I. CALL TO ORDER
A. Pledge of Allegiance
Mayor Nancy Backus called the meeting to order at 7:00 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street in Auburn and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Councilmembers present: Deputy Mayor Bill Peloza, Bob Baggett, Larry
Brown, Claude DaCorsi, John Holman, and Yolanda Trout-Manuel.
Councilmember Wales was excused.
Mayor Nancy Backus and the following department directors and staff
members were present: City Attorney Steve Gross, Director of Finance
Jamie Thomas, Director of Administration Dana Hinman, Director of
Human Resources & Risk Management Candis Martinson, Director of
Public Works Ingrid Gaub, Director of Community Development Jeff Tate,
Director of Parks,Arts, and Recreation Daryl Faber, Director of Innovation
& Technology David Travis, Real Property Analyst Josh Arndt,
Transportation Planner Joe Welsh, Police Commander Daniel O'Neil, and
Deputy City Clerk Teresa Mattingly.
II. ANNOUNCEMENTS, PROCLAMATIONS,AND PRESENTATIONS
Mayor Backus presented Director Thomas and the Finance Department
with the Distinguished Budget Presentation Award and a Certificate of
Recognition.
III. APPOINTMENTS
There was no appointments.
IV. AGENDA MODIFICATIONS
There were no modifications to the agenda.

V. CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE
A. Public Hearings
1. Public Hearing for Proposed Modifications to the 2020-
2025 Transportation Improvement Program (Gaub)
City Council to hold a Public Hearing in consideration of the adoption of changes
to the 2020-2025 Transportation Improvement. See Resolution No. 5464 for
further action on this item
Mayor Backus opened the public hearing at 7:04 p.m. No one came
forward to speak, she closed the hearing.
B. Audience Participation
This is the place on the agenda where the public is invited to speak to the City
Council on any issue. Those wishing to speak are reminded to sign in on the form
provided.

Mr. Shepard discussed Normandy Aircraft coming to the City of Auburn.
Bob Zimmerman, 33029 46th PI S.Auburn, WA
Mr. Zimmerman encouraged the City of Auburn to adopt an ordinance
related to reducing emissions.
C. Correspondence
There was no correspondence for Council to review.
VI. COUNCIL AD HOC COMMITTEE REPORTS
Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council
Committees' progress on assigned tasks and may give their recommendation to the
City Council, if any.
1. Finance Ad Hoc Committee (Chair Wales)
Councilmember DaCorsi, Vice Chair of the Finance ad hoc
committee, reported he and Councilmember Wales have reviewed
the claims and payroll vouchers described on the Consent Agenda
this evening and recommended their approval.
VII. CONSENT AGENDA
All matters listed on the Consent Agenda are considered by the City Council to be
routine and will be enacted by one motion in the form listed.
A. Minutes of the October 7, 2019 Regular Council Meeting
B. Claim Vouchers (Thomas)
Claim vouchers list dated October 21, 2019 which includes voucher numbers 455901

through 456098 in the amount of $9,153,617.60 and two wire transfers in the amount of
$530,700.87
C. Payroll Vouchers (Thomas)
Payroll check numbers 538640 through 538658 in the amount of $240,685.77,
electronic deposit transmissions in the amount of $2,069,852.72 for a grand total of
$2,310,538.49 for the period covering October 3, 2019 to October 16, 2019.
Deputy Mayor Peloza moved and Councilmember Baggett seconded to
approve the consent agenda.

There was no unfinished business.
IX. NEW BUSINESS
There was no new business.
X. ORDINANCES
A. Ordinance No. 6728 (Tate)
An Ordinance of the City Council of the City of Auburn, Washington, relating to Land
Use Development Regulations related to mixed-use development; amending Chapters
18.08, 18.23, 18.31, and 18.57 of the Auburn City Code and Exhibit 1 to Ordinance
No. 6382
Councilmember DaCorsi moved and Councilmember Holman seconded
to adopt Ordinance No. 6728.
MOTION CARRIED UNANIMOUSLY. 6-0
XI. RESOLUTIONS
A. Resolution No. 5448 (Hinman)
A Resolution of the City Council of the City of Auburn, Washington, declaring forfeited
real property as surplus and authorizing the Mayor to negotiate and execute
agreements
Councilmember Holman moved and Councilmember Brown seconded to
adopt Resolution No. 5448.
MOTION CARRIED UNANIMOUSLY. 6-0
B. Resolution No. 5458 (Hinman)
A Resolution of the City Council of the City of Auburn, Washington, authorizing the
Mayor to negotiate and execute an Airport Office and Apron Lease with Normandy
Aircraft

seconded to adopt Resolution No. 5458.
MOTION CARRIED UNANIMOUSLY. 6-0
C. Resolution No. 5459 (Hinman)
A Resolution of the City Council of the City of Auburn, Washington, adopting the City of
Auburn 2019 Comprehensive Emergency Management Plan
Councilmember Holman moved and Councilmember Brown seconded to
adopt Resolution No. 5459.
MOTION CARRIED UNANIMOUSLY. 6-0
D. Resolution No. 5461 (Tate)
A Resolution of the City Council of the City of Auburn, Washington, adopting the 2020-
2024 Consolidated Plan, the Analysis of Impediments to Fair Housing Choice, and the
2020 Annual Action Plan
Councilmember Trout-Manuel moved and Councilmember Holman
seconded to adopt Resolution No. 5461.
MOTION CARRIED UNANIMOUSLY. 6-0
E. Resolution No. 5464 (Gaub)
A Resolution of the City Council of the City of Auburn, Washington, approving and
adopting the modification of the 2020-2025 Transportation Improvement Program of
the City of Auburn
Councilmember DaCorsi moved and Councilmember Trout-Manuel
seconded to adopt Resolution No. 5464.
MOTION CARRIED UNANIMOUSLY. 6-0
XII. MAYOR AND COUNCILMEMBER REPORTS
At this time the Mayor and City Council may report on significant items associated with
their appointed positions on federal, state, regional and local organizations.
A. From the Council
Councilmember Baggett reported he attended an Emergency
Management meeting.
Councilmember DaCorsi reported he attended the King County Regional
Transit Committee meeting.
Councilmember Trout-Manuel reported she attended a conference call with
the National League of Cities and the Hispanic Elected Local Officials
(HELO) Board, the grand opening at Olympic Middle School, a women's
luncheon at Holy Family Church, the Candidate Form and meetings with

the Auburn Prevention Coalition and Emergency Services.
Councilmember Brown reported he attended the National Governors
Association meeting.
Councilmember Holman reported he attended the grand opening
at Olympic Middle School with Councilmember Baggett and
Councilmember Trout-Manuel and the National League of Cities
conference.
B. From the Mayor
Mayor Backus reported she attended a conference in Tamba Japan with
the City of Auburn's Sister City and the Seattle Metropolitan Chambers
Annual Leadership Conference.
XIII. EXECUTIVE SESSION
Mayor Backus recessed into executive session at 7:41 p.m. for 15 minutes
pursuant to RCW 42.30.110 (1)(B)to discuss and consider the selection
of a real estate site that public knowledge of could likely cause a price
increase.
Mayor Backus reconvened at 7:57 p.m.
Council discussed Resolution No. 5465.
Resolution No. 5465
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor to execute a contract for purchase and sale between
the City of Auburn and Jillian Enterprises, LLC for real property
Deputy Mayor Peloza moved and Council seconded to adopt Resolution
No. 5465.
MOTION CARRIED UNANIMOUSLY. 6-0
XIV. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 8:01 p.m.
