I. CALL TO ORDER
Deputy Mayor Bill Peloza called the meeting to order at 5:30 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street in Auburn.
A. Roll Call
Councilmembers present: Deputy Mayor Bill Peloza, Bob Baggett, Claude
DaCorsi, John Holman, Yolanda Trout-Manuel and Largo Wales.
Councilmember Larry Brown was excused.
Mayor Nancy Backus and the following department directors and staff
members were present:Assistant City Attorney Kendra Comeau, Director
of Public Works Ingrid Gaub, Capital and Construction Engineering
Manager Ryan Vondrak, Director of Community Development Jeff Tate,
Code Compliance Supervisor Chris Barack, Director of Parks,Arts, and
Recreation Daryl Faber, Director of Finance Jamie Thomas, Director of
Human Resources and Risk Management Candis Martinson, Community
Services Manager Joy Scott, Human Services Program Coordinator
Duanna Richards, Housing Repair Program Coordinator Joel Asbjomsen,
Human Services Program Coordinator Kyla Wright, Police Commander
Steve Stocker, and City Clerk Shawn Campbell.
II. ANNOUNCEMENTS REPORTS AND PRESENTATIONS
A. Introduction of Director of Finance Jamie Thomas
Director Thomas introduced herself to Council and stated she is excited to
work for the City of Auburn.
III. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Ordinance No. 6726 (Gaub) (5 Minutes)
An Ordinance of the City Council of the City of Auburn, Washington, relating to the
Limited Public Works Process and amending Section 3.12.100 of the Auburn City
Code
Manager Vondrak provided Council with a presentation on Ordinance No.

6726 regarding the limited Public Works Process and amending Section
3.12.100 of the Auburn City Code.
Council discussed updating this section of the City Code to be consistent
with the rest of the City Code.
B. Resolution No. 5450 (Thomas) (10 Minutes)
A Resolution of the City Council of the City of Auburn, Washington, authorizing the
contribution and withdrawal of City monies in the State of Washington Local
Government Investment Pool
Director Thomas presented Council with Resolution No. 5450 regarding
the authorization for depositing and withdrawing funds from the State of
Washington Local Government Investment Pool.
C. 2019 Justice Assistance Grant(JAG Grant) (Pierson) (5 Minutes)
Commander Stocker provided Council with an update on the 2019 Justice
Assistance Grant. He stated the grant requires the City to provide public
notice of the City's intent to apply for the grant and the funds must be used
to pay for community policing and law enforcement programs throughout
the City.
IV. COMMUNITY WELLNESS DISCUSSION ITEMS
A. Annual Housing Repair Program Report(Tate) (20 Minutes)
Annual overview of housing repair projects funded through HUD's Community
Development Block Grant(CDBG) program
Councilmember Trout-Manual chaired the Community Wellness section of the
meeting.
Manager Scott, Coordinator Richardson and Coordinator Asbjornsen
provided Council with the 2019 Housing Repair Program Report. They
reviewed the difference between the General fund dollars and the CDBG
funds, what is required to qualify for assistance, historical data from 2016
through 2019 and types of housing repairs commonly requested.
Coordinator Asbjornsen provided Council with a brief history of his
qualifications and reviewed the changes to the housing repair program.
Manager Scott recognized Coordinator Richardson for her many years of
service to the City.
Council discussed the outreach for the program, referrals to the program,
the success of the program, the challenges for the program and the
difference this program can make in a person's life.
B. Multi-Family Property Inspections (Tate)(15 Minutes)
How multi-family property inspections might look in Auburn, and how they would work
with current programs such as S.A.F.E.R. (Safe Auburn For Every Resident)

Supervisor Barack provided Council with information on the proposed
Multi-Family Property Inspections program. He reviewed the current multi-
family properties, the SAFER Program, mandatory inspection criteria,
voluntary inspections, National Healthy Housing Standards and the
International Property Maintenance Code (I PMC), the pros and cons for
mandatory inspections and compliance based inspections, the options for
implementation, staffing for inspections and possible next steps.
Council discussed that there is no required interior inspections, interior
code violations, single family housing inspections, and management of
multi-family inspections. Council requested for Code Compliance to bring
something forward for action regarding adopting National Healthy Housing
Standards.
C. Human Services Agency Accomplishments and Site Visit Reports (Tate) (15 Minutes)
A mid-year update on agencies receiving Human Services Funding and year-to-date
accomplishments
Manager Scott and Coordinator Wright provided Council with a
presentation on the Human Services Agency Accomplishments and Site
Visit Report. Manager Scott reviewed the funds allocated, program
requirements, 2019 funded programs, year to date accomplishments,
trends in services, and Pediatric Interim Care Center and Children's
Therapy Center site visits.
Council discussed an option of establishing a catastrophic fund to provide
additional rent and utility assistance to help prevent homelessness.
Deputy Mayor Peloza called for a 6 minute recess at 7:03 p.m. the
meeting reconvened at 7:08 p.m.
V. OTHER DISCUSSION ITEMS
There was no other discussion.
VI. NEW BUSINESS
Council wished Mayor Backus a Happy Birthday.
VII. MATRIX
A. Matrix
Council discussed the Matrix and removed Mandatory City Housing
Inspections from the agenda and changed the date on the Fireworks
Update item from TBD to August 26, 2019.
VIII.ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 7:10 p.m.
