I. CALL TO ORDER
Deputy Mayor Bob Baggett called the meeting to order at 5:00 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street in Auburn.
A. Roll Call
Councilmembers present: Deputy Mayor Bob Baggett, Larry Brown,
Claude DaCorsi, Bill Peloza, Yolanda Trout-Manuel and Largo Wales.
Councilmember John Holman was excused.
Mayor Nancy Backus and the following department directors and staff
members were present: City Attorney Steve Gross, Chief City Prosecutor
Harry Boesche, Director of Engineering Services/City Engineer Ingrid
Gaub,Administrative Services/Business Manager Darcie Hanson, Director
of Community Development Services Jeff Tate, Police Commander Dave
Colglazier,Assistant Director of Innovation and Technology Ashley Riggs,
Records Clerk Teresa Mattingly and Deputy City Clerk Shawn Campbell.
II. ANNOUNCEMENTS, REPORTS,AND PRESENTATIONS
There was no announcement, report or presentation.
III. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Airport Management Discussion (Gaub) (10 Minute Presentation)
Director Gaub and Airport Board Chair John provided Council with a
presentation on the Airport Board's recommendation regarding the
management of the airport once AMG's contract expires at the end of
2018.
Council discussed various options for new management at the airport.
B. Proposed Ordinance Adopting New Criminal Law Provisions (Legal)(10 Minute
Presentation)
City Attorney Gross and Chief Prosecutor Boesche provided Council with
a presentation on proposed code amendments regarding criminal

charges.
Council discussed the various crimes and penalties for the crimes.
C. EHB 2005 State Business Licensing (Tate)(15 Minute Presentation)
An overview of state legislation that requires all cities to incorporate their business
license programs into the State business licensing system
Director Tate and Manager Hanson provided Council with a brief synopsis
of the EHB 2005 regarding new requirements for Washington State
Business Licensing. The State is trying to help business owners simplify
the process of obtaining the State business license and the required City
business licenses.
Council discussed the fees for business licensing and various options for
systems that interface with the State of Washington to collect data from
business owners.
D. Digital Parity Update (Riggs)(15 Minute Presentation)
Assistant Director Riggs reviewed the progress that has been made with
digital parity since 2016. He reviewed statistics for households in the
Auburn School District that are on free/reduced lunch waivers, the cost to
attach items to Puget Sound Energy's poles and the concerns of
connectivity inside of homes with the current plan. He provided Council
with an updated staff recommendation that will provide access to more
homes in a shorter amount of time.
Council discussed providing services to households of qualified
students and partnering with Comcast to provide internet access.
IV. FINANCE AND ECONOMIC DEVELOPMENT DISCUSSION ITEMS
A. Budget Review Update (Coleman)(10 Minute Presentation)
Director Coleman provided Council with a schedule for the upcoming
special City Council meetings to discuss the 2019-2020 Biennial Budget.
V. OTHER DISCUSSION ITEMS
There was no other discussion.

VII. MATRIX
A. Matrix
Councilmembers discussed the matrix. Council asked for a comparison
between King County's Gun Take back Program and the City's.
