CALL TO ORDER Deputy Mayor largo Wales called the meeting to order at 530 p.m. in the City Hall Annex Conference Room 2 located at I Fast Mam Street in Aubum. A. Ord'mance No. 6623 (5 Maiute Presentarion/5 Maiute Q&A) (Snyder) An Ord'mance of the City Council of the City of Aubiun, Washington, approving the Final Plat of Canyon Creek at Peasley-Division 2 Senior Planner Thaniel Gouk presented Ordinance No. 6623, approving the fmal plat of Canyon Creek at Peasley, Division 2 (Peasley Canyon Homes;LLC). The plat was origina➢y lrnowrras Auburn Assemblage. The plat is located on the south side of 321st Street South b"etween 46th Place South and S lst Avenue South m the"West Hll" area of the crty. The fival plat is the second and final phase of a two-phase subdivision of approxunately 34.35 acres mto 154 smgk family residential lots. This phase subdivides appro�cm�ately 12.55 acres into 76 residential lots with tliiee tracts for access and utilities, four tracts for Homeowner Association maintamed open spaces, and dedication of public right-of-way. The plat has been developed 'm accordance with R-7 residential zonmg. A certificate of improvemenu was issued by the City Engmeer acceptumg completion of all required plan Page 1 of 3 improvements. Senior Plazu�er Gouk advised the stonn pond and outfall were developed as part of Phase 1 of the plat. The project is vested tinder the 2009 Surface Water Management Manual B. Ord'mance No. 6622(5 Mmute Presentation/5 Mmute Q&A) (Coleman) An Oidinance of the City Council of the Ciry of Aubum, Was6mgton, authorizrtig municipal indebtedness and approvmg the Drrtmkmg Water State Revolvmg Fund Loan Agreement for Coal Creek Sptings Transmission Main Replacement Fmance Dvector Coleman and Uhlities Engmeering Manager Tobm presented Ord'mance No. 6622. The Ordmance approves a loan from the Drml�g Water State Revolv�g Fund 'm the amount of$1,353,400. The pucpose of the loan is to fiind the constniction of a new 24mch diameter water main crossmg underneath the White River, parallel to the eacisting steel maiu. Coal Creek Springs is the City's laigest watec source and is located sonth of the White River. The Coal Creek Spruigs hansmission mam conveys water under the White River to the City's storage reservous and water system on the north side of the river. The transmission main was mstalled ui the 1920s and was coashucted of welded steel and wood. The wo.o.d stave mam was replaced with concrete cylinder pipe m 1964. Approxunately870 feet of steel mam crossmg the Whrte River was not replaced. The steel main is now reachmg the end of its useful life and requirements replacement. Construction will Idcely begin in 2018 with desigi and environmental review during 2017. The loan is for ten yeazs at a 1.5%interest rate. C. Mobfle Apps in Aubum(20 Mmute Presentation/15 Mmute Q&A) (Haugan) Impkmenting and Streamlinmg Citizen Engagement Assistant Director of Innovation and Technology Riggs presented a demonshation of the City's web site m a mobile app and now in a smart app which mcludes any on-line services ihe City currently has. Police Conunandet Colglazier demonstrated the Aubum Police Department's mobile app. D. Discnssion on Cluster Subdivisions (5 Ivt�ute Presentarion/5 Mmute Q&A) (Snyder) Assistant Daector of Community Development Services Tate spoke regarding Cluster Subdivisions and Ordmance No. 6617. During the last study session low impac;development(LID) code changes were reviewed by eouncil, and Councd eapressed concem[tiat Clbster Subdivisions have nev8r been utilized and requested more mformation about Cluster Subdivisions. Assistant D'uector Tate recommended the Council schedule duoussion of Cluster Subdivisions for a study session in December to allow staff more tane to evaluate the progam and provide more thorough fmd'mgs, feedback and recommendations. In the meantime staff will reach out to the King/Snohomish Master Builders Association, Pierce Master Builders Association, local developers, engineers and designers to solicit feeilback. Staff recommends the Councd mo4e forward with O;dinance No. 6617 with the understanding that the Chapter 17.26 amendments will be removed from the otdmance for future additional consideration. E. Engineering Design Standazds (15 Mmute Presentation/IS Mmute Q&A) (Snyder) Storm Water Management Manual Page 2 of 3 Storm Dra'mage Engmeer Cazlaw and Ciy�l Eng¢ieer Howazd presented the 2014 Departrnent of Ecology Stortnwater Management Manual(SWMIvt) for Westem Washington and the Supplemental Manual as the City's Surface Water Management Manual, wlilch will be mcluded as one of the code changes m adoptmg Low Impact Development principles and practices, under Ordinance No. 6617. Staff reviewed the changes ui the SWMM from the cLurent 2009 ve;sion to the proposed 2014 version. The 2014 SWMM and development standazds wiIl apply W projects submitted a8er January 1, 2017. F. Ord'mance No. 6624(5 Minute Presentarion/5 Mumute Q&A) (I-Ieid) An Ord'mance of the City Council of the City of Aubum, Washuigton, ratif}tiig the Franchise Agreement with Lakehaven Utility District adopted by Resolution Number 3650 Assistant City Attorney Leiser presented Ordinance No. 6624. The ordinance ratifies previo.us approval of a franchise agreement wrth Lakehaven Uhliry District. Ratification of Resolution No. 3650 by O�dinance w�71 ensure compliance with the statutory procedural requirements for franchise agreements,includ'mg publication of notice and a public hearnig. The terms of the franchise w�71 remam the same. IV.
