelization plan to a 10 percent design level
for the A Street SE corridor between the White River bridge and 41st Street SE. Plans will
include curb location, lane configuration, any additional ROW needs, pedestrian and
bicycle facilities,and a planning-level cost estimate for these improvements.
The City will arrange a location for a public involvement meeting, provide public notice,
and lead the outreach activities to advertise the meeting, including inviting affected
businesses. •
SCOPE OF WORK
WORK ELEMENT 1-PROJECT MANAGEMENT
1.1 Project Management. Consultant will provide on-going project management for the estimated 4
month duration.
1.2 Project Team Meetings. The Consultant shall prepare for and attend up to 3 meetings with
the City to coordinate the work effort as It progresses.
1.3 Time and Budget Management. Consultant will prepare monthly progress reports identifying
work completed in the previous month, work in progress, upcoming work elements, and
reporting of any delays, problems, or additional information needs. These reports will be
submitted with the Consultant invoices.

WORK ELEMENT 3-TRANSPORTATION REPORT AND PRELIMINARY DESIGN
The Consultant will document the results from Work Elements 1 and 2 to develop a transportation
report and a preliminary channelization plan for the A Street SE corridor between the White River
bridge and 41st Street SE.
3.1 Transportation Report. The transportation report will summarize the traffic Issues and operations
of the A Street SE corridor, and the proposed improvements associated with the corridor. The
report will summarize the crossing alternatives considered and detail the traffic operations
associated with the preferred alternative.
3.2 Preliminary Chonnelizotion Plan.A preliminary channelization plan will establish the design for the
A Street SE corridor between the White River bridge and 41st Street SE to a 10 percent design

level. The channelization plan will include curb location, lane configuration, access controls, any
additional ROW needs, pedestrian and bicycle facilities, and a planning-level cost estimate. The
Consultant will work with City staff to ensure that the plan meets project objectives and street
design standards.
3,3 Planning Level Cost Estimate. The consultant will develop planning level cost estimate for the
preliminary channellzation plan for A Street SE.

WORK ELEMENT 4—BNSF RAIL AND A STREET SE CROSSING ALTERNATIVES EVALUATION
The Consultant will develop a set of potential crossing alternatives and evaluate the alternatives to
identify feasible options that will improve non-motorized connections,Alternatives will include the
underpass/rail tunnel as identified in the 2005 study, and other crossings strategies designed to
address user safety,cost, regional objectives and other criteria.
4.1 Coordination BNSF. The team will meet with BNSF representatives to identify the constraints and
opportunities for the development and design of crossing alternatives. This information will be
used to define the realm of potential Improvements and identify the constraints of specific
concepts.
4.2 Crossing Concept Identification. The Consultant work with City staff to identify up to four options
for crossing the BNSF tracks and A Street SE.The crossing options may include tunnels,overpasses,
pedestrian at-grade signals, and hybrid concepts that will meet project objectives. These options
will be qualitatively described to allow planning-level evaluation and review, but will not Include
engineering or architectural development.
4.3 Alternatives Analysis. The Consultant and City staff will develop a planning-level evaluation matrix
that will review up to four options for crossing the BNSF tracks and A Street SE. Working with staff,
the Consultant will develop a set of no more than six (6) qualitative evaluation criteria to identify
the strengths and weaknesses of each identified alternative. The Consultant will develop order-of-
magnitude cost estimates to assist the alternatives analysis.
4.4 Preferred Alternative. The result of the previous steps will be used to identify a preferred crossing
alternative. Results of the analysis will be documented In a technical memorandum.
WORK ELEMENT 5—COMMUNITY INVOLVEMENT/ PUBLIC OUTREACH
5.1 Community Open House. The Consultant will work with the City to prepare boards and materials
for one community open house that will allow public input to the BNSF rail and A Street SE

crossing options,and conceptual modifications to the A Street SE corridor.
5.2 Property Ownership Meetings.As needed,the Consultant will conduct one-on-one meetings with
up to 4 property owners to present the project vision and potential impacts.

