THE CITY OF AUBURN AND RESOURCE STEWARDS, LLC
RELATING TO THE RESIDENTIAL WASTE REDUCTION &
RECYCLING OUTREACH PROGRAM
THIS AMENDMENT is made and entered into this�-'4`-day of November 2019, by
and between the CITY OF AUBURN, a municipal corporation of the State of
Washington, and Resource Stewards, LLC, as an amendment to the Agreement SW19-
R-014, which was executed on the 26th day of March 2019 ("the Agreement").
For good and valuable consideration, the parties agree to amend the agreement in
the following manner:
1 . CONTRACT TERM: The date of termination stated in section 7 of the agreement
will be extended from December 31, 2019 to December 31, 2020.
2. SCOPE OF WORK: Exhibit A of the Agreement is deleted and replaced by Exhibit
A-1, which contains date changes for the Task Schedule, and by this reference it is
made part of this Amendment.
3. COMPENSATION: Exhibit B of the Agreement, is deleted and replaced by Exhibit
B-1, which by this reference is made part of this Amendment. Exhibit B-1 increases
the maximum consideration by $19,500.00 to a total of $36,500.00.
REMAINING TERMS UNCHANGED: All other provisions of the Agreement for
SW19-R-014, shall remain unchanged and in full force and effect.
IN WITNESS WHEREOF the parties hereto have executed this Agreement as of the
day and year first above written.

SCOPE OF SERVICES
I. PURPOSE AND BACKGROUND
The City of Auburn provides recycling, waste prevention, food scrap composting and
proper household hazardous waste disposal outreach and education to residents
through media avenues such as: newsletters, postcards, advertising, website
announcements, social media, phone messages, flyers, and recycling events. The City
also provides an "at home" city-wide yard sale opportunity for single-family and mobile
home park residents to promote reuse. The City provides waste reduction and recycling
presentations, staffs educational tables at community events, and provides resources to
residents who ask for assistance. The City recognizes the importance of educating its
diverse community about different methods of waste reduction and recycling.
II. PROGRAM DESCRIPTION, DELIVERABLES, OUTCOME, EVALUATION
A. Program Description
• Task A — Messaging
The Provider will promote the Solid Waste & Recycling "Sustainable Auburn"
outreach message, which encourages residents to reduce the use of natural
resources by: reducing waste, reusing/donating and recycling. In conjunction with
the Sustainable Auburn messaging, the Provider will promote King County's
Residential Outreach Program messages "Food: Too Good To Waste" and
"Empty, Clean & Dry Recycling." The Provider will also promote the proper
disposal of household hazardous waste and the use of alternative "greener"
products. The target audience includes: single-family, duplex, mobile home park
and multifamily residents.
• Task B — Solid Waste & Recycling Educational Table Events
The Provider will staff the following events with a Solid Waste & Recycling
Education Table: Kids Day, two Farmers Markets, Senior Health Fair, and other
community events as requested if funding is available.
• Task C - Green Living Challenge Project
The Provider may work with the King County Housing Authority (KCHA) to
coordinate and provide an environmental education program to an Auburn KCHA
after-school program educating them on a specific environmental issue weekly,
for four weeks. The Provider will use the 2017 City of Bellevue Green Living
Challenge Partnership project as a template, with modifications as needed to
meet budget requirements.

B. Deliverables
• The Provider and City will use existing, produce or have professionally produced
media pieces, displays, and promotional items, which may include, but are not
limited to: posters, postcards, flyers, stickers, environmental tool kits, and decals.
These materials will be used to promote the Sustainable Auburn outreach
message.
• The Provider will staff the City's Solid Waste & Recycling educational table at
Kids Day, two Auburn Farmers Market events, and the Senior Wellness Fair, as
well as local community events when requested and as budget allows.
• The Provider may create, coordinate and implement one Green Living Challenge
Project for an Auburn King County Housing Authority after-school program to
help educate participants on the topics list below. The Provider and the City will
produce a promotional flyer, pre and post-program survey for participants and
parents, as well as purchase and/or create other materials as needed.
• Recycling, Composting, Garbage — proper methods of handling materials
• Surface Water & Drinking Water— pollution prevention
• Household Hazardous Waste & Green Cleaning — proper disposal &
alternatives
• Wastewater — what is flushable
C. Expected Outcomes/ Impacts
• Postcards, flyers, advertisements, and social media announcements will promote
the Sustainable Auburn message and the upcoming City and County events, and
inform residents about resources available for waste reduction, recycling and the
proper disposal of household hazardous waste specific to their home.
• The staffed Solid Waste Educational Table at City, community events and Green
Living Challenge Project will provide an opportunity to increase residents'
awareness on methods available for waste reduction, recycling, food composting
and proper household hazardous waste disposal and how facilities process
materials collected.
D. Evaluation
• The Provider and City will record the number of postcards, flyers, articles
created, and promotional items distributed to City of Auburn residents.
• The Provider will track the number of attendees, conduct pre- and post-surveys
at the Green Living Challenge event, and provide summary reports at City and
community events.
• The City will also track residential tonnage (garbage, recycle and compostables)
collected and participation rates through the contracted hauler reports, HHW
collected through King County, and Auburn Recycling Collection Event reports to
determine whether program efforts are successful.
• The Provider will submit a final data report and summary report to the City.

III. TASK SCHEDULE
• Planning (February 2020):
o Meet with City team as needed for project planning and updates.
o Discuss ideas and create and/or update plan for promoting waste reduction to
Auburn residents, focusing on reducing waste, reuse, recycling and food waste
diversion. (Task A)
o Create schedule and confirm dates for City Educational Table Events and display
for events (Task B)
o Create schedule and confirm dates for Green Living Challenge Project and
materials needed for event (Task C)
• Outreach (April 2019 — December 2020):
o Promotion of Solid Waste & Recycling & King County messaging (Task A)
o Provide Educational Table Events as scheduled and/or needed (Task B)
o Provide Green Living Challenge Program (Task C)
• Reporting (Quarterly):
o 2019 quarter two reporting due July 15, 2019
o 2019 quarter three reporting due October 15, 2019
o 2019 final reporting due December 15, 2019
o 2020 quarter one reporting due April 15, 2020
o 2020 quarter two reporting due July 15, 2020
o 2020 quarter three reporting due October 15, 2020
o 2020 final reporting due December 15, 2020

EXHIBIT "B-1"
PROJECT COMPENSATION
Compensation shall be on a time and materials basis with a not-to-exceed agreement amount
of $36,500.00. Time will be reimbursed as follows for staff:
Project Manager:
• Kim Ducote, Principal $85.00/hour
Support and Outreach Staff:
• Project Assistant(s) $75.00/hour
• Project Associate(s) $55.00/hour
Project Description Not to exceed
King County Commercial Food Waste Program:
Implementation and Outreach $36,500.00
TOTAL COMPENSATION $36,500.00
DIRECT NON-SALARY REIMBURSABLE EXPENSES
• Outside reproduction fees approved by City.
• Materials and Supplies — pertaining to tasks approved by City.
• Business Standard Mileage Rate at the current approved IRS rate.
All direct non-salary reimbursements are at cost with no mark-up.
