MINUTES

I. CALL TO ORDER
A. Roll Call - Sign In
Chair Sydney Campbell called the meeting to order at 5:05 p.m. in the
Executive Conference Room, Mayor’s Office, Auburn City Hall, 25 W Main
Street in Auburn.
Junior City Councilmembers present: Sydney Campbell, Tyler Cushing, Jon
Kosaka, Matthew St. George, Ethan Thomas, Tanner Johnson, Cheyanne
Gaines, Mary Riel and Brandon Berend. Diego Izquierdo was excused.
Staff members present: Deputy Mayor Largo Wales and Council Assistant
Antoinette Manthey.
B. Announcements
There were no announcements.
C. Agenda Modifications
There were no agenda modifications.
II. CONSENT AGENDA
Motion by Member Berend to approve the November 21, 2016 meeting minutes,
seconded by Member Cushing. Motion carried unanimously. 9-0.
III. COMMITTEE REPORTS
Chamber High School Leadership Scholarship
No report.
Election of Chair
The Junior Council discussed the process of selecting the Junior Council Chair.
Chair Campbell suggested the position of Chair be a one-year term with the
option to be re-elected multiple times. Member Berend agreed that it should
be a one-year term, but suggested there be term limits to enforce diversity
and to give other members a chance at the position. The Junior Council
agreed that you must be a sophomore, junior or senior in high school.

Member Johnson moved and Member Cushing seconded the Chair of the
Junior City Council be at least a sophomore in high school.
Motion carried unanimously. 9-0.
Member Cushing moved and Member Berend seconded the term of Chair be
for one year. Motion carried unanimously. 9-0.
Member Riel moved and Member Johnson seconded the Junior Council Chair
serve unlimited terms. Motion carried unanimously. 9-0.
Member Johnson moved and Member Kosaka seconded the Vice Chair
position have the same criteria as the Chair.
Motion carried unanimously. 9-0.
Junior Councilmembers that are interested in running for Chair and Vice Chair
will make a three-minute presentation on why they feel they should be
elected. Elections will take place at the next Junior Council meeting on
January 17, 2017.
IV. DISCUSSION ITEMS
A. Austin Freeman, Washington Legislative Youth Advisory Council
Austin Freeman, from the Washington Legislative Youth Advisory Council,
invited the Junior Council to the 2017 Youth Action Day in Olympia, WA. Youth
Action Day is an opportunity for Junior Councils around Washington State to
attend workshops, meet with Representatives and Senators, and participate in
the legislative process.
Due to time constraints, the Junior Council will not be attending Youth Action
Day, but they are interested in participating next year.
A discussion took place about the Junior Council attending the National League
of Cities (NLC) Conference in Washington, D.C. At the next Junior Council
meeting, they will discuss which four Junior Councilmembers will attend the
NLC conference.
B. Commander Steve Stocker – Presentation of Opiates
Commander Steve Stocker presented on the heroin and prescription opiate
abuse epidemic in King County. He serves on the Heroin and Prescription
Opiate Addiction Task Force and shared the recommendations and goals of the
task force. Some of the goals are to raise awareness and knowledge of adverse
effects of opiate use, promote safe storage and disposal of medications, and

leverage existing screening practices in schools and health care settings to
prevent and identify opioid use disorder. Commander Stocker also shared that
King County is working to establish a Community Health Engagement Location
(CHEL site) outside of Seattle. The CHEL site will allow individuals with
substance abuse disorders to use in a safe and clean environment in hopes of
reducing the number of overdoses and the spread of diseases.
C. Membership Report & Goals
This item will be discussed at the next Junior Council meeting on January 17,
2017.
D. Future Activities
This item will be discussed at the next Junior Council meeting on January 17,
2017.
V. ADJOURNMENT
There being no further business to come before the Junior City Council, the
meeting adjourned at 6:07 p.m.
