affiliated Facility ai ihis specific location or anywhere in the ciry of Aubum. The s[tine oFthis faciliry at
d�e proposed loc��ion would bc i�consfstcnt with the Ciry's Coniprehensive Land Use Plan �nd adopted
roning regulations. Surrounding propenies in this area arz Iar�ely developed with cmnmcrcial, office and
light manufacturing uses that contribute �o the economic vftalfty and vibrancy ot the ciry of Auburn- [n
addition, the proposed site is southwest oC ih� Aubum Municipal Airport that th�Cfty is actively pursuine
to furthcr dcvclop as an aeronauticnl-oriented business venue.
�lore spacitically, the presence of the Residential Reentry Center Scrvices and Home Confinement
Services at the proposed location would: I) have a negative chillino eflect on the corruncrcial character oF
[his area; ?) rcduce property values uf th�surrounding propetties and decrease sales tax revenue
collections for the City; 3) decrense positive market percepliun on the 6enafils of siting new devclopmeni
/�UQURN # n-�oRr: ri���� ti�ou in�nciNi:i�
or businesses in diis area of[he City; 4) create d�maging perceptions amon�sl cuslomers and users oCthe
properties in the area; and 5) inhibit the Ciry's ability Lo realize i�s vision for the Auburn Mwticipal
Airport. All of these impncts are unacceptable to the Ciry of Aubum. Like many other coininunities,
r\uUurn fs sull workfng very hard to recover Gom the si�iiticant impac�s of the Great Recessiaa Thc
si[in�of diis facility in a promfnent conunercial area of ihe city �vould not help in these on-�oin, recovery
eFforts and could affcc� the Ciry's abiliry�o provide services to Aubum resldents throuch reduced
propeny tax and sales tax revenues.
I also want to cal I to your attention that the properly in question— 1 16"' Street NE— is subject to a
contract rezone�rith the City of Aubum. On Sepiember 4, 1990, [he Aubum City Council approeed
Ordinance h'o. 4456(please reFer io Exhibit 2) that approved a rezone and a Comprchcnsive Plan
amendment for this propeny. This Ordinance is bindin,on the propcny, has no termination date and can
onh be remo�•ed duoueh legislative action by the Auburn Ciry CounciL Section 4 of Ordinance No.
4456 specities the allowable land uses on the property -a Residential 2eentry Center Services and Home
Conftnement Services use is not listed nor [s consistent wi�h the retail or service-oriented uses specified in
thfs s-ectio�. The Aubum City Council approved Ordinance �'o. 445G based an a commi�ment from the
applicant dia� uses thai are now establislied are those uses dial will remain a< <his site. Thc City of Aubum
is the rewlatory authonty For�he �Ilowance of land uses in the city, and as such, will only allow and
pennit those I�nd uscs that are spccifically authorized for the propeny pursuant to Ordinance Vo. 4456.
Please be advised that itlhe current propeiTy owner or Rever Cor�ioraiion with the property owner's
audionzation wish to pursue City Council release of dle contract rezone, this legisla�ive effon is
conducted at the discre�ion oC the City Council, can include one or more public hearings and is no� subject
to any obli�atory umeframes for completion. Althoubh 1 cannot speculate how thc City Council might act
on a request For the release of the contract rezone, [, in my capacity as Chief Administrativc Officcr, for
the Ciry. would strongly encoura�e the City Council to retain the contrac� rezone in order to support che
cw-rent aiid futurc commcrcial vitaliry of the propeny and the surrounding area.

4 1. The applicant is requesting a rezone from M-1
(Light Industrial) , to C-3 (Heavy Commercial) . A
5 Comprehensive Plan Map amendment from light .
industrial to heavy commercial is being processed
6 as well . The parcel is 7 .7± acres in size and
lies on the north side of 16th Street between "B"
� St. N.E. and the Auburn Airport.
8 2. The majority of the parcel is vacant. A •
temporary structure, to accommodate a new bank,
9 is located on the easterly portion of the parcel.
The permanent bank facility will be under i

proposal. To the east is the Auburn Airport, to
