The Council will discuss emergency operations center (EOC) operations, the role of elected officials in an emergency, and how staff operate during an emergency. This is a training session for the Council. The Council will take no final action at the special meeting, and no public comment will be received. The meeting will be held in the EOC located on the third floor of the Annex, 1 East Main Street, Auburn. Training for Elected O�cials (January) Basic EOG operations, use of DOCs and EOC, general description of our EM program with a focus on staff involvement. How elected offic.ials fit into the larger emergency management efforts including 4he Policy Group. Topics i. Overview of City Staff involvement a. All are emergency workers b. COOP c. DOC d. EOC-de.scribe ICS based EOC operations and focus. e. Each department has basic responsibilities for the four phases of EM: mitigation, preparedness, response and recovery f. EM Committee-made up of staff from each department, as well as outside agencies, VRFA, ASD, GRCC, Boeing, AMC, etc. Provides input into EM plans and for sta�ng EOC. g. Emergency Management Board, (Policy Group) Mayor, and all city department heads oversee emergency operations and provide policy recommenda4ions to the city council during emergency and recovery periods. The Emergency Management Board, is chaired by the Mayor and vice-chaired by the Director of Emergency Management during non-emergency times. All Department Heads are members of the Emergency Management Board. The Board's responsibility is to provide policy recommendations fo the City Council during emergency and recovery periods and to provide policy direction for development and maintenance of the emergency operations plan. During an emergency, the Board is chaired by the Director of Emergency Management. h. Director of Emergency Management for the city. Oversight of EM and serves a§ incident commander for major incidents. i. City Council will be convened to perForm legislative duties as the situation demands and shall receive reports relative to EM activities. z. How incidents wiil I'ikely occur a. Establish emergency management policy and budget, prior to, during, and after an incident sufficient to fulfill the requirements of the City's preparedness, mitigation, response, and recovery activities. b. Forthe duration of an event, maintain liaison with the EOC Policy Group via the Mayor. Part of the policy group if requested by Mayor. c. Communicate tq the EOC via the Mayor, the status of various neighborhoods and any public concerns that exist in the City. d. Communicate to the public only that informa4ion which is approved by the Mayor or Incident Commander for dissemination. e. Attend emergency City Council meetings called by the Mayor pu�suant to RCW 42.14 and RCW 42.30.070 to conduct urgent business of the City. f. Provide for the continuity of the legislative branch and temporarily fill any vacancy of an elected position by appointment. g. Upon request of tfie Mayor, host and accompany VIPs and govemmental officials on tours of the emergency/disaster area, 4. Mayor a. Sign proclamations of emergency as warranted by the incident b. Preserve the continuity of the executive branch of goyernment. c. Provide for the implementation of planning, including drills and exercises, for the preparedness of persons and property within the City in the event of an emergency or disaster. d. Provide visible leadership in the community, through direct visits, press conferences, and other means, proViding interviews to the media as arranged by 4he Public Information O�cer. e. Host and accompany VIPs and governmental officials on tours of the emerge.ncy/disaster area. f. Provicle for the coordination of local, State, Federal, private, and volunteer organizations and resources before, during, and after an incident. g. Provide for the appointment of a Liaison Officer to serve in the Incident Command structure to act as the point of contact for outside organiiations and agencies. h. Approve activation of the EOC as recommended by the Director of Emergency Management or other staff. i. Call emergency meetings of the Ciry Council to pass ordinances and conduct other urgent business pursuant to RCW 42.14 and RCW 42.30.070.
