A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, AUTHORIZING AND SUPPORTING
ITS GRANT FUNDING APPLICATION TO THE PORT OF
SEATTLE FOR ECONOMIC DEVELOPMENT PARTNERSHIP
PROGRAM FUNDS
WHEREAS, the Port of Seattle has authorized a new Economic
Development Partnership Program to support local economic development
activities; and
WHEREAS, more than $962,000 in matching funds is available to King
County cities; and
WHEREAS, if its application is approved, the City of Auburn would
receive $65,000, for the following eligible activities: business recruitment
initiatives designed to attract new companies to a region or city; small business
development (including incubator/accelerator projects); industry retention and
expansion assistance (ex. Maritime, Aerospace, etc.); tourism development;
downtown revitalization; commercial or industrial property development; and
other community or economic development projects that support new
investment and job creation; and cities may collaborate or aggregate regionally
to enhance impact.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON HEREBY RESOLVES AS FOLLOWS:
Section 1. The Auburn City Council authorizes and supports the City's
application to the Port of Seattle for 2016 Economic Development Partnership
Program grant funds and has made this project a priority.

Section 2. Implementation. The Mayor of the City of Auburn is
hereby authorized to implement such administrative procedures as may be
necessary to carry out the directives of this resolution.
Section 3. Effective Date. This Resolution shall take effect and be in
full force upon passage and signatures hereon.

Port of Seattle Economic Development Partnership Program
The Port of Seattle is establishing a cooperative economic development fund for King County
cities that advances the Port's Century Agenda, promotes the creation of middle class jobs, and
supports local community economic development activities. The matching grant program fosters
effective economic development partnerships that stimulate region-wide prosperity.
Eligible Activities:
• Business recruitment initiatives designed to attract new companies to King County
• Small business development, including disadvantaged business assistance projects
• Industry retention and expansion assistance (ex. Maritime, Aerospace, etc.)
• Tourism development including collateral, advertising, and publications to attract
destination visitors to increase tourism expenditures
• Downtown revitalization
• Commercial or industrial property development
• Other community or economic development projects that tie to Port business interests'
Program Guidelines:
• The awards are available to 38 cities in King County, based on $1 per capita formula.
• Awards are capped at $65,000 with a minimum of$5,000 for small cities.
• A 50 percent local match and a resolution of support/priority from the local jurisdiction is
required.
• Funds cannot be used in capital projects.
• Cities may contract with local non-profits to deliver projects or manage initiatives.
• Cities may collaborate or aggregate regionally to enhance impact or outcomes.
• Projects should align with city's economic development strategy and support the Port's
Century Agenda or business interests.
• Specific deliverables and costs must be identified and documented.
• Port funds will be released on a cost reimbursement basis with documentation.
• Cities are strongly encouraged to discuss proposed projects/uses of funds with Port of
Seattle staff early in concept. The Port will accept applications during July and August
2016. All projects must have approval and be under contract no later than mid-
September.

Economic Development
The Port's Economic Development Division is responsible for spurring our regional economy, sustaining and
creating family-wage jobs by supporting small businesses, workforce development, tourism and leveraging real
estate development to create jobs.
The Port owns property in King County that can be developed to provide jobs for thousands of people. Our Real
Estate Strategic Plan is being prepared and will provide a roadmap to maximize the benefits and build regional
prosperity.
Economic development partnership program
The Port of Seattle has authorized a new Economic Development Partnership Program to support local community

Applying for the partnership program
To apply for the program, please read the program guidelines and eligible activities carefully and attend a
workshop if you are able. Then, complete an application form and return it to application@portseattle.org.
The Port will accept applications during July and August 2016. All projects must have approval and be under
contract no later than mid-September.

2016 Funding Application
The Port of Seattle (POS) is implementing a cooperative economic development program to
help fund local economic development initiatives across King County. The program is designed
to support City specific economic development projects that create jobs, foster business growth,
and support the Port's business interests*.
Project Description and Budget
1. Summarize the project(s) or initiative(s) you plan to support through the economic
development partnership program. Please attach resolution of support from local
jurisdiction.
The City of Auburn is strongly positioned to support the Port of Seattle's business interests;
from increased job and business opportunities, to workforce training and tourism. Auburn
has an engaged local government who sees value in the collaboration with regional
partnerships for the better of the whole; and would like to use this grant to implement
objectives that met both the City's and the Port of Seattle's goals.
The City of Auburn has undertaken a $250,000 project to create a sustainable 10-year
economic development strategic plan. Although the final draft of the plan will not be adopted
until the fall of this year, it has overwhelming support and is gaining momentum. The plan
incorporates elements of economic development from delivery and product, to tourism and
marketing. Some aspects of the plan can be implemented today if correctly supported (i.e.
use of Innovation Partnership Zone), while other elements will need to be fully funded (i.e.
catalyst project) and achieved over the next 10 years.
Funds from the Port would be used to achieve the following: Further local commercialization

Auburn recognizes it is part of a larger economic ecosystem that offers a unique place that
supports the creation and sustainability of jobs. Whether you view Auburn through a lens of
its geographic logistical assets, supply chain connectability, or workforce development
opportunities; Auburn is emerging and positioned to support the Port's business interests.
By strengthening Auburn's economic environment, the Port of Seattle increases the
landscape and resources in which they can use to achieve their regional initiatives and
strategic objectives.
