I. CALL TO ORDER
Deputy Mayor DaCorsi called the meeting to order at 5:30 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street in Auburn.

The City Council Meeting was held virtually and in person in the Council Chambers.
B. Roll Call
Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob
Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga, Chris Stearns and
Yolanda Trout-Manuel.
Mayor Nancy Backus and the following department directors and staff
members were present: Chief of Police Dan O'Neil, Innovation and
Technical Support Specialist Danika Olson and City Clerk Shawn
Campbell.
The following department directors and staff members attended the
meeting virtually: Senior City Staff Attorney Harry Boesche, Assistant
Information and Technology Director Ashley Riggs, Director of
Administration Dana Hinman, Director of Community Development Jeff
Tate, Director of Public Works Ingrid Gaub and Emergency Manager Jerry
Thorson.
III. ANNOUNCEMENTS, REPORTS, AND PRESENTATIONS
The Study Session agenda was modified to add Ordinance No. 6768 and
Ordinance No. 6769.
IV. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. King County Regional Mitigation Plan (Hinman)(15 Minutes)
Overview of the Federal Disaster Mitigation Act which requires state and local
governments to develop all-hazard mitigation plans as a condition of federal grant
assistance.

Manager Thorson provided Council with an update on the King County
Regional Mitigation Plan. He gave a brief explanation of the plans that are
required for the City to update.
B. Ordinance No. 6768
An Ordinance extending the deadline for the public to apply for reduced utility
rates
Director Thomas explained to Council that Auburn City Code sets a
deadline of May 31, 2020 for low income Seniors and permanently
disabled utility customers to submit an application for the Utility Discount or
Rebate program. Due to the Utility Customer Service Center being closed
and many of the documents required to apply being difficult for applicants
to obtain during the Stay At Home Order, she recommended an extension
of the deadline to apply until July 31, 2020 and to extend the reduced rates
approved in 2019 through July 31, 2020.
C. Ordinance No. 6769
An Ordinance to suspend the requirement that pets be spayed or neutered prior
to adoption during the COVI D Public Health emergency
Mayor Backus explained that Auburn Valley Humane Society(AVHS) is
requesting a temporary suspension of the requirement to have a pet spade
or neutered prior to adoption until the Stay At Home Order has been lifted
and veterinarians are allowed to perform non-emergency surgeries.
V. PUBLIC WORKS AND COMMUNITY DEVELOPMENT DISCUSSION ITEMS
A. Sound Transit Parking and Access Presentation (Tate)(15 Minutes)
Sound Transit staff to provide City Council with an update on the Auburn Station
Parking and Access Improvements Project
Councilmember Stearns presided over this section of the meeting.
Director Tate introduced the Sound Transit staff; High Capacity Transit
Project Manager Zac Eskenazi, South Corridor Development Director
Chelsea Levy, Government and Community Relations Office Katie Drewel
and Acting South Sound Project Director Melissa Flores.
Ms. Drewel provided Council with a update on funding for this project
regarding COVID-19. Mr. Eskenzai provided Council with a brief
background of the project, the components that have been environmentally
cleared, the next steps for the projects regarding traffic and aesthetics, the
community outreach plan and the potential benefits.

There were no other discussion items.

VII. ADJOURNMENT
There being no further business to come before the Council, the meeting was
adjourned at 6:14 p.m.
