I. CALL TO ORDER
Deputy Mayor DaCorsi called the meeting to order at 5:30 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street in Auburn.
A. Roll Call
Councilmembers present: Deputy Mayor Claude DaCorsi, Bob Baggett,
Larry Brown, James Jeyaraj, Robyn Mulenga, Chris Stearns and Yolanda
Trout-Manuel.
Mayor Nancy Backus and the following department directors and staff
members were present: City Attorney Kendra Comeau,Assistant City
Attorney Doug Ruth, Director of Administration Dana Hinman, Director of
Finance Jamie Thomas,Assistant Finance Director Kevin Fuhrer, Director
of Community Development Jeff Tate, Director of Public Works Ingrid
Gaub, Senior Transportation Planner Cecile Malik, Real Property Analyst
Josh Arndt, Chief of Police Dan O'Neil, and City Clerk Shawn Campbell.
II. ANNOUNCEMENTS, REPORTS,AND PRESENTATIONS
There were no announcements, reports or presentations.
III. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Council Training - Fiance Department Overview(Thomas)(30 Minutes)
Director Thomas provided the Council an overview on the Finance
Department. She reviewed the divisions in the Finance Department and the
budget process.
Council discussed the senior and disabled low income program
qualifications, Council's ability to review finances, the number of full time
employees, bonding capacity and bond debt.
B. SKHHP Overview(Tate)(15 Minutes)
Director Tate provided Council with an overview on the South King Housing
and Homelessness Partners (SKHHP) program. He explained how the
partnership was formed, the purpose for the partnership, the funding
sources, SKHHP staff and working group, and SKHHP's priorities.

Council discussed the amount of new housing stock, risks in manufactured
housing, the funds needed to secure housing, grant funding and the
coordination with King County Affordable Housing Committee and Pierce
County.
C. Inland Development Group (Tate/Gaub)(25 Minutes)
Director Tate and Director Gaub provided Council with an overview on the
Inland Development Group agreement. They reviewed the development
agreement and the proposed plans for each phase of development.
Council discussed the amount of time for completion and the related
impacts this project has on the third runway mitigation area.
D. Overview of Special Focus Area Format(Hinman)(15 Minutes)
Director Hinman provided Council with an overview of the Special Focus
areas.
Deputy Mayor DaCorsi discussed the Council matrix and who is interested
in each Special Focus area.
E. Overview of Mel's Lot Development Agreement(Hinman/Comeau)(30 Minutes)
Deputy Mayor DaCorsi called for a 5 minute recess at 6:51 p.m. The
meeting reconvened at 6:57 p.m.
Director Hinman, City Attorney Comeau and Assistant City Attorney Ruth
presented Council with an overview of the Mel's Lot Development
Agreement. They reviewed the amendment to the Developments Right
Agreement, Parking Access Easement and Lexi LLC's withdrawal of
permits for parking.
Council discussed the parking with Sound Transit and who has taxing
authority on this property.
F. Resolution No. 5486 (Gaub)(10 Minutes)
Engineer Webb presented Council with the proposed amendment to the
2020-2025 Transportation Improvement Program (TIP).
Council discussed the timeline for the 2nd Street SE Reconstruction and
M Street SE Sidewalk Improvement projects.
G. Resolution No. 5487 (Gaub)(10 Minutes)
Planner Malik presented Council with an update on the fifth amendment to
the Transit Service Direct Financial Partnership Agreement between the
City of Auburn, King County, and Pierce County Public Transit Benefit
Authority that established Route 497.

Analyst Arndt presented Council with a lease agreement with Classic
Helicopters Corp.
IV. OTHER DISCUSSION ITEMS
There was no other discussion items.
V. NEW BUSINESS
There was no new business.
VI. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 7:28 p.m.
