I. CALL TO ORDER
Deputy Mayor DaCorsi called the meeting to order at 5:30 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street in Auburn.
A. Roll Call
Councilmembers present: Deputy Mayor Claude DaCorsi, Bob Baggett,
James Jeyaraj, Robyn Mulenga, Chris Stearns and Yolanda Trout-Manuel.
Councilmember Larry Brown was excused.
Mayor Nancy Backus and the following department directors and staff
members were present: City Attorney Kendra Comeau, Director of Public
Works Ingrid Gaub,Assistant Director of Public Works Services Randy
Bailey,Assistant Director of Engineering Jacob Sweeting, Airport Manager
Tim Mensonides, Senior Project Engineer Matt Larson, Director of Human
Resources and Risk Management Candis Martinson, Director of Finance
Jamie Thomas, Director of Parks Arts and Recreation Daryl Faber, Chief
of Police Dan O'Neil and City Clerk Shawn Campbell.
II. ANNOUNCEMENTS, REPORTS,AND PRESENTATIONS
There were no announcements, reports or presentations.
III. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. City Organizational Overview- Public Works (Gaub)(30 Minutes)
Director Gaub, Assistant Director Sweeting, Assistant Director Bailey and
Airport Manager Mensonides provided Council with a brief overview of the
Public Works Department. There are three divisions of the Public Works
Department Engineering Services, the Municipal Airport and Maintenance
and Operations.
Council discussed vegetation, the See-Click-Fix app, the number of City
water customers, backup water sources, maintenance of storm drains, and
Fat's Oil and Grease program.

B. Facility Needs Assessment and Master Plan Briefing (Gaub)(30 Minutes)
Engineer Larson, Beth Batchelder,Associate Planner and Julie Bassuk,
Partner from Makers Architect and Urban Design, presented Council with
an update on the Facility Needs Assessment. They shared the project
overview, the draft needs assessment and what the next phase will be.
Deputy Mayor DaCorsi called for a 5 minute recess at 7:05 p.m. The
meeting reconvened at 7:10 p.m.
C. 2019 State of Our Streets Summary(Gaub)(15 Minutes)
Assistant Director Sweeting provided Council with a State of Our Streets
(SOS) report. The report encompasses all City maintained streets
including local, collector and arterial streets. He reviewed the Street
Preservation overview, the preservation projects and programs, the
summary of the 2019 Street Conditions report, past, present and future
funding options and conditions and the next steps for the program.
Council discussed the number of streets that need full rebuilds, funding
options and the CPI levels in surrounding jurisdictions.
D. Public Records Policy(Comeau)(10 Minutes)
City Attorney Comeau and City Clerk Campbell presented Council with the
Public Records Policy.
IV. OTHER DISCUSSION ITEMS
There was no other discussion items.
V. NEW BUSINESS
There was no new business.
VI. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 7:38 p.m.
