The security of the users (both percefved and actual) is extremely important to the success of this valued Public Space. Tfie City of Auburn Parks, Police and InformaEion Technology departments are committed to the vision of creating a community space thaG is safe during both programmed activities and indNidual use. The principles of CYime Prevention Through Enyironmer�tal Design (CPTED) are key to our success. Crime Prevention Through Environmental Design is based on a set of four design and usage concepts ttiat can lead W a reduction in the incidence and fear of crime and an improvement in the quality of life.These concepts are defned briefly as follows: 1;Surve'illance. Involyes the location and use of physical features, electricaJ and mechanical devices;activities, and people to mazimize visibility. It creates a risk of detection for intruders and a perception of safety for legitimate users. 2. Access control. Employs people, electrical and mechanical devices, and natural measures to create a perception of risk to intruders and deny them access to targets.It also guides legitimate users safely through the environment. 3. Territoriality. Uses physical features and ac#ivitiesto express ownership and control of the environment and promotes pride in the environment. It also discourages presence of outsiders by controlling the movement of people and vehicles, having someone be responsible for maintafning all areas in the erivironment for their intended uses, and delineating public, semi-public/private, and private spaces, and controlling the movement of people and vehides. 4. Maintenance:Allowsthe continued use of areas for their intended uses and maintainsthe effectiveness of __ _ _ _ measures employed for surveillance, aaess control, and terriWriality. CPTED Principles have been instituted already with the following measures: • Surveillance-Secu�ity Cameres at the Actiyity Center, Climbing Wall, Senior Courtyard and Discovery Playground • Police p�esence fias been increased (emphasis in summer months) • Landscape has been"limbed up"and scrubs removed to eliminate hiding places and improve site lines • ParkRules have been approved to assist in policing by both the publicand police • New signage is scheduled to be added to inform all users as to Park Rules Additional areas that require attention: Pu61ic Restrooms Newmodern public restrooms should tie added to the Les Gove Campus(potentially as part of a remodel of the existing Les Gove Building). Its entrances should 6e visible from the adjacent streetand to people walking 6y. Separate:meds and women's restrooms should have single-door entrances on the same side of the building, with interiors that are as open as possible to eliminate possible hiding places. The tops and bottoms of toilet stall doors and parfitions should be open to show a standing persods feet and head: UNsex or family-style restrooms with wash basins could be provided in addition to or instead of separate restrooms. Another possi6ility is a building with individual stalls that can be locked from inside. Wash basins would be outside at one end of the building. This design has the advantage that it does not provide room for multi-person criminal acts. Their doors or _ gates should be locketl at night. Pedesdian WalkViray Lighting The looping pedestrian walkway at Les Gove Park is a popular amenity as well as a route for intemal pedestrian circulation beEween_publicbuildings.: The walkway needs to be safe for pedestrians and not reduce the security orquality of life of the re"sidents who live to the east. Pedestrian lights should be added along the trail route to connect the buildings o� pertiaps be added to the entire trail to encourage fitness and public usage. Park Rules New Parks Rules Fiave been approved and should be posted to define prohibited conduct. Prohibited conduct includes: trespassing, flghting,threatenfng others, panhandling,vandalism, skateboarding, littering, soliciting, loitering, illegal lodging, prowling,loud noise or music,wnsumption of alcoholic beverages, drug acGvities, etc. Landscaping Canopies of mature trees should be maintained at least 8 feet above the ground. Bu.shes shoutd be trimmed to lessthan 3 feet except where privacy or environmental nofse mitigation is a primary concem, or where higher plarits would.not block any y'iews or light, yideo camera coverage,or provide hiding places.Trees should be planted away from walls, fences, and 6uildings so they cannot be used to enable someone to climb over or onto them.They should also be.planted away from light poles so they do not block illumination on the ground and from video cameras so they do not block their ftelds of view. LGCC O7/22/14 Pgs.4 III.C.Citizens Sur4ey Submitted Dy: D.Faber Auburn Community and Events Center Programming Survey January 2014 The City of Auburn will begin construction on the new 20,100 sq. ft. Aubum Community &. Events Center later this yearat the Les Gove Community Gampus. The new Centerwili be used for educational, cuitural, recreation and social activities as well as large community and trade events. Total construction cost for the project is $T million, of which $3 rriillion was provided tiy the State of Washington's capital budget to help fund the project. The new facility w'ill add to the amenities already located at the Les Goye Community Gampus which include 4he Aubum Public Library, Aubum Senior Activity Center, lNhite River Valley Museum, Discoye.ry Playground, Rotary Spray Park, and the Auburn Activity Center 8� Gymnasium: The Aubum ActivityCenter & Gymnasium is anticipated to be mod�ed info a Yoiith/Teen Center upon comple4ion of the Aubum Community & Events Center. As we move forward with the construction of the new Community and Event Center, the City of Auburn is seeking input from the Auburn community and other Parks, Arts & Recreation department prbgram participants to help guide programming efforts at ttie new Center and throughout the en4ire Les Gove Community Campus. 1.
