I. CALL TO ORDER
A. Pledge of Allegiance
Mayor Nancy Backus called the meeting to order at 7:00 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street in Auburn and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Councilmembers present: Deputy Mayor Bill Peloza, Claude DaCorsi,
John Holman, and Largo Wales. Councilmembers Bob Baggett, Larry
Brown and Yolanda Trout-Manuel were excused.
Mayor Nancy Backus and the following department directors and staff
members were present: City Attorney Steve Gross, Director of Innovation
&Technology David Travis, Director of Public Works Ingrid Gaub, Director
of Community Development Jeff Tate, Commander Dave Colglazier, and
City Clerk Shawn Campbell.
II. ANNOUNCEMENTS, PROCLAMATIONS,AND PRESENTATIONS
There were no announcements, reports or presentations.
III. APPOINTMENTS
A. Reappointments to Boards & Commissions
City Council to reappointment the following boards and commissions members. All
appointees will serve a new three-year term to expire on December 31, 2022.

appoint Deanna Clark to the Airport Board, Greg Watson to the Arts
Commission, Bob Fraser and Christian Faltenberger to the Lodging Tax
Advisory Committee, Ronnie Roberts and Malia Dale to the Tourism
Board, Giovanni DiQuattro to the BIA Rate Payer Committee, Warren
Olson, Robert Rakos and Judi Roland to the Cemetery Board, Barbara
Derda to the Human Services Committee, Lisa Russell and Bailey Stober
to the Parks and Recreation Board, Joan Mason to the Planning
Commission, Ronnie Beyersdorf to the Salary Commission, Dennis Grad
to the Transportation Advisory Board and James Tourangeau and Brooksie
Hall to the Urban Tree Board for a three-year term to expire December 31,
2022.

V. CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE
A. Public Hearings
1. Public Hearing for Mid-Biennial Review and Modification
of the 2019-2020 Biennial Budget(Thomas)
City Council to hold a public hearing to receive public comments and suggestions
with regard to the proposed modifications to the 2019-2020 Biennial Budget
Bob Zimmerman, 33029 46th Place South,Auburn
Mr. Zimmerman suggested contracting the City's inspection services
with a third party inspection company and a savings account for future
lawsuits.
Virginia Haugen, 2503 R Street South East,Auburn
Ms. Haugen suggested the City Council stop participating in the Sister
Cites program.
2. Public Hearing for Franchise Agreement No. FRN19-
0015 (Gaub)
City Council to hold a public hearing in consideration of renewing Franchise
Agreement No. FRN19-0015
Mayor Backus opened the public hearing at 7:08 pm, no one came
forward to speak, the public hearing was closed.
B. Audience Participation
This is the place on the agenda where the public is invited to speak to the City
Council on any issue. Those wishing to speak are reminded to sign in on the form
provided.

Mr. Zimmerman shared his concerns for structures in his neighborhood.
Jason Berry, 1620 Perimeter Road South West,Auburn
Mr. Berry spoke about a funding request for the Auburn YMCA.
Virginia Haugen, 2503 R Street South East,Auburn
Ms. Haugen thanked outgoing Councilmembers. She suggested going
back to the Council Committee System.
C. Correspondence
There was no correspondence for Council to review.
VI. COUNCIL AD HOC COMMITTEE REPORTS
Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council
Committees' progress on assigned tasks and may give their recommendation to the
City Council, if any.

1. Finance Ad Hoc Committee (Chair Wales)
Councilmember Wales, Chair of the Finance ad hoc committee, reported
she and Councilmember DaCorsi have reviewed the claims and payroll
vouchers described on the Consent Agenda this evening and
recommended their approval.
VII. CONSENT AGENDA
All matters listed on the Consent Agenda are considered by the City Council to be
routine and will be enacted by one motion in the form listed.
A. Minutes of the November 18, 2019 Regular Council Meeting
B. Claim Vouchers (Thomas)
Claim vouchers list dated December2, 2019 which includes voucher numbers 456435
through 456580, in the amount of$1,637,003.08 and two wire transfers in the amount
of$167,882.42
C. Payroll Vouchers (Thomas)
Payroll check numbers 538689 through 538756 in the amount of$676,138.03,
electronic deposit transmissions in the amount of$2,124,975.28 for a grand total of
$2,801,113.31 for the period covering November 14, 2019 to November 26, 2019
D. 2020 Annual On-Call Agreements (Gaub)
Deputy Mayor Peloza moved and Councilmember Holman seconded to
approve the consent agenda.

A. Ordinance No. 6746 (Tate)
An Ordinance adopting 2019 Annual Comprehensive Plan Map and Text Amendments,
and adopting corresponding rezones related to certain map amendments
Councilmember Wales moved and Councilmember DaCorsi seconded to
adopt Ordinance No. 6746.

An Ordinance updating school impacts fees, and amending Chapter 19.02 of the
Auburn City Code
Councilmember Wales moved and Councilmember Holman seconded to
adopt Ordinance No. 6745.

C. Ordinance No. 6749 (Tate)
An Ordinance removing administrative fees from City Code, and amending section
5.20.030 of the Aubum City Code
Councilmember DaCorsi moved and Councilmember Holman seconded to
adopt Ordinance No. 6749.

D. Ordinance No. 6751 (Thomas)
An Ordinance authorizing amendments to the City of Auburn 2019-2020 budget
Councilmember Wales moved and Councilmember Holman seconded to
adopt Ordinance No. 6751.

E. Ordinance No. 6752 (Thomas)
An Ordinance authorizing amendments to the City of Auburn 2019-2020 budget
Councilmember Wales moved and Councilmember Holman seconded to

F. Ordinance No. 6753 (Gross)
An Ordinance making penalties for drug crimes consistent with state law, and amending
sections 9.22.010 and 9.22.020 of the Auburn City Code

A Resolution authorizing amendments to Auburn Municipal Airport land leases relating
to the 2020 fair market value lease rate adjustment

adopt Resolution No. 5463.

D. Resolution No. 5473 (Faber)
A Resolution naming two Public Parks in the Kersey 3 Development of the City of
Auburn
Councilmember DaCorsi moved and Councilmember Wales seconded to
adopt Resolution No. 5473.

E. Resolution No. 5474 (Hinman)
A Resolution endorsing the Sound Cities Association 2020 State Legislative Agenda
Councilmember Holman moved and Councilmember Wales seconded to
adopt Resolution No. 5474.

XII. MAYOR AND COUNCILM EMBER REPORTS
At this time the Mayor and City Council may report on significant items associated with
their appointed positions on federal, state, regional and local organizations.
A. From the Council
Deputy Mayor Peloza reported he attended an Eagle Scout Court of
Honor.
Councilmember DaCorsi attended the King County Regional Transit
Committee meeting.

Mayor Backus reminded the audience about the Santa Parade on
Saturday, December 7, 2019.
XIII. EXECUTIVE SESSION
There was no executive session.
XIV. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 7:36 p.m.
