CALL TO ORDER The Human 8ervices Committee meeting was called to order by Member � Barbara Derda at 4:10 pm on Monday, October 24, 2016 at 25 West Main Street, Auburn, WA Committee Members present: Barbara Derda, Dana Riel,JoAnne Walters, Lela Brugger Absent: Jason Berry, Leficia Figueroa, Maryelyn Scholz Staff qresent: Human Services Coordinator Emily Pearson,Director of Administration Dana Hinman II. APPROVAL OF MINUTE$ • Member JoAnne Walters moved to accept the September 6, 2016 Special Meeting minutes; Member Lela Brugger seconded the motion. All committee members were in favor of adopting the minutes as submitted. The September 6, 2016 Special Meeting minutes were approved. III. AGENDA • Miscellaneous The Committee discussed the recommendations that had been presented to the Auburn City Councilmembers at the Council Study Session on September 26, 2016. Lela Brugger stated that recommendations were based solely on the applieations as they were submitted. JoAnne Walters agreed and said that the process must be fair and all applications must be given fhe same consideration. Programs that provide an important service to the community and small and/or new pcograms that fll gaps in services were all discussed at length. Most of the recommendafions were nearly unanimous. Lela Brugger spoke about how some of the applications were poorly written and provided incorrect or outdated information. City Councilmembers had many questions for the Human Services Chair Jason Berry and Director of Administration Dana Hinman. JoAnne Vllalters said in response to how the Committee had reached the recommendations that they, the Human Services Committee members, were there; they've visited the agencies, interviewed program managers and staff, read through hundreds of pages of documentation, reviewed agency budgets and put in countless hours of volunteered time in order to best determine the needs of our citizens. Dana Hinman handed out copies of and explained to the group the document she would distribute to City Councilmembers later that night at the Council Study Session. The information contained a broader explanation of the applications fhat were recommended, as Councilmembers had not seen the 2017=2018 applications and therefore had many questions. The expanded information showed agency budgets, program budgets, numbers of Auburn residents served in past years, percentage ratios of general fund dollars per capita, if the program was new or existing, and much more. Member Barbara Derda asked about Community Development Block Grant (CDBG) funded programs and who determines the agencies/programs fhat are funded. Emily Pearson explained the process of the annual action plans that are wriften by Eriea Azcueta, Human Services Manager and how they tie in with the 5 year Consolidated Plan, and how these are submitted as a eonsortium with other local South King County cities and King County. Emily Pearson encouraged the group to attend the Council Study Session following the Human Senrices Committee meeting: Members Barb Derda, JoAnne Walters and Lela Brugger stated that they planned to attend. IV. ANPIOUNCEMENTS The next regular Human Services Committee meeting is scheduled for Monday, November 28, 2016. V.
