I. CALL TO ORDER
Deputy Mayor Peloza called the meeting to order at 5:30 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street in Auburn.
A. Roll Call
Councilmembers present: Deputy Mayor Bill Peloza, Larry Brown, John
Holman, Yolanda Trout-Manuel and Largo Wales. Councilmembers Bob
Baggett and Claude DaCorsi were excused.
Mayor Nancy Backus and the following department directors and staff
members were present:Assistant City Attorney Kendra Comeau, Director
of Finance Jamie Thomas, Right-of-Way Specialist Amber Price, Director
of Public Works Ingrid Gaub,Assistant Director Innovation and
Technology Ashley Riggs, Utilities Engineering Manager Lisa Tobin, Water
Utility Engineer Susan Fenhaus,Assistant Police Chief Mark Callier, and
Deputy City Clerk Teresa Mattingly.
II. ANNOUNCEMENTS, REPORTS,AND PRESENTATIONS
There were no announcements, reports or presentations.
III. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Resolution No. 5455 (Gaub) (5 Minutes)
A Resolution of the City Council of the City of Auburn, Washington, authorizing the
Mayor to enter into an easement agreement with Motorola Solutions, Inc.
Engineer Fenhaus presented Council with information on entering into an
easement agreement with Motorola Solutions, Inc. and discussed
Motorola's responsibilities and next steps.
Council discussed the height of the communication tower and requested
information on the decision process that was done for the zoning
amendment and information on how the neighbors feel about having a
communication tower in their neighborhood.

B. Ordinance No. 6729 (Gaub) (10 Minutes)
An Ordinance of the City Council of the City of Auburn, Washington, Vacating Right-of-
Way of 130th Avenue SE, between SE 304th Street and SE 302nd Place, within the
City of Auburn, Washington
Specialist Price presented Council with information on Ordinance No. 6729
and discussed the benefits of vacating this property.
Council discussed how wide the property is and that the Auburn School
District plans to incorporate the right-of-way into development of the
adjacent parcels for a new elementary school.
C. Ordinance No. 6734 (Thomas) (15 Minutes)
An Ordinance of the City Council of the City of Auburn, Washington related to the
South Correctional Entity; authorizing the execution of an amended and restated
Interlocal Agreement relating to the; approving the City's Capital Contribution related to
refunding bonds to be issued to refinance the South Correctional Entity Facility; and
approving other matters related thereto
Director Thomas presented Council with information on Ordinance No.
6734. She discussed the SCORE interlocal agreement, the City of
Federal Way's intent to withdraw ownership status and the City of Auburn's
ownership allocation will increase from 31%to 34.94%.
IV. OTHER DISCUSSION ITEMS
There was no other discussion.
V. NEW BUSINESS
There was no new business.
VI. MATRIX
A. Matrix
Council discussed the Matrix and changed the date on Item 6 from TBD to
11/25/2019 and updated the title for Item 7 to Domestic Violence Update.
Council requested information on success stories related to Domestic
Violence resources within the City and the types of training police officers
receive for handing domestic violence calls and working with families.
VII. ADJOURNMENT
There being no further discussion, the meeting was adjourned at 6:06 p.m.
