MINUTES
I. CALL TO ORDER
Chair Rich Wagner called the meeting to o�der at 4:45 p.m. in the
Conference Room 2 located on the second floor of Aubum City Hall
located at 25 West Main Street in Aubum.
Members in attendance included Chair Rich Wagner, Vice Chair Sue
Singer, and Member Nancy Backus. Also in attendance were
Councilmember Virginia Haugen, Councilmember-elect Largo Wales,
Councilmember-elect Wayne Osbome, Aubum Area Chamber of
Commerce President a.nd Chief Operating Offcer Nancy Wyatt, City
Attorney Dan Heid, and City Clerk Danielle Daskam.
II. RECOMMENDATIONS FOR C1TY COUNCIL COMMITTEE STRUCTURE
AND ASSIGNMENTS AND FOR DEPUTY MAYOR DESIGNATION
Committee members reviewed the proposed committee assignments as
distributed with proposed Resolution No. 4779.
Following discussion, it was agreed to replace Wayne Osborne with JoHn
Holman as Vice Chair on 4he Finance Committee and replace John
Holman with Wayne Osborne as Vice Chair on the Municipal Services
Committee to accommodate possible meeting conflicts.
Committee assignments in 2012 will be as follows:

Committee members then reviewed the resolution to ensure that the
suggested scope of authority/responsi6ilities set forth above are
consisfent with those in the resolu4ion and on 4he accompanying chart.
Committee members also briefly discussed the advan#ages and
disadvantages of increasing committee sizes.
The resolution should reflect 4he Council Operations Committee functions
as approved at the Augus4 4, 2011 Council Operations Committee and
s.ubsequently apProved by Gounci( Resolution No. 4740 with the addition
of planning the annual spring visioning retreat, and which reads as
follows:
Membership of the Council Operations Committee shall consist of the Deputy
Mayor and the two other Councilmembers having the longest tenure on the City
Council. Longest tenu�e is to be calculated as the total length of consecutive
service as a Councilmembe�. The Deputy Mayor shell be the Chai�of the Council
Operations Committee. In the eyent two or more members have equal te�ure,
th_e Chair and members of the Council Operations Committee shall be selected
on the basis of the largest number of votes receiyed at fhe most recent generaJ
election(s) in which 4he Counci,lmembers were respectively elected. It is provided,
however, that Councilmembers whose ferm of office witl expire priorfo or during
fhe first meeting of a new City Council and who have not been re-elected or
appointed to another term of office extending beyond the first meeting of a new
City Council shall not be allowed to vote at Council on the approval of the
membership of the new committees.
The function of the Council Operations Committee is to supervise the formation
and membership of all standing committees of the City Council. The Council
Operetions Committee shall, subject to the approval of a majority of the entire
Ciry Council, designate all of the standing committees of the City Council. In
addition, the Council Operations Committee shall, biennially at the first meeting of
a new City Council, or periodiplly, submit a list of the proposed members of all

standing committees of the City Council for approval by a majority vote of the
enUre City Council. The Council Operations Committee shall also recommend the
Chair for each standing committee of the City Council, which recommendations
sHall atso tie subject to approval by a majority vate of the en4ire City Gouncil. The
membership of all standing committees of 4he City Council shall consist
exclusively of Councilmem6ers. Each chair of any sttanding committee of the City
Council shall, in the absence of a quorum at a meeting of his/her particular
standing committee, haye the authority to appoint a non-member of the standing
committee, from the City Council to that standing committee for 4hat meeting to
create a quorum for that meeting, or in 4he chair's absence the vice-chairman
shall be able to appoint another Councilmember to that particular committee in
the absence of a quo.rum. The funcfion of the Gouncil Operations Committee is
also to propose amendments to the Rules of Procedure of the City Council to the
full City Counc'il, plan the Gouncil annual spring visioning retreat, and to address
issues relating to the whole Gity Gouncil and make recommendations for action
by the full City Council relafive to such issues.
The Council Operations Gommittee shall also evaluate and recommend W the
whole City Gouncil any actions, responses or sanctions for violations by
Councilmembers of 4hese Rules of Procedure, which recommendation shall be
considered, voted and/or acted upon by the City Council in the normal course.
In cases of alleged misconduct or violations of the City Council Rules of
Procedures (ROP); the person suspected of the allegetl misconduct or Violation
of the ROP shall be afforded the opportunity to respond, which opportunity shall
be given, with advance notice, in an open meeting of the Council OperaGons
Gommittee (COC) prior to the COC making any recommendations regarding
censure or reprimand or other disciplinary action.
The designation of the Deputy Mayor shall be a separate paragraph with
verbiage that the duties of the Deputy Mayo� are contained in the Council
Rules of Procedure.
Motion by Vice Chair Singer, second by Member Backus to approve
Resolution No. 4779. �
MOTION CARRIED UNANIMOUSLY. 3-0.
