A RESOLUTIQIV OF THE CITY COUNCIL OF THE CITY OF AUBURN, WA$HIIVGTON, AUTHC�RIZING� THE MAYOR � TO EXECUTE�AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF.AUBURN.AND� SNOHOMISH COUNTY FOR AAUTUAL ASSISTANCE, AND TO DONATE STAFF TIAAE RELATED TO �THE STATE ROUTE 530 FLOOD AND MUDSLIDE WHEREAS, RCW 38.56.020, Intras#ate Mutual Aid System t"System'�, was estabiished to provide for mutual ass'istance in an emergency among potitical subdivisioRs and federally recognized Indian tribes; and � WHEREAS, Snohomish CouMy request� assist�ance from all loca! jurisdictions to assist in responding to the State Route 53Q Floocf and Mudslide("SI'�de'; and WHEREAS, the S1ide was an unpreoedented natural disaster, whict� claimed at. least 40 lives, and has co5t, and is costing� Snohomish County and its� communities millions of dotlars; and WHEREAS, the City of Aubum provided City staff and civitian volunteers to provide support to fhe Snohomish County Emergency Operafions Center ("EOC'� for . � ..� approximately two weeks; Of the staif and �rolunteers thaf provided assistance to the . , EOC, tvrro were salaried employees, one was i�ou:rly, one was a corrtra�t employee, and the rest were civilian volun4eers. �l City staff obtained permission from their Department Heads and the AAayor to dep(oy, and their co-worOcers provided support so that:none of their regular work suffered,..; Therefore, there was very little addrtionai cost to��the �City (some ovefime for the haurly employee, and the cost of the contrad employee}; and � Resolution No.5068 April 29,2014 � Page 1 of 3 � �I WHEREAS, while RCW 38.56.020(3}(a) automatically includes Aubum in the System, good accounting procedures dictate that requesting and responding organiza�ons enter into vim#ten agreement� that provide for a process for obtaining . reimbursement from the requesfing jurisdiction to 4tie responding jurisdiction; and . . WHEREAS, RCW 38.56.070(9} allaws a responding jurisdidion to dor�ate. assistance provided to a requestirtg jurisdiction. Additionally, the value of� donat�d assistanae may be�used by the requesfing jurisdic�tion to qualify for federal assistance; Now, THEREF4RE, THE CIN CDUNGIL OF THE CITY QF AUBURN, WASHINGTON, HEREBY RESOLVES�as fotlows: � �' .Secbon 1. WHEREAS, RCW 38.56.020, Intrastate AAutual�Aid System, was establishect to � provide for mutual assistanoe in an emerigency among political subdivisions and . federally recagnized Indian tribes; and WHEREAS, the Requesting Jurisdiction has experienoed a de�ast�ting catastrophic evenf requiring immediate response and recovery efforts; and _ , WHERFJ�S; the Requesting Jurisdiccti�on and Respanding Jurisdiction are member jurisdictions of the lntrastate Mutusl Aid System; and � �� WHEREAS, mutuaf assistanc�e has been requested by the Requesting Jurisdiction firam the,Responding Jurisdiction. � � .� • ��"� BILIING AND PAYMENT: The Responding Jurisdiction wil! maintain a re�rd'of c6sts� af mutual assistance provided and submit �mely invoice(s) for reimbursement.
