CALL TO ORDER Deputy Mayor Wales called the meeting to order at 6:00 p.m. in the Council Chambers, Auburn City Hall. A. Roll Call Ad hoc Committee members present: Deputy Mayor Largo Wales, ex officio; Bill Peloza, Claude DaCorsi, and Bob Baggett. Mayor Nancy Backus, Councilmember Yolanda Trout-Manual, Councilmember Rich Wagner and Councilmember Holman were in attendance. The following department directors and staff members were present: City Attorney Dan Heid, Community Development and Public Works Director Kevin Snyder, Police Chief Bob Lee, Parks, Arts and Recreation Director Daryl Faber, Finance Director Shelley Coleman, Director of Administration Dana Hinman, and Deputy City Clerk Shawn Campbell. II. CONSENT AGENDA A. Minutes of the May 15, 2017 Ad Hoc Committee Meeting Councilmember DaCorsi moved and Councilmember Peloza seconded to accept the consent agenda. MOTION CARRIED UNANIMOUSLY. 3-0 III. COUNCIL AD HOC COMMITTEE DISCUSSION ITEMS A. Discussion of the Full Spectrum of Issues Regarding the $20 Car Tab Fee Director Colman stated she prepared a memorandum explaining the different kinds of reserves. When the City has additional funds CA.A Page 3 of 32 City of Auburn Car Tab Ad Hoc Committee Meeting Minutes June 5, 2017 Page 2 in the general fund balance the additional funds can be moved periodically to the cumulative reserve fund. The Committee discussed the reserve fund balances and the minimums required and the polices the City has used to maintain those reserve funds. The Committee discussed the possibility of creating a contingency fund for the airport. Deputy Mayor Wales confirmed the City would need to add additional staff to accomplish the projects if the additional funding is approved. She requested the data on the additional staffing needs. Councilmember DaCorsi stated he does not want to overstretch the project manager capacity. He asked if there is a way to measure staff capacity so it can be ramped up over the next two to four years. Director Snyder stated staff has worked on this type of exercise. He will have staff provide this information at the next meeting. Councilmember DaCorsi asked for a spreadsheet of the projects for the next 5 years. Councilmember Peloza asked about equipment replacement. He asked staff to provide at the next ad hoc committee meeting the number of vehicles in the fleet and how often the City replaces equipment. Deputy Mayor Wales stated she still wants to look at different funds that may not have the same priority of need as the roads. Councilmember Peloza asked for the policy on sidewalk repair and replacement and the departments list of priorities for the 2018 REET fund. B. Subcommittees of Ad Hoc Committees and Transparency Note this item was discussed first on the agenda. Deputy Mayor Wales stated the reason there is a four person ad hoc committee is so everything would be transparent. One member of the Committee received a briefing from staff and the other Committee members did not get the same information. Councilmember DaCorsi stated if staff needs clarification from one Committee member then staff or the Committee member need to provide a report back to the full Committee. Director Snyder stated staff had questions regarding what Councilmember Baggett was looking for from staff. In order to be able to provide the information he was requesting to be brought back to the full Committee, staff needed additional information to be able to fulfill his request. Deputy Mayor Wales stated she is concerned that this was still not be transparent. She asked that if staff wants to meet with an individual Committee member to please reach out to her first. IV. Also add additional electrical circuits for block heaters. M&O Vehicle Bay Maintenance 5 This project is to add approximately 35’X80’ metal structure on the West end of equipment Rental shop. We would move central stores warehouse and the Equipment Rental office into this new space allowing us to then create an additional drive through bay and an oversized single bay for large equipment repair inside the existing concrete building utilizing the 20’ ceilings. M&O Fuel Tank Replacement 5 This is a project that was slated to remove our 3 current underground fuel tanks and replace them with new above ground tanks. These tanks will be 30 years old next year and we have been told by our insurance carrier they will continue M&O Lunchroom Expansion 4 Project is to add additional square footage to existing lunchroom to create an area to accommodate all staff for lunch, meetings and training. This would expand the room about 30’ to the East, adding approximately 750 sq. ft. M&O Master Planning 2 This is an effort to look at campus planning for the M&O facility for the future. This effort is to include long term space needs for land and building along with safe secure site access. Developing a roadmap including possible financing options to implement planning for future needs of the M&O complex. City Hall Exterior Structural Repairs 1 There is no specific scope of work for this. The intention was to repair some of the areas with structural cracks. For Auburn that would be December 31st. Budget carry forwards are frequently required for street projects as costs for the entire project are budgeted each year. This shows granting agencies that the total funding for a project is secured and appropriated and the grant committed will be used as intended. The Committee requested information on street project costs carried forward at the first budget amendment each year since 2013. Below is a chart showing each street fund carry forward since 2013 with a grand total for all three funds each year. The following pages include 4 bar charts with carry forward amounts in the first budget amendment of the year from 2013 – 2017; one for each street fund and one showing the total of all funds. The Transportation Improvement Plan and the Capital Facilities Plan currently have the following funding planned for “Citywide ADA & Sidewalk Improvements” which funds sidewalk repair and replacements. The work that may be completed using these funds include accessibility improvements (such as removing tripping hazards and adding/replacing curb ramps), removing barriers to access and completing sidewalk gaps. The selection of the locations to expend these funds each year is a combination of the following elements: · Complaints received from residents for tripping hazards, accessibility restrictions/barriers, and missing connections · Recommendations from Maintenance and Operations staff regarding areas that require more time and costs for them to maintain DI.A Page 17 of 32 Page 2 of 2 · The number of sidewalk areas that need improvements within a potential project area (consolidation within an area reduces the contractors need to re-mobilize at various sites and reduces the overall cost to the City) · Consideration of whether the locations that need improvements are serving government offices, hospitals or other healthcare facilities, transportation facilities (such as transit stations, bus stops, etc.), public schools, parks, etc. · Consideration of whether the location of needed improvements is within an area of higher pedestrian traffic. (such as downtown, arterials, high density locations, etc) · Whether there are other City or Developer projects planned within the current budget cycle that will address a known issue · The value of the needed improvements and how well they fit within the available budget DI.A Page 18 of 32 Page 1 of 1 Memorandum Engineering Services To: $20 Ad Hoc Committee Members From: Ingrid Gaub, Assistant Director of Engineering/City Engineer CC: Mayor Nancy Backus Date: June 28, 2017 Re: Preservation Funding with Anticipated Construction Time Frames At the June 5, 2017 Ad Hoc Committee meeting there was a request to provide the anticipated projects over the next 5 years for the pavement preservation program with an indication of the likely construction time frame for the various projects to better inform the Committee members. Attached, please find a slightly modified version of the summary from the 2018-2023 Transportation Improvement Plan that only includes the projects within the preservation programs. These are projects that are currently funded or proposed for future grants that are not yet secured. The anticipated year of construction for each project or program listed is highlighted in yellow. Please note that for TIP #’s 35 and 37 which are the annual preservation programs for Arterial and Local Streets, respectively, the actual streets to be improved each year are identified the year prior to construction with the intent being that there are individual projects under construction every year. These projects may include patching, overlays and re-builds. The mixture of the type of improvements to be completed each year is dependent on the funding available within the preservation programs as well as the utility funds (water, sewer, storm) available to address any needed utility improvements within any proposed re-build streets.
