MINUTES
I. CALL TO ORDER
Chair Jim Kelly called the meeting to order at 10:00 a.m. in Conference Room 2
located on the second floor of City Hall, 25 West Main Street in Auburn.
Members present included Chair Jim Kelly, Chair Pro Tem Bill Petersen,
Member Stan Laatsch, and Member Bob Baggett. Also present was Board
Secretary Terry Mendoza and City Attorney Steve Gross. Member Larry Brown
was excused.

III. APPROVAL OF MINUTES
A. Minutes of the November 5, 2019 LEOFF Board Meeting*
Motion by Member Baggett, seconded by Member Laatsch to approve the
minutes as published.
MOTION CARRIED UNANIMOUSLY. 4-0
IV. UNFINISHED BUSINESS
A. Pending Medical/Hearing/Vision/Dental Claims
1. LEOFF 1 Member#779147*
Request for reimbursement of medical expenses in the amount of
$42.00 for services received on September 3, 2019. Item tabled
from the October 1st and November 5th, 2019 meetings.
Motion by Chair Pro Tem Petersen to approve the claim as
submitted. Second by Member Laatsch.
MOTION CARRIED UNANIMOUSLY. 4-0
2. LEOFF 1 Member#444135
Update on medical claim reimbursement for the purchase of
hearing aids through United Health Care.
Board Secretary provided a status update on the reimbursement
check from United Health Care. Item will be included on the
January agenda for another update.

$171.00 for services received on November 5, 2019. The LEOFF
member has received dental reimbursement in 2019.

$1,132.40 for services received between September 9 and
November 11, 2019. The LEOFF member has not received any
dental reimbursement in 2019.
Motion by Chair Pro Tem Petersen to approve the claim as
submitted. Second by Member Baggett.

Request for reimbursement of dental expenses in the amount of
$1,126.00 for services received on November 7 and 14, 2019. The
LEOFF member has received dental reimbursements in 2019.

C. Other Discussion
1. PD Board position election
Chair Kelly advised the election for the Police Board Member
position is in process. The condensed timeline still allows for the
election to be completed by the end of the year when the position
expires.
2. Upcoming appointment of the "member-at-large" position, term
expiring on December 31, 2019.
Board Secretary advised that the public announcement for the
open "member-at-large" position will be posted in the Auburn
Reporter. The deadline to submit a letter of interest for the open
position is December 31, 2019.
3. Councilmember Appointments
Chair Kelly advised that both Councilmember Board positions are
expiring at the end of the year. Mayor Backus has been notified
and both appointments will be announced at the January meeting.

4. Inquiry: Payment of Bills by Retiree
Prior to the meeting, Chair Pro Tern Petersen provided a copy of
an Opinion that was published in a Retired Firefighter's of
Washington Newsletter. Board Attorney Gross reviewed it and
offered his opinion as it relates to the City's policies and processes
in reimbursing LEOFF 1 retirees. Our Board has always worked on
a reimbursement basis and is in compliance with the law as it is
currently written.
VI. ADJOURNMENT
There being no further business to come before the Board, the meeting
adjourned at 10:16 a.m.
