CALL TO ORDER Deputy Mayor Wales called the meeting to order at 6:03 p.m. in the Council Chambers, Auburn City Hall. A. Roll Call Ad hoc Committee members present: Deputy Mayor Largo Wales, ex officio; Bill Peloza, Claude DaCorsi, and Bob Baggett arrived at 6:04. Mayor Nancy Backus, Councilmember Yolanda Trout-Manual, Councilmember Rich Wagner and Councilmember Holman were in attendance. The following department directors and staff members were present: City Attorney Dan Heid, Assistant Community Development and Public Works Director Ingrid Gaub, Assistant Public Works Director Randy Baily, Assistant Chief Bill Pierson, Parks, Arts and Recreation Director Daryl Faber, Finance Director Shelley Coleman, Director of Administration Dana Hinman, and Deputy City Clerk Shawn Campbell. II. CONSENT AGENDA A. Minutes of the May 15, 2017 Ad Hoc Committee Meeting Councilmember DaCorsi moved and Councilmember Peloza seconded to accept the consent agenda. MOTION CARRIED UNANIMOUSLY. 3-0 III. COUNCIL AD HOC COMMITTEE DISCUSSION ITEMS A. Discussion of the Full Spectrum of Issues Regarding the $20 Car Tab Fee CA.A Page 3 of 9 City of Auburn Car Tab Ad Hoc Committee Meeting Minutes July 3, 2017 Page 2 Deputy Mayor Wales said the ad hoc committee needs to consider compiling their final recommendation to the full Council, recommending Council disband the Transportation Benefit District, and sharing with the full Council the areas in the budget that could be considered for future funding. Councilmember Peloza stated he feels there is not a lot of money to redistribute. He would like to see what funding the directors were able to cut from their budgets. The Council will need to find additional sustainable funding. The Council will need to reprioritize funds to cover roads in the next budget. Councilmember Baggett suggested the Council take the onetime funds that have been identified and place them into a road preservation fund and allowed to grow. Councilmember DaCorsi stated the committee needs to find sustainable funding. There is a huge gap between the need and the available funds. The City primary duties of the City will have to be funded and it may take time for Council to secure adequate funds for the roads. He suggested the ad hoc committee suggest to the full Council to review the pavement index rating to possibly lower the target rating. He would like to ensure the roads are passable. All members of the ad hoc committee agreed their recommendation would be to not impose a $20.00 car tab fee. Deputy Mayor Wales explained the Mayor has offered over 1.2 million for the 2018 budget. She suggested these funds will be sufficient for 2018 and the Council can meet with staff and make funding the street preservation program a priority in the 2019-2020 budget. Councilmember DaCorsi stated in the Transportation Improvement Plan has $31 million dollars in projects over the next six years. Council and staff will need to review the budget and confirm there are funds to cover the projects. If there is not then Council will need to review the budget and reprioritize existing funds. Assistant Director Gaub explained the PCI (Pavement Condition Index). She stated that a CPI of below 70 typically requires more extensive treatment from deep patching to reconstruction depending on the need. Staff relies on the PCI but also visually inspects each street prior to making a treatment recommendation. The goal for a preservation program is not have a street below a PCI of 70. CA.A Page 4 of 9 City of Auburn Car Tab Ad Hoc Committee Meeting Minutes July 3, 2017 Page 3 Councilmember Peloza requested a summation of all the funding opportunities, both REET and non REET items, that have been presented to the ad hoc committee. He requested that the spreadsheet include a priority column and any other remarks. Councilmember Peloza detailed what he believes the recommendation to the full Council should include: · $1.2 Million in onetime funds from Mayor Backus · $XX in budget reallocation · Ad hoc committee recommendation · No $20 car tab for 2017 Deputy Mayor Wales noted she does not want to delay repairs to City infrastructure. But would like the ad hoc committee to look at the funds allocated to the Nature Park in Lakeland. IV. PCI of 60 After the July 3, 2017 Ad Hoc Committee meeting there was a request made to provide the annual funding amount needed for Arterial and Collector Streets to reach an Average PCI Rating of 60 instead of 70 over a 20 year period. To Reach an Average PCI of 60 by 2038 the Approximate Annual Funding Needed = $5,300,000 Current Arterial/Collector Annual Funding = $2,000,000 Projected Annual Shortfall = $3,300,000 Over a 20 Year Period DI.A Page 9 of 9
