I. CALL TO ORDER
Deputy Mayor DaCorsi called the meeting to order at 5:30 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street in Auburn.
II. Virtual Presentation Link
A. The City Council Study Session meeting was held virtually and telephonically in the
Council Chambers.
B. Roll Call
Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob
Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga and Yolanda Trout-
Manuel. Councilmember Chris Stearns joined the meeting at 5:32 p.m.
Mayor Nancy Backus and the following department directors and staff
members were present: Director of Innovation and Technology David
Travis, Innovation and Technical Support Specialist Danika Olson, Network
Analyst Brian Nguyen, Chief of Police Dan O'Neil and Deputy City Clerk
Teresa Mattingly.
The following department directors and staff members attended the
meeting virtually:Assistant City Attorney Doug Ruth,Assistant Information
and Technology Director Ashley Riggs, Director of Public Works Ingrid
Gaub, Director of Finance Jamie Thomas, Director of Community
Development Jeff Tate and Planning Services Manager Jeff Dixon.
III. ANNOUNCEMENTS, REPORTS, AND PRESENTATIONS
There were no announcements, reports or presentations.
IV. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Ordinance No. 6764 (Thomas)(20 Minutes)
An Ordinance amending Ordinance No. 6693, the 2019-2020 biennial budget
Ordinance, as amended by Ordinance No. 6712, Ordinance No. 6719, Ordinance No.
6720, and Ordinance No. 6751, authorizing amendment to the City of Auburn 2019-
2020 budget as set forth in schedule "A" and schedule "B"

Director Thomas reviewed the sixth budget amendment for the biennium
and the second budget amendment for calendar year 2020.
Council discussed the Auburn Avenue Theater purchase, the impact of the
Federal minimum wage on the Park's Department budget, the Teamsters
contract and how drug seizure money is received and allocated.
B. Planning Commission and Land Use Legislative Process (Tate)(20 Minutes)
Overview of Planning Commission role in local land use legislative process
Manager Dixon provided Council with an overview of the Planning
Commission. He explained what a Planning Commission is, their role in the
legislative process, the land use legislative process,Auburn City Code
basis for the Planning Commission and how the Planning Commission's
key role is helping to set the long term direction or vision for the
community's future.
Council discussed how the Planning Commission handles public hearings
and public engagement.
V. OTHER DISCUSSION ITEMS
There were no other discussion items.
VI. ADJOURNMENT
There being no further business to come before the Council, the meeting was
adjourned at 6:13 p.m.