SUPPLEMENT NO. 3 TO AG-C-442
PROJECT DESCRIPTION
In 2005,the City of Auburn studied the potential for constructing an underpass/tunnel of the BNSF
tracks and A Street SE to enhance the pedestrian and bicycle connections between Skinner Road N

The goal of this study is to develop a non-motorized crossing of the BNSF and A Street SE
corridors. In March 2015, the draft BNSF Railroad and A Street SE Non-Motorized Crossing Study
report was completed. The products of this study included a transportation analysis with a
preliminary (10%) channelization plan of the A Street SE corridor and an evaluation of the BNSF
railroad and A Street crossing strategies leading to the selection of a preferred alternative and an
investigation of design options for the A Street SE corridor.The following scope includes additional
tasks that will further develop the preferred alternative.

ASSUMPTIONS
The following assumptions are identified for this project to ensure that the City and Consultant
have a clear understanding of roles and responsibilities for the project:
• The project will be based on the data, analysis, and findings of the BNSF Railroad and A
Street SE Non-Motorized Crossing Study.
• The Consultant will refine its preliminary designs of the pedestrian signalized crossing of
A Street SE to develop a 10 percent design level.
• Additional analysis related to new development, new driveways, roadway projects, or
other factors are extra work.
• Further analysis of the BNSF tunnel, A Street SE outside of the pedestrian crossing area,
or analysis of the pedestrian trail across the City of Pacific "triangle" parcel are extra
work.
• Structural, geotechnical, signal design, and design work above preliminary level (10%)
design are extra work.

SCOPE OF WORK
TASK 1. PEDESTRIAN SIGNAL DEVELOPMENT
1.1 Pedestrian Signal Preliminary Design (4 lane section) — Develop a preliminary (10 percent design)
for the pedestrian signal crossing using existing street width of A Street SE.The design will include
placement of sidewalks and features to allow for future widening.
1.2 Pedestrian Signal Preliminary Design (5 lane section) — Develop a preliminary (10 percent design)
for the proposed 5 lane street width of A Street SE. The design will include a southbound U-turn
lane as part of the proposed pedestrian crossing.
1.3 Cost Estimates. KPG will revise the cost estimate and 10 percent design based on the pedestrian
signal. The cost estimates will detail the costs for each of the two pedestrian signalized crossing
alternatives of A Street SE.
WORK ELEMENT 1 DELIVERABLES:
• Pedestrian signal and crosswalk preliminary design (10 percent)for 4 lane section and revised
cost estimate.
Pedestrian signal and crosswalk preliminary design(10 percent)for 5 lane section and revised
cost estimate.
TASK 2. REPORT UPDATE
2.1 Incorporate City Comments. This task will revise the BNSF Railroad and A Street SE Non-
Motorized Crossing Study and preliminary designs to incorporate comments already provided by
City staff in March 2015. This may include additional analysis as identified by KPG to address
comments.
2.2 Report revisions to reflect Task 1. Revise the report to incorporate the results of the pedestrian
signal development alternatives from Task 1.
2.3 Draft and Final Report. Provide an electronic review draft copy and two (2) hard copies of the
Final BNSF Railroad and A Street SE Non-Motorized Crossing Study.

Enclosed please find an executed original of the above-referenced Supplemental No. 2. This
amendment adds compensation in the amount of $22,000.00 for a total agreement amount of
$72,000.00.
Also enclosed is an original of Task Assignment AGC442-T003. This Task Assignment has a
completion date of December 31, 2015 and a not-to-exceed amount of $21,997.43. This letter
serves as your Notice to Proceed.
Our records indicate that your Insurance, as required in Section XIII of the original agreement,
expired on June 1, 2015. Please mail the required certificate(s) of insurance, within two weeks,
to Cindy West, Contracts Administration Specialist, City of Auburn Community Development
and Public Works Department, at the address noted at the top of this letterhead.
For the City's tracking and record keeping purposes, please reference AG-C-442 and Project
No. C229A on all correspondence and related material.
As the project manager, I am the designated contact for this agreement and all amendments.

Services is being closed at this time. Our records indicate that we processed the final
payment for this agreement on August 17, 2015 for invoice #78015 in the amount of
$11,489.04. If you feel that this Agreement for Professional Services should not be
closed, or if there are any outstanding invoices, please inform me by December 11,
2015.
