Mr.Garcia discussed proposed operations that would include a joint venture between Cascade and AMG to provide Jet Fuel to self-serve Cascade's needs and provide for entry into the retail availability to potential customers of Auburn Airport. BOARD DISCUSSION ITEMS; Auburn Municipal Airport Vision and Mission Statement has been Approved. Additionally,the Board recommends to the City to adopt the Vision and Mission Statements as amended. Ingrid Gaub reviewed the updated 2017 strategic business plan. Future AAB meetings will include specifie items from the strategic plan as agenda items. ADJOURNMENT OF MEETING—9:00 AM Respectfully submitted, Aviation Management Group, LLC 253-333-6821 On behalf of the City of Auburn AUBURN AIRPORT ADVISORY BOARD BRIEFING- MARCH 15, 2017 Temporary Jet A Fuel Pilot Proqram — Auburn Municipal Airport Public/Private Partnership Background: Over the last few years, there has been discussion amongst City staff and current and past members of the Auburn Airport Advisory Board about the provision of Jet A aviation fuel at the Airport. Jet A and Jet A-1 are kerosene-type fuels. Turbine powered aircraft (including jets, turboprops, and many helicopters) use jet aviation fuel. Reciprocating aircraft engines use AVGAS (a type of gasoline) that is the most popular for aircraft piston engines. Per the adopted 2015 Airport Master Plan, the Auburn Municipal Airport has 100-octane low lead (100LL)aviation gasoline (AVGAS) available for sale through Airport Management Group (AMG), the City's contracted airport management company. The Airport's fueling island is located on the western section of the center apron. The City of Auburn owns the fuel storage and dispensing system that includes one above ground double-wall 12,000-gallon tank and 2 pumps that offer 24 hours self-fueling service (credit card payment). During 2016, the Board, City staff and airport management discussed the temporary provision of Jet A Fuel service as a pilot program to evaluate market demand, costs and business processes and determine if more permanent and higher cost investments were warranted at a future date. Anticipated Service Start Date: July 1, 2017 Service Summarv: City will lease for a 12-month period a 3,000 gallon unbranded fuel truck from Eastern Aviation for the provision of Jet A Fuel service at the Airport'. AMG will be responsible for purchasing and dispensing fuel. Therefore, a new vendor or a new service option may be needed beyond the 12- month period. , 2 Please note that for 2017 financial information will only be for the period July 1, 2017 to December 31, 2017. � 1 Business Processes Overview: AMG would provide the operational components of the fueling activity including vendor contracting and purchasing, labor to deliver fuel to customers and daily, monthly and annual inspection as required by fuel vendor. Additionally, since the jet fuel is "unbranded", AMG will need to establish an alternative to credit card processing as fuel vendors would not provide that service. AMG would establish direct marketing campaign to over flights to market Auburn as an alternative to Boeing and Renton airports. Further, AMG would solicit turbine power aircraft to base at the Airport; however, one potential obstacle is hangar accommodations. These client types will not place their million plus dollar aircraft outside in the elements. Site Improvement Needs: The City has $10,000.00 currently budgeted in 2017 to complete necessary site improvements to serve the temporary Jet A Fuel truck. These site improvements mostly relate to compliance with regulations that require secondary containment. A containment system must be provided that could capture and hold the entire volume of the truck's tank, should there be a spill. The containment method will be to park the vehicle at a designated location at the Airport and purchase a pre-fabricated secondary containment system that is currently estimated to cost between $5,000 and $10,0003. There have been two models for this proposed: A. City & Private Partnership with AMG — See attached memo provided at the March 2017 Airport Advisory Board Meeting. B. Things to consider in providing a recommendation to the City Council by the Airport Board are as follows: • Competitive landscape for providing Jet-A Fuel • Costs of a pilot program and impact on the Airport Budget • Sustainability of a Jet A Fuel program for the long term 1 PRIVATE PARTNERSHIP PROPOSAL AMG proposes a two (2) phase approach to implementation of Jet A Fuel at the Airport by a Private Entity as foliows: Phase One . Enter into an Agreement between the City of Auburn and Cascade to allow Cascade to utilize their current truck (2,000 gallons) to provide their customers with Jet A fuel o This will require the determination of the location and any containment needed that would be provided by Cascade at their expense. o This allows for minimal investment to start providing Jet A for current customer needs at Cascade. o Terms of the Agreement would cover the responsibilities of Cascade and the City including such things as insurance, containment and spill response, flowage fees, and how and when fuel can be provided to others that are not Cascade's customers. o Completion by first quarter 2018 Phase Two • At such time that the demand for Jet A exceeds what Cascade's existing truck can provide, Enter into an Agreement between the City of Auburn and AMG to provide a second larger truck (5,000 Gallons) at AMG's expense. o Efficiencies include volume fuel delivers for better pricing and availability. When reaching 40,000-gallon Jet A annual fuel sales, market need and demand will be established. o This allows minimal investment to begin providing Jet A for customers of the Airport and not just Cascade. o Terms of the Agreement would cover the responsibilities of AMG and the City including such things as insurance, containment and spill response, flowage fees, operating requirements and maintenance. o Anticipated to be implement after the Runway Enhancement is completed in 2019 � Phase One and Two would establish the need for the Jet A fuel service without any financial risk on the part of the Airport. Once needs are established that can support the installation of a City owned above ground tank of 15,000 gallons, the City would install the tank and enter into an Operating Agreement for the fueling service similar to the current AVGAS profit sharing agreement. PREVIOUS AND RECENT HISTORY OF THE AIRPORT According to local records at the White River Museum located at the Cify owned and operated Les Gove Community Campus, the Gity of Aubucn began investigating the feasibility of building an airport in 1962. Then Mayor Shaughnessy appointed a committee to investigate potential locations for the airport and potential funding options.
